Washington State's Stormwater Management Program

To comply with state and federal laws, the Washington State Department of Transportation developed a Stormwater Management Program. The program included an outfall inventory and retrofit program, a Highway Runoff Manual (HRM), and stormwater research. Field crew inventoried sites where highway stormwater runoff is collected and discharged to surface water, ground water, and municipal storm sewers. Pipes, ditches, and stormwater structures that provide quantity and quality control were inventoried. The screening assessment for potential water pollution problems was made via observation and sampling kit. The sampling kit was found to be ineffective at identifying illicit connections. Inventoried sites were mapped using global positioning and geographic information system technology. Research was conducted on sites to determine watershed characteristics, potential environmental effects, and Best Management Practice (BMP) retrofit options. A computer data base of information is maintained to facilitate stormwater management activities. A prioritization scheme was developed to identify priority sites for retrofit, based on the following factors: receiving water body, beneficial uses, pollution loading, percent highway drainage, cost-pollution benefit, and values trade-off. The HRM was developed to direct stormwater management for existing and new state highways, rest areas, park-and-ride lots, and ferry terminals. Water quality and quantity issues for construction and maintenance are addressed by meeting the minimum requirements of the manual. Thirteen research projects have been funded to evaluate experimental BMPs, to determine BMP pollutant removal efficiencies, and to assess the costs and benefits of retrofitting outfalls. Research included bench-scale work, field projects, and a department survey.

A strategy for sustainable stormwater management is needed. This study has focused on the relative importance of stormwater as a pollutant source in a catchbasin, if Best Management Practices (BMPs) result in pollutant removal or pollutant redistribution, and methods for screening of stormwater strategies. Stormwater is most likely an important pathway for pollutants in a catchbasin perspective. True pollutant removal can only be achieved if the pollutant sources are eliminated. Until that is reached, we should have the best possible control of the pollutant fluxes in the watershed. This study indicates that the search for a sustainable stormwater strategy could be easier to handle if different “screens” could be used. The Swedish environmental objectives, which try to encapsulate all aspects of sustainability, may be used as a foundation for a “sustainability screen”. By using this screen, the “unsustainable” features of different stormwater strategies could be pointed out. A “standards and legislation screen” will be based on the EU Water Framework Directive. As this study has shown, it is doubtful whether the conventional BMPs, such as stormwater ponds and infiltration facilities, produce a sufficient pollutant control.

A total of 669 women and 609 men were selected from a laboratory computer data base in such a way that they would be expected to have a low prevalence of disturbances of calcium homeostasis but a wide range of serum albumin concentrations. The least squares regression coefficients of total calcium on albumin did not differ between men and women, nor did they differ at different ages. Mean serum albumin-adjusted calcium concentrations did not change with age in men from 1 to 90 years, and values were similar in women aged 1–20 years. However, adjusted calcium concentrations were significantly lower in women aged 21–50 and higher in women aged 61–90 than in younger women and all men. The differences were small and are unlikely to affect clinical interpretation.

Data from records on population affected by contagious diseases in the period from 1991 to 1996 are entered in the computer data base and are managed by the Epidemiology corps of the City Public Health Institute. These data are used to serve the operative needs of the epidemiological corps in order to control contagious diseases within the district. They are analysed to obtain an insight into the problem of contagious diseases in general, and each individual disease in particular, while monitoring the distribution of diseases by gender, age and commune. In the period from 1991 to 1996 no person in Belgrade was down with a particularly dangerous contagious disease. The lowest number of the diseased was registered in 1991 (14788) and the highest in 1994 (27368). In 1996, the number of the diseased was higher by 33% than in 1991. Among the most widely spread contagious diseases was chicken pox (its share ranging from 22.5% to 54.6%), contagious diarrhea (from 7.4% to 17.3%), salmonellosis (from 2.9% to 6.1%), angina (from 2.6% to 5.6%). In the period reviewed, the above four diseases were among the ten most frequently incurred contagious diseases. In the course of 1993, measles fell within the group of ten and acquired epidemic proportions. The disease affected 3524 inhabitants of Belgrade (44. 7% children below 14 years of age and 32% young people from 15 to 19 years of age). The epidemic was caused by the discontinuation of regular vaccination of children against measles caused by the shortage of imported vaccination and by population migration. In the same year, the epidemic of rubella also broke out. The epidemic extended to 1994 and 1995. A breakdown of the diseased by gender ranged from 51.0% to 52.9% for males and from 47.1 % to 49.0% for females. Majority of the diseased were in the age groups 5-9 and 0-4 years while the least number of the diseased were among the aged. The youngest population was most frequently affected by chicken pox (from 35.6% to 69.4% of the overall number of those stricken by the disease), contagious diarrhea (from 4.5% to 17.5%), salmonellosis (from 3.1% to 7.4% ), angina (from 3.4% to 9.7%) and scarlet fever (from 3.1% to 7.3%). During the period reviewed, 69 people died from contagious diseases. Mortality from contagious diseases was lowest in 1992 and 1993 (3.1 and 3.4 per 1,000,000). It gradually rose to reach the highest value in 1996 (12.6% per 1,000,000). The largest number of people affected was reported in the communes of Novi Beograd, Zemun and Cukarica.

