Herbarium records show that during the second half of the 19th century John Rattray collected several plant specimens at ports of call along the West African coast (Canary Islands, Senegal, Guinea, Sierra Leone, Ghana, São Tomé, Príncipe, and Angola). At the herbarium (K) of the Royal Botanic Gardens, Kew, England, four such specimens are databased, three of which can be examined online. At the herbarium (E) of the Royal Botanic Garden, Edinburgh, Scotland, 26 specimens are databased, twenty of which are imaged. All the specimens we examined have printed labels stating ‘Collected by John Rattray, H.M. Challenger Commission, Edinburgh’ with only a handwritten indication of the locality, for example ‘Loanda’ (Luanda, Angola). The collecting date has been omitted from the labels and there are no further details on the specimens. An investigation of the literature revealed that there is some confusion regarding the origin of the material and the identity of John Rattray, the collector.

The West African monsoon (WAM) and its landmark features, which include African easterly waves (AEWs) and the African easterly jet (AEJ), exhibit significant intraseasonal variability in boreal summer. However, the degree to which this variability is modulated by external large-scale phenomena, such as the Madden–Julian oscillation (MJO), remains unclear. The Weather Research and Forecasting (WRF) Model is employed to diagnose the importance of the MJO and other external influences for the intraseasonal variability of the WAM and associated AEW energetics by removing 30–90-day signals from initial and lateral boundary conditions in sensitivity tests. The WAM produces similar intraseasonal variability in the absence of external influences, indicating that the MJO is not critical to produce WAM variability. In control and sensitivity experiments, AEW precursor signals are similar near the AEJ entrance in East Africa. For example, an eastward extension of the AEJ increases barotropic and baroclinic energy conversions in East Africa prior to a 30–90-day maximum of perturbation kinetic energy in West Africa. The WAM appears to prefer a faster oscillation when MJO forcing is removed, suggesting that the MJO may serve as a pacemaker for intraseasonal oscillations in the WAM. WRF results show that eastward propagating intraseasonal signals (e.g., Kelvin wave fronts) are responsible for this pacing, while the role of westward propagating intraseasonal signals (e.g., MJO-induced Rossby waves) appears to be limited. Mean state biases across the simulations complicate the interpretation of results.

The taxonomic position of the West African Negeta semialba Hampson, 1918 is revised and the species is transferred from the genus Negeta Walker, 1862 of Westermanniinae to Leucobaeta László, Ronkay & Witt, 2010 of Nolinae: Leucobaeta semialba (Hampson, 1918) comb. n., based on morphological analysis. The hitherto unknown male adult and genitalia of both sexes are described and illustrated. Leucobaeta semialba is compared to the superficially similar Afrotropical Negeta mesoleuca (Holland, 1894) and N. ruficeps (Hampson, 1902); two sibling species from East Africa and Madagascar are described as new to science: L. smithi and L. malagassa spp. n. Pairwise genetic distances of COI-5P sequences between the taxa are provided.

The judgments of the ECOWAS Court, which are final and immediately binding, are vital for the realisation of ECOWAS aims and objectives. The enforcement of its judgments is particularly important in the case of individuals whose enjoyment of fundamental human rights, as guaranteed under the ECOWAS Community laws, is dependent on effective enforcement. Yet, an existential puzzling paradox emanates through a poor record in the implementation of the ECOWAS Court's judgments. This problem, which is not limited to the West African region deserves scrutiny and concrete proposals. Legal and political considerations surface in assessing the existence of this paradox, and despite the lack of a consistent political will, to implement the decisions of ECOWAS Court relevant judicial actors have roles to play. National courts could take a bolder approach in complementing the work of the ECOWAS Court. The ECOWAS Court itself could put in place concrete mechanisms and adopt certain practices to address this poor record of non-implementation. It is yet to be seen how substantive mechanisms would work in practice.
