Abstract. Background: Monitoring of suicide rates in the recovery phase following a devastating disaster has been limited. Aim: We report on a 7-year follow-up of the suicide rates in the area affected by the Great East Japan Earthquake, which occurred in March 2011. Method: This descriptive study covered the period from March 2009 to February 2018. Period analysis was used to divide the 108-month study period into nine segments, in which suicide rates were compared with national averages using Poisson distribution. Results: Male suicide rates in the affected area from March 2013 to February 2014 increased to a level higher than the national average. After subsequently dropping, the male rates from March 2016 to February 2018 re-increased and showed a greater difference compared with the national averages. The difference became significant in the period from March 2017 to February 2018 ( p = .047). Limitations: Specific reasons for increasing the rates in the recovery phase were not determined. Conclusion: The termination of the provision of free temporary housing might be influential in this context. Provision of temporary housing was terminated from 2016, which increased economic hardship among needy evacuees. Furthermore, disruption of the social connectedness in the temporary housing may have had an influence. Our findings suggest the necessity of suicide rate monitoring even in the recovery phase.

SummaryThe function of nonimmune IgG associated with platelets is unknown. In a series of experiments we have investigated this problem, relating amount of platelet-associated IgG (PAIgG) to platelet volume, serotonin release, adherence of platelets to monocytes and platelet senescence. Most of these studies were performed with human platelets. Platelets freed of preexisting PAIgG by incubation at 22° C were incubated with IgG in a series of concentrations ranging from 0.4 — 27.0 X10-6 M. The IgG preparations used were demonstrably free of aggregated forms of the protein. The amount of PAIgG bound to platelets was determined by the use of fluorescein isothiocyanate-conjugated anti-IgG antibody (F-anti-IgG antibody) which was quantified in a fluorospectrophotometer. Newly bound IgG was assayed similarly by the use of F-IgG. A dose-dependent increase in platelet volume was associated with the binding of nonimmune IgG by platelets. The process which leveled off at an IgG concentration of 1.2 —1.5 X10-5 M was almost fully reversible and was not due to platelet shape change or aggregation. Release of serotonin from IgG-treated platelets was relatively small but to the extent that it occurred was positively related to the IgG concentration to which platelets were exposed. Adherence to autologous monocytes studied quantitatively by the use of formaldehyde-fixed cells was also positively related to the amount of IgG on the platelets. Normal or IgG-defident serum had a potent inhibitory (noncompetitive) action on the binding of F-IgG and F-anti-human IgG antibody to human platelets. Cohorts of platelets prepared in rabbits during the recovery phase of immunological thrombocytopenia induced by injection of heterologous antiserum, showed an age-dependent increase of PAIgG and of IgG binding. These results suggest that PAIgG plays a role in the clearance of senescent platelets.

THE AIM OF THIS STUDY is to present the physiotherapy for overcoming the substitution movements and to restore the correct function in the phase of relative protection after surgical stabilized proximal tibia fracture. Material and method Seven patients after fracture in the proximal lateral compartment of the tibia (type b1 in AO classification) with an average age of 42, 9 years were treated. After surgery, an average of 30 days of the brace was used for relative protection. The aim of the physiotherapy was to overcome muscle imbalance to achieve proper movement in the respective planes. Emphasis on recovery was the proper weight bearing on the operated lower limb. RESULTS The results of the first recovery phase demonstrated very limited knee flexion in range of 22, 7º, and knee extension deficit in the range of -15º. After two weeks the results progressed to 115, 5º flexion and full restoration of the extension. Control of edema and hypotrophy of the thigh were proven by circumference. CONCLUSION The adequate physiotherapy provides overcoming of the substitution movements and to restore the correct knee function in the phase of relative protection after surgical stabilized fracture in the proximal tibia.

This chapter discusses the history of and responses to global epidemics of serious diseases. Case studies of cholera, influenza, and HIV/AIDS illustrate typical reactions to pandemic events. The initial stages of a pandemic are often characterized by collective anxiety and a desire for isolation. As the pandemic progresses, there are calls for collective global responses to protect human security and contain outbreaks while maintaining international trade and travel. As pandemics enter a recovery phase, there is often a shift toward the use of advocacy to promote international cooperation, secure continued funding for global health activities, and advance other strategic goals. The rhetoric of pandemics is now being used to describe obesity and other emerging noncommunicable diseases because the language of pandemics connotes risk and demands global action. Pandemics are the result of global interactions and globalization processes, and studies of pandemics are, by definition, global studies.

