The institutional design of the Strasbourg system that has evolved over the last decades is an expression of contemporary debates surrounding the system's very nature and purpose. The current debate primarily bears on the range of choices that the Council of Europe faces in adapting to the changes in Europe, which largely have been caused by its expansion to cover nearly all post-Communist States of Central and Eastern Europe since the 1990s. This expansion, and with it the extension of the scope of the European Convention on Human Rights (the Convention) to now more than 800 million people in forty seven countries, has confronted the European Court of Human Rights (the Court) with a far broader range of human rights problems than had previously existed. By 2010, the number of pending cases had risen to 139,650 but the Court's adjudicative capacity remains limited.

Abstract This paper argues that some of the difficulties faced by gender equality in postsocialist Central and Eastern Europe (CEE) can be explained by a missing paradigmatic shift to a constructivist understanding of gender. Arguably the most explicit rejection of a constructivist gender perspective was recently served by the Bulgarian Constitutional Court’s judgment, closely analyzed in the paper, which found certain provisions of the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) incompatible with the Bulgarian Constitution. A constructivist analysis of gender-based violence is capable of offering a range of important contextual insights into gender-based violence, whereas those who only have biology in their analytical arsenal are more limited (for example, sexual predation is thus either an “innate” male sexual drive or a psychologically certifiable deviance). The Bulgarian Constitutional Court, as the paper shows, does not even get as far as debating the insights gender analysis offers, but rather rejects them wholesale merely because the term “gender” is used. While a constructivist, critical (feminist) understanding of gender is under attack globally, this paper shows that the assault is particularly grave in at least certain postsocialist CEE countries, where it is not a mere backlash against a reasonably well-established viewpoint, but a fierce ex ante rejection of a concept not yet understood or debated.

AbstractThe authors of this text decided to prepare a short article, with the aim to induce further discussion and to orient ongoing and future research efforts in Central and Eastern Europe but also worldwide. The article uses the method of a multi-country case study as the basis for proposing several critical research (and policy) challenges for our region – but many of them of a world-wide character. Four countries are covered by our thumbnail informative sketches – the Czech Republic, Estonia, Hungary and the Slovak Republic. The final part of this article proposes a set of questions suggested by the CEE experience with COVID-19 for future research. Such research will both be necessary and interesting for scholarship and policy in the region, and – as a particularly interesting context and area – helpful, one hopes, for questions and answers globally, concerning the pandemic, as well as public administration and policy as a whole.

This final chapter traces the European Charter of Local Self-Government’s trajectory over its thirty years. It was born in times of post-War European enthusiasm for co-operation between states; benefited greatly from its relevance to the post-1989 transformation of Central and Eastern Europe and to the process of admission to European Union membership; but now faces a more uncertain future (along with the Council of Europe) in the newer configuration of Europe and increasing stresses and strains between states.

The changes in Central and Eastern Europe that were set in motion at the end of the 1980s threw up a variety of challenges for trade union organisations and placed new demands on their officers and representatives, which in turn produced a range of new training needs. This article intends to start a process - gaining a better understanding of trade union education provision in Central and Eastern Europe. Evidence from four case studies - KNSB (Bulgaria), ČMKOS (Czech Republic), KOZ SR (Slovak Republic) and NSZZ Solidarność (Poland)- shows that trade union organisations have continued to consider education as an integral part of their development strategy, and have established structures for the aggregation of training needs and for the delivery of training within their organisations. In the absence of systematic funding from the state or of agreements with employers' organisations, trade unions carry the financial burden themselves, on occasions with support from western trade union organisations and European or international organisations. The pattern of trade union education provision is generally structured so as to ensure a 'stepped' pathway for the learner, and emphasis is placed, unsurprisingly, on capacity-building. The twin-track approach undertaken by ETUCO provides a response to certain specific needs articulated by CEEC trade unions and also enables a limited number of CEEC trade union officers and representatives to participate in pan-European trade union education activities. However further resources will be needed to increase the number of training activities to the level required to respond adequately to the training needs of ETUC-affiliated organisations in the CEECs.

AbstractObjectiveTo examine the availability of academic programmes in nutrition and identify nutrition training needs in Central and Eastern Europe (CEE).DesignA questionnaire with close-ended and open-ended questions was distributed to the members of the United Nations University Standing Committee on Nutrition, Regional Network for Capacity Development in Nutrition in CEE (NCDN CEE).SettingParticipants’ responses to the questionnaire including the comments of their colleagues from home institutions were obtained in group discussions during NCDN CEE meetings in 2010–2013.SubjectsSixteen CEE countries’ experts and their colleagues from home institutions involved in NCDN CEE activities 2007–2013.ResultsThe responses were obtained from fourteen out of sixteen participating countries; five countries have established Bachelor, Master and PhD studies in nutrition (Croatia, Czech Republic, Poland, Slovak Republic and Slovenia), whereas in Latvia and Republic of Macedonia only Bachelor and Master studies are set up. Seven countries have no Bachelor, Master or PhD studies: Bosnia and Herzegovina, Bulgaria, Estonia, Lithuania, Montenegro, Romania and Serbia. Introduction to data analysis and Nutritional epidemiology are the most needed nutrition trainings that would increase working competence of nutritionists and nutrition-related professionals in CEE.ConclusionsAvailability of academic programmes in nutrition in CEE countries is limited. Opportunities for improving the competence of existing and future nutrition-related professionals should be addressed at national and regional level; distance learning courses and creation of a regional centre for nutrition training were seen as opportunities for sustainable capacity development in nutrition in CEE.

Judicial independence appears on most laundry lists of all bodies or institutions engaged with the rule of law. It is considered an unqualified public good. As a result, all major players engaged in legal reform and building a rule of law have diverted significant resources to this issue. For instance, the United Nations created the office of Special Rapporteur on the Independence of Judges and Lawyers in 1994. The World Bank has been investing heavily in judicial reforms in Latin America and Asia. In Europe, the Council of Europe has been pushing for judicial independence and judicial reform throughout the continent. Additionally, the European Union included judicial independence among its core requirements for the accession countries. Both organizations, the European Union and the Council of Europe, then jointly encouraged legal and judicial reforms in Central and Eastern Europe (CEE). A number of non-governmental organizations have likewise paid considerable attention to this issue.
