Numerical Analysis of the Size and Shape of New York City Municipal Solid Waste (NYCMSW) and Residues for Combustion Chamber Design

The size and shape of New York City municipal solid waste (NYCMSW) and combustion residues (ashes) are numerically analyzed in order to investigate the size reduction of particles on the grate of a waste-to-energy (WTE) combustion chamber. It is also necessary for designing a new combustion chamber, due to the heterogeneous MSW particles. About 360 MSW particles for this study were sampled in the black bags collected in residential areas at five boroughs of New York City. Also about 210 ash particles from a WTE combustion chamber were sampled. Length, breadth, perimeter and area of each MSW and ash particle are measured by means of image analysis that is more accurate than sieve analysis. Based on the image analysis, the particle size distributions (PSiD) and particle shape distributions (PShD) of MSW and residues were created. The mean size of NYCMSW was found to be 12.8cm and standard deviation of the MSW PSiD to be 6.4. Also mean size and standard deviation of the ash PSiD to be 2.4cm and 0.5889, respectively. Also Three types of shape factors (aspect ratio, roundness and sphericity) are used for creating 3 PShDs (aspect-ratio distributions, roundness distributions and sphericity distributions). Based on the similarity of the particle shapes quantified as these shape factors, the particles of MSW and residues are divided into 9 clusters by means of cluster analysis. This cluster analysis showed categorized characteristics of particle shapes that can be used for predicting surface areas of particles and mobility of particles in MSW bed on the traveling grate, both of which are major parameters for simulating combustion process in WTE systems.

AbstractChildhood asthma exacerbation remains the leading cause of pediatric emergency department visits and hospitalizations and disproportionately affects Latinx and Black children, compared to non-Latinx White children in NYC. Environmental exposures and socioeconomic factors may jointly contribute to childhood asthma exacerbations; however, they are often studied separately. To better investigate the multiple contributors to disparities in childhood asthma, we compiled data on various individual and neighborhood level socioeconomic and environmental factors, including education, race/ethnicity, income disparities, gentrification, housing characteristics, built environment, and structural racism, from the NYC Department of Health’s KIDS 2017 survey and the US Census’ American Community Survey. We applied cluster analysis and logistic regression to first identify the predominant patterns of social and environmental factors experienced by children in NYC and then estimate whether children experiencing specific patterns are more likely to experience asthma exacerbations. We found that housing and built environment characteristics, such as density and age of buildings, were the predominant features to differentiate the socio-environmental patterns observed in New York City. Children living in neighborhoods with greater proportions of rental housing, high-density buildings, and older buildings were more likely to experience asthma exacerbations than other children. These findings add to the literature about childhood asthma in urban environments, and can assist efforts to target actionable policies and practices that promote health equity related to childhood asthma.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

What does it mean to have true cultural competence as an speech-language pathologist (SLP)? In some areas of practice it may be enough to develop a perspective that values the expectations and identity of our clients and see them as partners in the therapeutic process. But when clinicians are asked to distinguish a language difference from a language disorder, cultural sensitivity is not enough. Rather, in these cases, cultural competence requires knowledge and skills in gathering data about a student's cultural and linguistic background and analyzing the student's language samples from that perspective. This article describes one American Speech-Language-Hearing Association (ASHA)-accredited graduate program in speech-language pathology and its approach to putting students on the path to becoming culturally competent SLPs, including challenges faced along the way. At Teachers College, Columbia University (TC) the program infuses knowledge of bilingualism and multiculturalism throughout the curriculum and offers bilingual students the opportunity to receive New York State certification as bilingual clinicians. Graduate students must demonstrate a deep understanding of the grammar of Standard American English and other varieties of English particularly those spoken in and around New York City. Two recent graduates of this graduate program contribute their perspectives on continuing to develop cultural competence while working with diverse students in New York City public schools.
