In response to fisheries declines and delayed population recoveries, many management agencies globally are integrating alternative strategies that incorporate precautionary and ecosystem considerations, increasingly focusing on climate variability and change. Here, we quantitatively evaluate how these themes have been incorporated into the science and management plans for Canada’s fisheries by analyzing the content of 905 research and management documents published by the Fisheries and Oceans Canada (DFO) for the Atlantic and Eastern Arctic regions. We found that the precautionary approach was mentioned much more frequently (44%) than climate change (11%) or ecosystem approaches to fisheries management (1%). Of research documents that mentioned climate change, 61% contained only a single reference to it, suggesting that it is not quantitatively evaluated in the science that informs the advisory and decision-making processes. Most references to climate change in the DFO research documents expressed high uncertainty of how climate change would impact the stock dynamics. We propose explanations for this and discuss approaches for increasing the incorporation of these themes into Canada’s fishery management.

<em>Abstract</em>.—Effective means to directly engage the public in determining reservoir fishery management objectives and strategies is a common challenge to managers. This paper examines the experiences and lessons acquired from three separate situations in which citizen advisory committees were used to assist fishery management biologists in resolving conflicts and setting management objectives for three lakes in Arkansas. Benefits included a better understanding on both the part of anglers and agency biologists of their respective motivations and preferences, a greater sense of shared ownership of solutions, and a well-defined but flexible management plan. The effectiveness of citizen advisory committees was challenged by dissent and mistrust among advisory committee members, failure of committee members to communicate management plans outside the committee proper, political intervention, and the threat to agency credibility if the agreed plans fail to be implemented. Citizen advisory committees can be an effective tool for crafting reservoir fishery management plans.

This article explores the conditions under which regional fisheries management organizations (RFMOs) adopt climate actions. I test a series of hypotheses to explain when RFMOs move beyond their classic management approaches—assignment of property rights, catch limits, and gear restrictions—to include climate change in their research and management plans. I introduce a new data set that compares fisheries-climate linkages since 1992 in all available RFMO annual reports and meeting minutes. The analysis reveals a series of patterns surrounding linkage politics in RFMOs. Importantly, this study finds that climate linkages in RFMOs do not simply follow scientific knowledge or regional climate vulnerability. Instead, climate action coincides with member country efforts to avoid catch regulations, and secretariat efforts to exhibit organizational relevance.


<em>Abstract.</em> —With the passage of the Sustainable Fisheries Act in the fall of 1996, significant new opportunities and challenges exist in the United States to protect and conserve the habitat of marine, estuarine, and anadromous finfish as well as key populations of mollusks and crustaceans. As of October 1998, all federal fishery management councils (the Councils) were required to amend their fishery management plans (covering over 700 stocks) to identify, for each species, the essential fish habitat, which is “those waters and substrate necessary to fish for spawning, feeding or growth to maturity.” Threats to habitat and steps necessary to ameliorate those threats also had to be identified. Information from fisheries scientists and managers throughout the country will be needed to accurately identify essential fish habitat and habitat threats and to monitor the effectiveness of protective measures that come into force once habitat has been identified as essential. My vision, which is also that of the National Oceanic and Atmospheric Administration, is no further loss of habitat quantity and quality as well as the preservation and restoration of habitat biodiversity by the year 2004. The essential fish habitat provisions of the Magnuson-Stevens Act provide an outstanding opportunity for the National Marine Fisheries Service, the Councils, and our numerous partners from every sector of society to develop new ecosystem approaches to fishery management addressing cumulative impacts to habitats in a comprehensive, effective, and efficient manner.

<p>The study examines how farmers’ observations of climate variability and change correspond with 42 years (1970-2011) meteorological data of temperature and rainfall. It shows how farmers in the Northern Region of Ghana adjust to the changing climate and explore the various obstacles that hinder the implementation of their adaptation strategies. With the help of an extension officer, 200 farmers from 20 communities were randomly selected based on their farming records. Temperatures over the last four decades (1970-2009) increased at a rate of 0.04 (± 0.41) ˚C and 0.3(± 0.13)˚C from 2010-2011 which is consistent to the farmers (82.5%) observations. Rainfall within the districts are characterised by inter-annual and monthly variability. It experienced an increased rate of 0.66 (± 8.30) mm from 1970-2009, which was inconsistent with the farmers (81.5%) observation. It however decreased from 2010-2011 at a huge rate of -22.49 (±15.90) mm which probably was the reason majority of the respondents claim rainfall was decreasing. Only 64.5% of the respondents had adjusted their farming activities because of climate variability and change. They apply fertilizers and pesticides, practice soil and water conservation, and irrigation for communities close to dams. Respondents desire to continue their current adaptation methods but may in the future consider changing crop variety, water-harvesting techniques, change crop production to livestock keeping, and possibly migrate to urban centers. Lack of climate change education, low access to credit and agricultural inputs are some militating factors crippling the farmers’ effort to adapt to climate change.</p>

Natura 2000 sites and fisheries in German offshore waters.–ICES Journal of Marine Science, 66: 155–169. The principal objective of sites selected as part of Natura 2000 is to achieve or maintain a favourable conservation status of habitats and species named in the EU Birds and Habitats directives. In the German exclusive economic zone, the habitat types protected by this legislation are sandbanks and reefs; protected species include marine mammals, seabirds, and specific migratory fish species. The ICES project Environmentally Sound Fishery Management in Protected Areas (EMPAS) aims to answer two questions: (i) To what extent do specific fishing activities significantly threaten attainment of the conservation objectives of the Natura 2000 sites? (ii) What management measures would reduce these conflicts and how effective would they be at helping to ensure the favourable condition of these sites? Assessments of fishing impacts on Natura 2000 sites require basic data on the conservation status of individual habitats and species, as well as data for fine-scale distributions of ongoing fishing activities. This paper describes and discusses the process used by the EMPAS project in developing fishery-management plans for each Natura 2000 site in German offshore waters.
