Risky migrations: Race, Latin eugenics, and Cold War development in the International Labor Organization’s Puno–Tambopata project in Peru, 1930–60

Histories of economic development during the Cold War do not typically consider connections to race science and eugenics. By contrast, this article historicizes the debates sparked by the International Labor Organization’s Puno–Tambopata project in Peru and demonstrates how Cold War development practice shared common epistemological terrain with racial and eugenic thought from the Andes. The International Labor Organization project’s goal of resettling indigenous groups from the Peruvian highlands to lower-lying tropical climates sparked heated debates about the biological specificity of Andean highlanders’ physiques and ability to survive in the tropics. Such concerns betrayed the antitypological consensus expressed in the United Nations Educational, Scientific and Cultural Organization (UNESCO) Race Statements and defended by one of the main proponents of the resettlement project, the Swiss–American anthropologist Alfred Métraux. The concern with Andean racial types was central to the research agenda of the acclaimed Peruvian physiologist Carlos Monge, who endorsed modernization projects that did not entail moving highlanders outside of their traditional climate. The debates sparked by the Puno–Tambopata project demonstrate how Cold War development discourse grappled with racial and eugenic thought from Latin America and the Global South and thereby produced projects of indigenous “improvement.”

In this article, from a multidisciplinary point of view, key questions were raised that defined how the bloc of communist countries had an impact on the International Labor Organization. The author believes that the role of communist countries in the ILO depended not only on the international political, economic and social context of the time, but also on the field of globalized labor history and relations of international organizations. The starting point of this article is the central hypothesis that the concept of protecting employees and the rights of employers has always been presented from the point of view of the „bloc” of capitalist states, without reference to the role of communist states.

Abstract This article discusses the Eurasia Film Company (hereafter Eurasia), which was established in Macau in 1954; the making of its film Long Way, released in 1955; and more generally the issue of film production in Macau in the 1950s. This was a period of crisis for Portugal: despite the beginning of decolonization in the post-war era, the regime's policy was to preserve the colonies. It appropriated ‘Luso-tropicalism’, a theory developed by Brazilian sociologist Gilberto Freyre, which argued that the Portuguese had created a harmonious hybrid civilization in the ‘tropics’ through biological and cultural miscegenation. Luso-tropicalism became a major propaganda tool used by Portugal to deflect decolonization. Eurasia, which had links to the colonial government, presented a Luso-tropical ideal not only in terms of the content of the film Long Way which celebrated interracial love but also by its very nature—it was a Sino-Portuguese enterprise that also had Eurasians as shareholders—and in its production method. Its main objective was to propagate a positive image of Macau, in response to its pervasive negative portrayal in the international press and films, which often characterized it as a centre of vice. Long Way specifically responded to Hollywood and French films set in Macau by using similar elements, plot, and characterization, but it transformed Orientalist tales of crime, smuggling, and sin into a Luso-tropical story of refuge, order, and interracial love. Eurasia aimed to cleanse Macau's image and thereby justify Portuguese sovereignty in the territory in a period of crisis and uncertainty marked by decolonization, the Cold War, and tense Sino-Portuguese relations.

Deepening neoliberal integration, the end of the Cold War, and the decline or compromise of communist and socialist parties, offer a window of opportunity for international labor politics. Why is it, then, that the comprehensive network of global and regional labor organizations continues to play a marginal role, even though they are clearly conscious of these developments, and have sought to respond to them? The answer to this question has important practical and theoretical implications. My general goal, therefore, is to situate the contemporary predicament of international labor organizations within its historical context. Activists would like to know whether labor organizations are basically sound but need to be reformed or fundamentally unsuitable for a vital international labor politics. Theoretically, international labor organizations provide us with a rich record through which to investigate cross-border relations at the level of society and state-society relations.
