British universities are experiencing a climate of fiscal austerity including severe budget cuts coupled with intensifying competition for markets have seen the emergence of audit culture which afflicts the public sector in general. This entails the risk to the integrity of university culture disappearing. This paper seeks to explore the interconnections between developing trends in universities which cause processes likely to undermine the objectivity and independence of research. We question that universities’ alignment with the capitalist business sector and the dominant market economy culture. Despite arguably positive aspects, there is a danger that universities may be dominated by hegemonic sectional interest rather than narratives of openness and democratically oriented critique. We also argue that audit culture embedded in reputation management, quality control and ranking hierarchies may necessarily promote deception while diminishing a collegiate culture of trust and pursuit of truth which is replaced by destructive impersonal accountability procedures. Such transitions inevitably contain insidious implications for the nature of the academy and undermine the values of academic-intellectual life.

There are various factors that can affect an organization’s ability to overcome a crisis and the uncertainties that arise thereafter. Little is known about the process of organizational resilience and the factors that can help or prevent it. In this paper, we analyzed how public sector organizations build resilience/traits of risks awareness, and in doing that, we derived some elements that could affect the process of resilience. In particular, drawing on the conceptual framework proposed by Mallak we analyzed an in-depth case study in a public sector organization (PSO) identifying some contextual dimensions implicated in the process of building resilience. In our analysis, we identified two main elements that affect resilience: Risk perception and the use of accounting. Results shown how risk perception is perceived as a trigger, while accounting is considered as an enforcer in the process of building resilience capacity. The results also show the way accounting is implicated in the management of austerity programs and supporting the creation of a resilient public sector organization. In our case, the risk has become an opportunity for change. In the face of these budget cuts, management began refocusing the company’s mission from infrastructure maintenance to providing services with a market-based logic.

AbstractLiberia, Sierra Leone, and Guinea lack the public health infrastructure, economic stability, and overall governance to stem the spread of Ebola. Even with robust outside assistance, the epidemiological data have not improved. Vital resource management is haphazard and left to the discretion of individual Ebola treatment units. Only recently has the International Health Regulations (IHR) and World Health Organization (WHO) declared Ebola a Public Health Emergency of International Concern, making this crisis their fifth ongoing level 3 emergency. In particular, the WHO has been severely compromised by post-2003 severe acute respiratory syndrome (SARS) staffing, budget cuts, a weakened IHR treaty, and no unambiguous legal mandate. Population-based triage management under a central authority is indicated to control the transmission and ensure fair and decisive resource allocation across all triage categories. The shared responsibilities critical to global health solutions must be realized and the rightful attention, sustained resources, and properly placed legal authority be assured within the WHO, the IHR, and the vulnerable nations. Since several elections since 1991 were won by an extreme right political party, especially in the Flanders and in the city of Antwerp, polities has responded with an increase in attention for environmental and social policies. In a first reaction - and after a longstand period of budget cuts - more money was invested in the building ofsocial housing. Later this policy was broadened to a more comprehensive policy for the cities, trying to integrate the brick-and-mortar approaches with welfare policies. In this contribution three things are put into perspective. The first deals with the rise of the urban problems. A second part deals with the new policies who are implemented today. These are territorially targeted at poor neighbourhoods. In a final part these policies are situated in a regional context since the liveability of the central cities can not be seen without its regional context, since very often the more wealthy people are living outside the administrative boundaries while the vulnerable social groups are living in the older inner city neighbourhoods.
