This introduction charts the emergence of the term Capitalist Realism at the intersection of the international postwar art movements of Pop, Fluxus, Nouveau Réalisme, happenings, and Anti-Art. It relates the independent coinage of Capitalist Realism by artists Gerhard Richter, Konrad Lueg, Sigmar Polke, and Manfred Kuttner in Germany in May 1963 with that of artist Akasegawa Genpei Japan in February 1964 and argues that they were both part of a broader interest in developing new strategies of artistic realism during the Cold War. The artists' sly and ironic appropriations of consumer objects and advertisements sought to capture the operations of capitalism, not only as an economy, but as an ideology that materially and systemically reproduces itself within everyday life. Relating the Cold War moment to the development of capitalism after the fall of the communist bloc, the introduction ends by addressing the strategic applicability of Capitalist Realist modes to contemporary art in the neoliberal era.

The rise of new powers throughout the 2000s and the 2010s augurs the end of the unipolar system that has persisted since the end of the Cold War. In no region is this transition more compelling than in East Asia. Economic revitalization of this region and a steady redistribution of power related to it is a dynamic process characterized by intense changes in foreign policy strategies, practices, and orientations of China, Korea, and Japan. The proposed special issue seeks to critically assess the emerging developments of Chinas, Japans, and Koreas core international perceptions and policies. More specifically, the special issue addresses two complex and interrelated questions. Firstly, how do China, Korea, and Japan adapt to the changing international landscape? Secondly, how do China, Korea, and Japan respond to the challenges inherent to the pursuit of the enhanced international status? The contributions to this special issue aim at scrutinizing Chinas cybersovereignty and industrial policy; exploring the strengths and limitations of Koreas public diplomacy; and examining Japans contributions to regionalism. The special issue also discusses Russias relations with East Asia and its role in regional politics.

In this chapter we argue that one of the principal inhibitors of sustainable security and stability in the Indo-Pacific region is that the Cold War has yet to end. Strategic concepts and postures reflecting containment, ‘constrainment’, sphere of influence, expansionism, and territorial competition still inhabit the rhetoric not just of the regional security environment. Regional strategies can therefore be interpreted within the framework of Cold War ‘logic’, thus impeding regional security cooperation. The ‘old’ Cold War has thus been perpetuated, reinforced, and reinterpreted as a ‘new’ Cold War due to geopolitical competition over global and regional primacy. Even within this process of geopolitical competition, old geopolitical concepts such as ‘pivot’ and ‘Indo-Pacific’ have also been reinterpreted and reused to justify new strategies that ultimately continue to foster a new Cold War in the region. Indeed, the Indo-Pacific has returned as a central element of the new Cold War.

Why should we consider the everyday life of ordinary citizens in their countless struggles to obtain basic consumer goods if the priorities of their leaders lay elsewhere? For years, specialists of the Soviet Union and the people's democracies neglected the history of everyday life and, like the so-called “totalitarian” school, focused on political history, seeking to grasp how power was wielded over a society that was considered immobile and subject to the state's authority. Furthermore, studies on the eastern part of Europe were dominated by political scientists who were interested in the geopolitics of the Cold War. The way the field was structured meant that little attention was paid to sociological and anthropological perspectives that sought to understand social interaction.

The articles in this special issue of the journal succeeded in meeting the core objective set out in the introduction: to refine, deepen, and extend previous studies of the role of ideas in the end of the Cold War. In particular, they confront more forthrightly than past studies a major challenge of studying ideas in this case; namely, that ideas, material incentives, and policy all covaried. Two other important problems for those seeking to establish an independent role for ideas remain to be addressed in future studies. Facing those problems as squarely as the contributors to this issue have faced the covariation problem will yield major benefits for the study of ideas in this case and in international relations more generally.

Southeast Asian modern art has thus far been historicized largely within national historical frameworks. The region's contemporary art has been pulled, sometimes unwillingly, into those national frameworks, even as it enters a global market and takes part in a more transnational dialogue. What is the geography proper to contemporary art? And what insights might a regional perspective afford about art that speaks to a world beyond the nation, but resists outright assimilation under the rubric of ‘the global’? This essay proposes a calibration of three art historical frames – national, regional and international. I argue that far from meaning transcendence of national frames, even where artists intend it, contemporaneity compounds and complicates them. I examine two specific manifestations of contemporaneity, one that emerged at the height of the Cold War in the work of a Sino-Thai modernist, Chang Sae-tang; the other in the broaching of Cold War trauma in art and film of the ‘post-historical’ twenty-first century. Neither ‘contemporary’ can be understood without its respective national framing, but that framing alone proves inadequate for describing the complex histories, subjectivities, and formal choices with which Southeast Asian artists have grappled. If studies of modern art demanded recourse to specific national histories, the study of contemporary art will require no less specific histories of the international.

The US monopoly of information regarding nuclear weapons was one of the distinctive features of the early Cold War. It encouraged US officials to bolster their country’s hegemonic role in post-war affairs, something that scholars have previously referred to in terms of “atomic diplomacy.” This paper shows that Cold War atomic diplomacy originated in an ancestral form of what we call today “science diplomacy,” distinctive of wartime allied relations during WW2. It first explores how science became a distinctive feature of wartime diplomacy by looking at agreements regarding exchanges of information and collaboration that shaped the relations between wartime allies (US, UK, and the Soviet Union). It then shows that their signing (and, at times, their rejection) eventually paved the way to conflicting views within allied administrations on what to share, making their officials less inclined to pool more knowledge toward the end of WW2. In conclusion, US monopolistic stances and atomic diplomacy originated in these disagreements, also marking the demise of wartime science diplomacy.
