With obstacles at various levels of government, multi-level settings provide complex challenges for the implementation of gender mainstreaming. Policy transfer appears to hold some explanatory potential in these sorts of contexts; scholarship however, still tends to focus on single sources of influence – either European or domestic – and potentially misses the broader picture. This article revisits the classic question of who learns what from whom by addressing the implementation of gender mainstreaming in research policies in the Spanish regions through the lens of policy transfer. Measures to tackle gender inequality in science have been developed at the EU, state and regional levels, thus enabling the three regions studied here – Galicia, the Basque Country and the Balearic Islands – to ‘borrow’ good practices from different layers of government. This article suggests that more nuanced frameworks, recognizing that multi-level settings are potential sites for complex lesson-drawing processes, are likely to offer greater explanatory depth.

<p align="justify">Este artículo analiza la participación de las comunidades autónomas y entidades locales españolas en redes de cooperación con otros gobiernos sub-estatales europeos. El artículo analiza si estas redes constituyen una nueva forma de intervención de las CCAA y entidades locales en los asuntos comunitarios. La primera hipótesis del trabajo es que la participación de los gobiernos sub-estatales españoles en estas redes se explica por la búsqueda de medios de acción complementarios a los mecanismos de intervención más institucionalizada. En segundo lugar se sugiere que la motivación de los gobiernos sub-estatales españoles para participar en dichas redes es la de promover sus intereses mediante la cooperación con actores que comparten sus objetivos. El artículo emplea la metodología del análisis de red para estudiar en qué redes participan los actores españoles y emplea estos resultados para entender su motivación. El artículo concluye que los gobiernos sub-estatales españoles, sobre todo las CCAA, participan intensamente en redes de cooperación en ámbitos de su competencia, lo cual constituye una estrategia de representación de intereses complementaria de la representación institucionalizada ante las instituciones comunitarias. <strong>This article analyses the participation of Spanish regions and local governments in networks of cooperation with other European sub-national governments. The article asks if these networks are a new form of activism in the EU by Spanish regional and local governments. The first hypothesis is that the participation of Spanish sub-national governments in these networks can be explained as a way to develop ways of influence that can complement more institutionalised venues for the representation of sub-national interests in the EU. The second hypothesis is that the motivation of Spanish sub-national governments to participate in these networks is to promote their own interests by cooperating with other actors sharing the same objectives. The article uses network analysis methodology in order to analyse in which networks Spanish actors participate and uses these results in order to understand their motivation to do so. The article concludes that Spanish sub-national governments, in particular regional ones, participate intensely in networks of cooperation in matters of their own competence and that this constitutes a strategy of interests representation that can complement representation in more institutional venues.</strong></p>

The paper presents an inside evaluation of the EuroPsyT project, funded by the EU Leonardo Program in 1999-2001. While standard research usually neglects to reflect on the internal and external constraints and opportunities under which research results are achieved, the paper stresses exactly those aspects: starting from a brief description of the overall objectives of the 11 countries project, the paper proceeds to describe the macro-context and the internal strengths and weaknesses of the project team, the internal procedures of cooperation,. and obstacles encountered during the research process. It winds up in noting some of the project's achievements and with a look towards future research.

Abstract. Attitudes toward intimate partner violence against women (IPVAW) are increasingly recognized as central to understanding of this major social and public health problem, and guide the development of more effective prevention efforts. However, to date this area of research is underdeveloped in western societies, and in particular in the EU. The present study aims to provide a systematic review of quantitative studies addressing attitudes toward IPVAW conducted in the EU. The review was conducted through Web of Science, PsychINFO, Medline, EMBASE, PUBMED, and the Cochrane Library, in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-analyses (PRISMA) recommendations. This review aimed to identify empirical studies conducted in the EU, published in English in peer-reviewed journals from 2000 to 2018, and analyzing attitudes toward IPVAW. A total of 62 of 176 eligible articles were selected according to inclusion criteria. Four sets of attitudes toward IPVAW were identified as the main focus of the studies: legitimation, acceptability, attitudes toward intervention, and perceived severity. Four main research themes regarding attitudes toward IPVAW emerged: correlates of attitudes, attitudes as predictors, validation of scales, and attitude change interventions. Although interest in this research area has been growing in recent years, the systematic review revealed important gaps in current knowledge on attitudes toward IPVAW in the EU that limits its potential to inform public policy. The review outlines directions for future study and suggests that to better inform policy making, these future research efforts would benefit from an EU-level perspective.
