This research is qualitative research with the type of case study to describe the implementation of e-learning based on HOTS in higher education. E-learning is a necessity that must be used by lecturers when teaching at universities, especially during the current pandemic. The learning must be based on HOTS as the demands of the industrial revolution 4.0 and society 5.0, to produce prospective teachers who can guide their students to have the ability to solve problems in life. The research subjects were 196 people who took the Philosophy of Science course at the PPKN PIPS FKIP Study Program, Mataram University. Data were collected through observation techniques, interview documentation, and tests. After conducting a holistic and specific qualitative analysis, the results show that HOTS-based e-learning is carried out through the stages of preparation for the implementation of learning and evaluation for 16 learning activities. The contents of the activities include discussion of textual material, independent contextual exercises, and completing exams. During the activity, lecturers and students gave positive responses to various supporting factors and existing challenges. This activity has an impact on the acquisition of positive student learning outcomes. As a follow-up suggestion, full vigilance is needed to seek more varied activities to be actively involved in learning activities and successfully pass lectures.

This case describes the development of a re-purposable learning object for higher education. There is evidence of an increasingly diverse student population in UK higher education, where the sector is currently faced with re-positioning itself in order to meet the challenges of higher education in the 21st century. This has resulted in a new emphasis in education on supporting the learner, in collaboration with peers and tutors, through a lifetime of education, both within and outside the classroom. These factors, together with personal experience in teaching students data analysis have been instrumental in the formation, by the authors, of the conception of the Analyse This!!! learning object described in this case study. In June 2008 Analyse This!!! was successfully launched, and it is hoped that it will prove to be a useful resource for students and staff alike, across many different subject disciplines and across different institutions.

Optimal public policies, including education, have been applied for the sustainable economic growth of the European Union. In European countries, the use of Web 2.0 tools for increasing the education quality is constantly expanding, even if it is divided into two categories. One category consists of developed countries, Organization for Economic Cooperation and Development (OECD) members where there are the strongest of computing tools companies. Another category consists of OECD partner countries which hopes to fulfill the OECD requirements. The main study aim is the exploration of Web 2.0 tools adoptions for e-learning in one OECD candidate. A case study details how behavioral perceptions have been applied. Thus, a survey containing questions about socio-demographic characteristics alongside respondents' perceptions related to Web 2.0 tools for e-learning in higher education was applied. The research outcomes confirm the students' limited knowledge of Web 2.0. Authorities must indicate what measures are necessary for large-scale adoption of all Web 2.0 tools useful for education.
