Hiking Trails for Tourists in the "Chełmy" Landscape Park - Assessment of Their Route and Infrastructure DevelopmentIntroduction. The objective of the work was to assess the development of hiking trails for tourists and their infrastructure in the "Chełmy" Landscape Park in Lower Silesia. Material and methods. The analysis concerned a network of tourist trails whose coherence and shape were evaluated based on the indices derived from the graph theory. Also the correspondence between the names given to some trails with the tourist attractions accessible via such trails was assessed, and their number was compared to the length of the relevant trails. The analysis of the development of infrastructure for hiking tourists was conducted based on the results of local stocktaking and determination of tourist traffic density. Results. The obtained results show that the network of trails across the Park is quite well developed and coherent, despite the diversity of infrastructural development. The correspondence between the names of trails with their tourist attractions was confirmed with some reservations. Conclusions. Diverse trails in the studied area should be integrated into a coherent network by their similar development level, and in particular by introducing uniform marking standards. It would be also worth providing better access to some attractions for hiking tourists by introducing appropriate access routes.

We study the tax-spend nexus for Russian regional budgets. Causal relationship running from taxing to spending is found, thus supporting the concept “tax and spend” suggested by M. Friedman. Next, elasticity of expenditure by revenue is estimated for a panel of 80 regional budgets basing on data for 2000—2017. Estimates are in the range of 0.72 to 0.78 (depending on the econometric technique), which exceeds elasticity for the federal budget more than twice. This evidences that fiscal policy at the sub-federal (as distinct from the federal) level has clear pro-cyclical nature. Besides, the largest sensitivity of expenditure to revenue shocks is found for the item “national economy”, implying marked adverse implications for economic growth. We suggest to mitigate this effect by modifying fiscal rules for sub-federal budgets. They are currently aimed primarily at enhancing fiscal discipline, with less emphasis on countercyclical policy, insulating economy from fiscal shocks.

The results of fossil diatoms investigation from the deltaic sediments are presented. Samples were obtained from the core DM-1 and two Holocene outcrops from the Damchik region of the Astrakhan Nature Reserve. In the core samples eight periods of sedimentation based on diatom analysis were identified: the sediments formed in shallow freshwater basins and deltaic channels. The samples from the outcrops were investigated in much greater detail.
