Agency, Non-Action, and Desire in the Laozi

I present a reading of non-action in the Laozi that describes the relation of desire to non-action, the highest form of ethical action. Rather than advocating elimination of desires, or even of “selforiented” desires, the text recommends simply reducing desires if they impede the quietism that is of primary importance. To defend my interpretation, I demonstrate its agreement with early commentaries on the Laozi.