Purpose Municipal solid waste (MSW) consists mainly of several recyclable materials such as paper and cardboard. Inside the educational institutes, especially universities, MSW is generated from several facilities including offices and cafeterias. Without an effective management program, solid waste can have detrimental impacts on the environment. This paper aims to assess the solid waste management practices followed at the main campus of Imam Abdulrahman Bin Faisal University (IAU), Dammam – Saudi Arabia. Design/methodology/approach The MSW samples were collected from different sources inside the IAU campus such as the college buildings (such as the teaching rooms and staff offices), the administrative buildings and services buildings (e.g. the main library, the photocopying center, the restaurant and cafeteria) at least one time per week during a full academic term (January–May) of the academic year 2017–2018. The collected MSW samples were segregated into seven categories, and the net amount of each category and the overall weight of the MSW were determined once every week. The MSW samples were characterized for physical and chemical properties including moisture, carbon and ash contents. Food product waste (FPW) of the main university restaurant was studied separately. Findings Data on the composition of MSW samples revealed that 80% of wastes were recyclable, 19% as compostable materials, while only 1% of the materials were a non-recyclable waste. More than 73% of the recyclable materials include paper and plastic warranting dire need of an effective solid waste management program. The highest value of FPW was recorded for the breakfast meal. Originality/value Most of the waste generated from the university campus was recyclable type that needs to be handled carefully to avoid its mixing with other types of the waste stream. Waste characterization is an important tool that helps in understanding the amount and pattern of waste generation. It can be used as a decision-making tool for implementing sustainable waste management programs for universities.

PurposeThe paper aims to clarify the importance of the psychological processing of contextual cues in the mining of individual attention resources. In recent years, the research of more open spatial perspective, such as spatial and scene perception, has gradually turned to the recognition of contextual cues, accumulating rich literature and becoming a hotspot of interdisciplinary research. Nevertheless, besides the fields of psychology and neuroscience, researchers in other fields lack systematic knowledge of contextual cues. The purpose of this study is to expand the research field of contextual cues.Design/methodology/approachWe retrieved 494 papers on contextual cues from SCI/SSCI core database of the Web of Science in 1992–2019. Then, we used several bibliometric and sophisticated network analysis tools, such as HistCite, CiteSpace, VOSviewe and Pajek, to identify the time-and-space knowledge map, research hotspots, evolution process, emerging trends and primary path of contextual cues.FindingsThe paper found the core scholars, major journals, research institutions, and the popularity of citation to be closely related to the research of contextual cues. In addition, we constructed a co-word network of contextual cues, confirming the concept of behavior implementation intentions and filling in the research gap in the field of behavior science. Then, the quantitative analysis of the burst literature on contextual cues revealed that the research on it that focused more on multi-objective cues. Furthermore, an analysis of the main path helped researchers clearly understand and grasp in the development trend and evolution track of contextual cues.Originality/valueGiven academic research usually lags behind management practice, our systematic review of the literature to a certain extent make a bridge between theory and practice.

With increased frequency of extreme weather events due to climate change, there is growing need for urban, small-scale adaptation and preventative measures such as stormwater management to reduce the risk of flooding. Homeowners are often reluctant to adopt preventative stormwater measures without tangible benefits or direct experience with the flooding risks or other negative externalities. Using community-based social marketing (CBSM) as a framework, we investigated how to more effectively encourage stormwater management at the household level. In collaboration with the Canadian non-profit organization, Reep Green Solutions (Region of Waterloo, Ontario), we focused on an existing program, the RAIN Home Visit (RHV), which was designed to increase engagement in pro-environmental stormwater management behaviors. Reports from the RHV were assessed, and past program participants were interviewed using a semi-structured question set to identify barriers encountered in enacting these behaviors and to assess the program for inclusion of CBSM principles and tools. Surveys were used to collect demographic data from participants. We found that while preferred behaviors were explained and incentives were provided, more thorough, clear explanation was needed for homeowners as well as incentives of suitable size and value to effectively motivate homeowners to change. Key features that should be included in future RHV programs are public commitments, follow-up, and reminders. Further research should consider risk perception impacts with CBSM, to determine how these can work together and, perhaps, which precedes the other. Some people may be more influenced by social norms to act and others by risk perception.
