The article examines the issues concerning links between institutional economics, Post Keynesian economics, models of endogenous growth and transition economics. The author considers interrelations between ineffective institutional environment, too high degree of fundamental uncertainty, investor myopia and resulting decrease in investment and "negative" growth in Russia’s transitional economy.

The paper considers basic perspectives of post-Keynesian macroeconomics. The author describes post-Keynesian views on theories of durables choice, endogenous money, financial fragility, hysteresis, conflict inflation and endogenous growth. The paper shows distinctions of post-Keynesian approach from both neoclassical tradition and other branches of Keynesianism. The author examines links between post-Keynesian macroeconomics and macroeconomics of Keynes. The paper also considers post-Keynesian views on economic policy and analyzes the relevance of post-Keynesian approach for the post-Soviet Russian economy.

The quality of public services and the yield of organizations are not limited to the financial investment and innovation solely. Human capital plays a critical role in the growth and excellence in institutions, but its contribution remains dependent on several factors. Its role is not limited on quantitative and qualitative accumulating, because it should be coherent and integrated in the development process. The theories of endogenous growth contributed to account for the disparity in levels of development between countries, by assuming that the extent of human capital response or inversely lack of responsiveness the economic system. This inaction is usually the prime cause of the deterioration of the quality of service and lack of satisfaction of the citizens, in addition of the lack of employee satisfaction about the circumstances of his work. Hence, arose the significance of several research about the mechanisms of reducing non-enthusiasm for the job or complacency professional and indifference. Staff of Jazan University has been chosen as a context of the empirical investigation of this study. The data has been collected using a well designed questionnaire and analyzed by SPSS program.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth. В статье рассматривается модель эндогенного роста с человеческим капи-талом на простой пространственной структуре (окружности). Особое вни-мание уделено специальному случаю - комбинации параметров, при кото-рой удаётся получить решение задачи центрального планировщика на окружности в явном виде, что другим авторам не удавалось. In this article the endogenous growth model with human capital on the simple spatial structure (the circle) is considered. We pay main attention to a special case of a combination of parameters for which we were able to solve the central plan-ner problem on the circle in an explicit form, which other authors did not suc-ceed to do.
