This world is constantly changing and rapidly moving,-particular in the Industry 4.0 revolution, people must change to follow and keeping with this new trend. Education is the human foundation toward the “Truth - Good - Beautiful”, and comprehensive development of personal competencies as knowledge, skills and behaviors. A nation, such as Vietnam, if they want to integrate into global economy and affirming their position, they will need the “Talented - Virtuous” human resource who could meet the high demand of society. The purpose of this study was to propose a model of competency value chain at individual level for the educational managers, analyzing some factors of this value chain model and how to apply to Vietnamese education system in the fourth Industry era. The authors wanted to focus on the social value added that the educational managers’competency could bring as the result of this research.

: Some unknown cases of pneumonia were communicated to World Health Organization (WHO) on 31 December,2019 in China’s Wuhan state. The higher authorities of China informed novel coronavirus as the root cause and labelled as “nCov-2019”. This virus is lying into the virus’s family which propagates the diseases like cold flu, lungs infection and more serious diseases. It is not detected earlier in human beings as it is considered to be a new patch on life. Many countries have increased their surveillance forces around the globe to detect any new novel coronavirus cases. An efficient and safe network for secure data storage i.e. Block chain is used in several applications such as food market, healthcare applications, finance, operations management, Internet of Things (IoT). In this paper, with the use of this emerging technology, are able to track useful information and accelerate the treatment process of patients. It also preserves the person’s identity. Correct implementation of block chain model has the chances to restrict the coronavirus transmissions and its related mortality rate where there are inadequate facilities of testing. Other infectious diseases will also be curbed by this model. The advantages of this model can reach to various stakeholders who are involved in the healthcare field which helps us to restrict the transmission of various diseases.

CpG islands (CGIs) play a vital role in genome analysis as genomic markers.  Identification of the CpG pair has contributed not only to the prediction of promoters but also to the understanding of the epigenetic causes of cancer. In the human genome [1] wherever the dinucleotides CG occurs the C nucleotide (cytosine) undergoes chemical modifications. There is a relatively high probability of this modification that mutates C into a T. For biologically important reasons the mutation modification process is suppressed in short stretches of the genome, such as ‘start’ regions. In these regions [2] predominant CpG dinucleotides are found than elsewhere. Such regions are called CpG islands. DNA methylation is an effective means by which gene expression is silenced. In normal cells, DNA methylation functions to prevent the expression of imprinted and inactive X chromosome genes. In cancerous cells, DNA methylation inactivates tumor-suppressor genes, as well as DNA repair genes, can disrupt cell-cycle regulation. The most current methods for identifying CGIs suffered from various limitations and involved a lot of human interventions. This paper gives an easy searching technique with data mining of Markov Chain in genes. Markov chain model has been applied to study the probability of occurrence of C-G pair in the given   gene sequence. Maximum Likelihood estimators for the transition probabilities for each model and analgously for the  model has been developed and log odds ratio that is calculated estimates the presence or absence of CpG is lands in the given gene which brings in many  facts for the cancer detection in human genome.