Abstract Background A 2017 terrorist attack in Manchester, UK, affected large numbers of adults and young people. During the response phase (first seven weeks), a multi-sector collaborative co-ordinated a decentralised response. In the subsequent recovery phase they implemented a centralised assertive outreach programme, ‘The Resilience Hub’, to screen and refer those affected. We present a process evaluation conducted after 1 year. Methods Case study, involving a logic modelling approach, aggregate routine data, and semi-structured interviews topic guides based on the Inter-Agency Collaboration Framework and May’s Normalisation Process Theory. Leaders from health, education and voluntary sectors (n = 21) and frontline Resilience Hub workers (n = 6) were sampled for maximum variation or theoretically, then consented and interviewed. Framework analysis of transcripts was undertaken by two researchers. Results Devolved government, a collaborative culture, and existing clinical networks meant that, in the response phase, a collaboration was quickly established between health and education. All but one leader evaluated the response positively, although they were not involved in pre-disaster statutory planning. However, despite overwhelming positive feedback there were clear difficulties. (1) Some voluntary sector colleagues felt that it took some time for them to be involved. (2) Other VCSE organisations were accused of inappropriate, harmful use of early intervention. (3) The health sector were accused of overlooking those below the threshold for clinical treatment. (4) There was a perception that there were barriers to information sharing across organisations, which was particularly evident in relation to attempts to outreach to first responders and other professionals who may have been affected by the incident. (5) Hub workers encountered barriers to referring people who live outside of Greater Manchester. After 1 year of the recovery phase, 877 children and young people and 2375 adults had completed screening via the Resilience Hub, 79% of whom lived outside Greater Manchester. Conclusions The psychosocial response to terrorist attacks and other contingencies should be planned and practiced before the event, including reviews of communications, protocols, data sharing procedures and workforce capacity. Further research is needed to understand how the health and voluntary sectors can best collaborate in the wake of future incidents.

Abstract Introduction The novel coronavirus, since its first identification in China, in December 2019, has shown remarkable heterogeneity in its clinical behavior. It has affected humans on every continent. Clinically, it has affected every organ system. The outcome has also been variable, with most of the older patients showing grave outcomes as compared with the younger individuals. Here we present a rare and severe variant of Guillain–Barre syndrome that complicated the disease in recovery phase. Case presentation A 60-year-old Afghan man, who had been recovering from symptoms related to novel coronavirus associated disease, presented with sudden onset of progressive muscle weakness and oxygen desaturation. Electrophysiological workup confirmed the diagnosis of Guillain–Barre syndrome, and early institution of intravenous immunoglobulin resulted in complete resolution. Conclusion Guillain–Barre syndrome has recently been reported in many patients diagnosed with novel coronavirus associated disease. While clinical suspicion is mandatory to guide towards an effective diagnostic workup, early diagnosis of this complication and timely institution of therapeutic interventions are indispensable and lifesaving.

A secret image is split into   shares in the generation phase of secret image sharing (SIS) for a  threshold. In the recovery phase, the secret image is recovered when any   or more shares are collected, and each collected share is generally assumed to be lossless in conventional SIS during storage and transmission. However, noise will arise during real-world storage and transmission; thus, shares will experience data loss, which will also lead to data loss in the secret image being recovered. Secret image recovery in the case of lossy shares is an important issue that must be addressed in practice, which is the overall subject of this article. An SIS scheme that can recover the secret image from lossy shares is proposed in this article. First, robust SIS and its definition are introduced. Next, a robust SIS scheme for a  threshold without pixel expansion is proposed based on the Chinese remainder theorem (CRT) and error-correcting codes (ECC). By screening the random numbers, the share generation phase of the proposed robust SIS is designed to implement the error correction capability without increasing the share size. Particularly in the case of collecting noisy shares, our recovery method is to some degree robust to some noise types, such as least significant bit (LSB) noise, JPEG compression, and salt-and-pepper noise. A theoretical proof is presented, and experimental results are examined to evaluate the effectiveness of our proposed method.

In a post-earthquake scenario, the semantic enrichment of 3D building models with seismic damage is crucial from the perspective of disaster management. This paper aims to present the methodology and the results for the Level of Detail 3 (LOD3) building modelling (after an earthquake) with the enrichment of the semantics of the seismic damage based on the European Macroseismic Scale (EMS-98). The study area is the Vrisa traditional settlement on the island of Lesvos, Greece, which was affected by a devastating earthquake of Mw = 6.3 on 12 June 2017. The applied methodology consists of the following steps: (a) unmanned aircraft systems (UAS) nadir and oblique images are acquired and photogrammetrically processed for 3D point cloud generation, (b) 3D building models are created based on 3D point clouds and (c) 3D building models are transformed into a LOD3 City Geography Markup Language (CityGML) standard with enriched semantics of the related seismic damage of every part of the building (walls, roof, etc.). The results show that in following this methodology, CityGML LOD3 models can be generated and enriched with buildings’ seismic damage. These models can assist in the decision-making process during the recovery phase of a settlement as well as be the basis for its monitoring over time. Finally, these models can contribute to the estimation of the reconstruction cost of the buildings.
