Abstract At a point when global governance appears to be at a crossroad, caught between globalizing and national populist forces, International Relations theorists are deeply immersed in debating what brought the world to this point. This contribution enlists Michael Zürn's A Theory of Global Governance (2018) to explore the state of global governance theory through a focus on three substantive themes: authority, legitimacy, and contestation in global governance. It identifies the current state of theorizing on each theme, situates Zürn's claims within these literatures, and previews counterpoints from a variety of theoretical perspectives.

Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

Abstract This article contends that practices of, and reflections on, global governance are diversifying without any particular teleology. Therefore, it proposes a “postgovernance” perspective to capture and make sense of the multiplicity of concurrent developments. Just like post-punk followed punk rock and provided new energy, postgovernance provides opportunities to revitalize debates on world politics. Postgovernance allows both scholars and practitioners to consider the persistence of “traditional” forms of global governance as well as the simultaneous emergence of new approaches. This article thus proposes postgovernance as a mode of world politics in a postparadigmatic world that is dynamic yet inconsistent. We advance this argument by outlining what postgovernance entails, by taking stock of current debates from a postgovernance perspective, and by discussing how these can be advanced from a postgovernance point of view.

As the Internet has spread globally, and its economic, political, and cultural influences have increased, it is necessary to develop appropriate policy to govern it, in order to manage and protect it’s presence in our lives. While national governments apply their laws on the Internet, the Internet presents many issues that span national jurisdictions, and therefore requires global governance. Early Internet governance was self-regulatory and involved organizations and a community of users that made decisions through rough consensus. ICANN and the technical issue of domain name and addressing began debates over the issue of Internet governance. Larger issues of Internet governance emerged during the World Summit on the Information Society, whose existence illustrates the shift towards accepting the need for a global, more formal framework of governance. This chapter explores Internet governance and covers the following themes: understanding the challenge of governing the Internet; frameworks and definitions of Internet governance; and the evolution of the Internet governance debate. As there is much disagreement about what Internet governance is, this chapter synthesizes the main issues and debates and provides an overview of Internet governance.

The object of this chapter is to analyse the global implications of the economic rise of BRICS and a larger set of emerging markets (Next-14) among developing countries. It sets the stage by outlining the broad contours of change in the world economy during the past sixty years and highlighting the discernible shift in the balance of economic power. It then examines the growing significance of BRICS and Next-14, since 1980, in terms of their economic size, engagement with the world economy, and industrialization. It analyses the possible economic impact of rapid growth in BRICS on the world economy, on industrialized countries, and on developing countries, to show that this could be either positive or negative, so that the balance would shape outcomes. Going beyond economics into politics, it considers the factors underlying the evolution of BRICS as a formation, to discuss their potential influence on international institutions and global governance.

This chapter examines the ways in which the European Union enters into international relations and engages with key processes in the world arena. It first provides a historical background on the interaction of an evolving EU with the rest of the world before discussing the main patterns of relationships and interactions in the areas in which Europe has been active. It then considers two centres of enduring tensions in the EU's external engagement: EU's engagement with processes of international cooperation and conflict, and with processes of global governance. It also looks at tensions that arise between the collective ‘European’ and national positions. They are between: Europeanization and national foreign policy; rhetoric and achievement; big and small member states; old and new Europe; and the concept of civilian power Europe and the EU as an international security actor with access to military forces.
