The International research conference “Rumyantsev readings— 2009” held on April 21—23, 2009 in the Russian State Library was attended by over 290 people from various cities and regions of Russia and from the state-participants CIS. The theme of Conference of this year was “Historical and cultural traditions and innovative transformations of Russia. Educational responsibility of libraries”. In the proceeding publication of materials of the Conference are presented the following themes: “On studying the connection between printed and digital books”, “The cultural potential of modern society and the possibility of its realization”, “Public Library of Ukraine in the information space”


Detection and reorganization of text may save a lot of time while reproducing old books text and its chapters. This is really challenging research topic as different books may have different font types and styles. The digital books and eBooks reading habit is increasing day by day and new documents are producing every day. So in order to boost the process the text reorganization using digital image processing techniques can be used. This research work is using hybrid algorithms and morphological algorithms. For sample we have taken an letter pad where the text and images are separated using algorithms. The another objective of this research is to increase the accuracy of recognized text and produce accurate results. This research worked on two different concepts, first is concept of Pixel-level thresholding processing and another one is Otsu Method thresholding.

From the perspective of performance and universality, this paper analyzed the characteristics of typical technologies for personalized recommendation system, and then made a basic architecture for the improved model. With the architecture, this paper introduced a personalized recommendation model in e-commerce system. The model is based on an n-tiers structure and the TOPSIS algorithm, first standardize the user evaluation indexes, and then determine the indexes weights according to user's needs, and finally calculate the personalized recommendation results. This model can be applied to a variety of e-commerce applications, especially for the e-commerce application with structured or semi-structured products such as digital books, journals and other publications.

The author analyzes and criticizes Vadim Stepanov's radical technocratic ideas of transforming libraries into basically different institutions. In particular, Vadim Stepanov promotes these ideas in his recent publications in the “Scientific and Technical Libraries” journal. The author proves that such views are not the news having been promoted a century ago and repeated many times. However, the attempts to implement them have demonstrated their bankruptcy. The author also considers the ideas of taming the document flow: it has been stabilized in the 20:80 ratio to the advantage of non-digital books. 99% users come to the library for printed (paper) books as they cannot afford buying them due to continuously increasing prices and imperfect book selling system. It means that the libraries shall not renounce of their documentive function. The libraries recognize the significance of their communicative function, and V. Stepanov’s appeals look beside the point. Thus, the appeal to transform libraries into basically different institutions shall be deemed counterproductive.
