This introductory chapter traces the development of the European Union. Since its inception in 1952, the EU has matured and developed from a Community of like-minded states into a Union of a greater diversity of states, with a comprehensive legal system which is increasingly penetrating the national legal systems of Member States. From the six original members, the EU now counts 27 Member States. Eleven of the thirteen newer Member States are in Central and Eastern Europe, and have discarded their old Communist regimes, turning into democracies with the qualifications to join the Union. The latest developments and changes, including Brexit and the effects of Covid-19, are also discussed.

The article considers the two vectors of the European integration process: closer integration among the EU member states and regionalization of the EU countries according to the criteria of close neighbourhood or deep cooperation. The author traces  development trends of regional cooperation of the EU member states at different stages of development of international relations i.e. the impact of the EU enlargement on regionalization process, competition and confrontation with Russia, the  complications in the field of European integration due to the negative outcome of the Dutch referendum on  ratification of the Association Agreement between the EU and Ukraine, as well as the British referendum on withdrawal from the EU. It is stressed that  the interregional cooperation  is particularly important at this critical stage  of European integration.

The Eastern EU enlargement (2004, 2007, 2013) is still one of the success stories of the EU (and unprecedented in the world), but at the same time it is controversial and is perceived as controversial. One of the core problems has been its unbalanced character: the whole process had a clear `Single Market` focus and the values of a `Social Europe` were of secondary importance. Based on a neofunctionalist approach the paper discusses the integration of the new member states from the point of view of economic and income convergence. Along with a literature review, data on wages, productivity and output will be analysed to demonstrate that upward convergence of the poorer new member states towards the EU average had been stalled in wake of the 2009 crisis. The resulting cleavages put the core hypothesis of the neofunctionalist approach - that EU integration has a `direction` in terms of an upwards convergence - into question.

After the EU Enlargement of 2004, the law courts of the new Member States now fulfill a twofold role of applying both national and European law. The application of European law also entails the duty of judges to construe their own domestic law as close as possible with EU law, and, if that is not possible, the duty arises to set aside the domestic law found to be incompatible with European law. In consequence, developments in the next decade will test judges’ capacity for properly applying European law and this process will inevitably present a serious challenge to the Central European judicial systems. While evaluations can first be made no sooner than a few years after the EU Enlargement, there are important indications that can suggest the probable outcome of that challenge. This article briefly outlines the application of European law in those countries prior to EU Enlargement and then deals with the important factors which are likely to influence its future application in the new Member States.

This paper examines the impact of EU enlargement and the global economic crisis on the relative development of the EU countries. This effect is assessed by applying multivariate analysis to the whole set of 28 European countries at three representative points in time. The cluster analysis for the years 2002, 2007, and 2012 grouped the countries according to the range of economic development indicators showing within-EU cohesion before the EU enlargement, after the enlargement wave, and after the crisis. The findings show that a decrease in the development differences after the enlargement was replaced with an increase in these differences after the crisis, thus contributing to the existing debate about the success of cohesion and future of European integration. These results are somewhat worrying for the new member states of the EU as well as for EU membership candidates and their prospective development within the integration.

The paper reviews recent socio-economic changes in the 10 new EU member states of Central and Eastern Europe and the earlier and latest debates on the emergence of the post-communist welfare state regime. It asks two questions: are the new EU member states more similar to each other in their social problems encountered than to the rest of the EU world? Do they exhibit enough common socio-economic and institutional features to group them into the distinct/unified post-communist welfare regime that deviates from any well-known welfare state typology? The findings of this paper indicate that despite some slight variation within, the new EU countries exhibit lower indicators compared to the EU-15 as it comes to the minimum wage and social protection expenditure. The degree of material deprivation and the shadow economy is on average also higher if compared to the EU-15 or the EU-27. However, then it comes to at-risk-of-poverty rate after social transfers or Gini index, some Eastern European outliers especially the Check Republic, but also Slovenia, Slovakia and Hungary perform the same or even better than the old capitalist democracies. Latvia, Lithuania, Estonia, Romania, Bulgaria, Poland, however, show many similarities in their social indicators and performances and this group of countries never perform better than the EU-15 or the EU-27 averages. Nevertheless, the literature reviews on welfare state development in the CEE region reveal a number of important institutional features in support of identifying the distinct/unified post-communist welfare regime. Most resilient of it are: an insurance-based programs that played a major part in the social protection system; high take-up of social security; relatively low social security benefits; increasing signs of liberalization of social policy; and the experience of the Soviet/Communist type of welfare state, which implies still deeply embedded signs of solidarity and universalism.
