Leading the multicultural school: Some insights from dedicated school leaders

Perturbed by a racially motivated homicide in his homeland and a more recent murder (under investigation at the time of writing) in the United States, the author makes a strong case in favour of Social Justice Educational Leadership. The exploratory investigation examined the following questions: (1) What leadership processes are school leaders adopting to ensure equity and social justice in multicultural schools? (2) What strategies are school leaders providing their staff to continue supporting quality education for all students, irrespective of cultural background? The research sought to extend the debate between educational leadership processes and the ongoing quest towards social justice as embodied in schools in Malta. A qualitative approach emanating from literature review on critical multicultural education was used in the study. Three school leaders known for their stance on issues of race, prejudice, discrimination, oppression, and marginalisation offer their valuable insights on leadership practices inundated with successful processes leading towards more socially just schools. Findings advocate for a wider discussion on the possibilities for effectively addressing the challenges of leading and managing the multicultural school, based on justice and equity principles.

The quest for educational leaders to enact social and equitable schooling requires ongoing critical transformations that cannot be alienated from contemporary educational discourses and practices. Enacting social justice and equitable schooling poses an unparalleled challenge on the shoulders of risk-taking visionaries, who meticulously attempt to transmit their believes and values into the daily routine tasks at school, rather than plotting futuristic management scenarios. The study seeks to explore the multifaceted role of primary school leaders in the daily struggle to diffuse the principles of Multicultural Education for more just and equitable schooling. For this purpose, qualitative data measures were employed to determine the extent of which participants in the study mirrored the review of literature and research questions. The Critical Incident Technique was particularly useful as it allowed the collection for a large number of incidents occurring over a number of years, from a small number of people in a relatively short time. Analyses proceeded by identifying culturally responsive leadership practices and the application of critical race theory. Results identified seven core characteristics, present in school leaders who professed strong adherence to the principles of Multicultural Education. This suggests the need for emerging models of educational leadership to effectively respond to the increased diversity in our schools and to further establish the connections between multicultural educational leadership and equity schooling.

Standards are used in a variety of professional fields to identify core elements of practice within the field as well as to describe a desired level of performance. The first set of standards for the field of educational leadership in the United States was introduced in 1996 by the Interstate School Leaders Licensure Consortium (ISLLC). Since then, they have become the de facto national standards for educational leaders. The ISLLC standards have been updated three times and were recently renamed Professional Standards for School Leaders (PSEL) under the authority of the National Policy Board for Educational Administration (NPBEA). Over this same period of time, multiple sets of sister standards (e.g., standards for leadership preparation) have emerged as have evaluation tools and practice resources. Soon after their release, a variety of concerns were raised about the standards and their potential impact on the practice of education leadership, particularly school level leadership. Some argued that the standards were too broad, while others argued that they were too specific. Similarly, concerns were raised about the focus of the standards and what was left out or only weakly included. These and other concerns continued to plague newer versions of the standards. Concerns notwithstanding, today, educational leadership standards are fully embedded in the lifeworld of the educational leadership profession. They have been adopted and adapted by states, districts, professional organizations, and accrediting bodies and used in a variety of ways, including: setting expectations for educational leadership preparation and practice, state certification, leadership recruitment, professional development and support, and evaluating leadership practice.

Using a life notes methodology (Bell-Scott, 1994; Dillard, 2000, 2006; Simmons, 2007), I use personal narratives to describe my epistemological influences on my approach to educational practice, research, and the preparation of school leaders. Second, I share personal accounts of how my social justice lens expanded to be inclusive of lesbian, gay, bisexual, and transgendered individuals. Finally, I draw four important lessons from my personal social justice journey for educators to incorporate within their social justice educational leadership curriculum. These lessons include helping students be reflective practitioners, acknowledging the baggage of misinformation and prejudice that they may bring to a social justice education, being able to connect with students at their points of advocacy, and reminding future leaders of their unquestionable responsibility to support all students regardless of their identities.

Purpose – The purpose of this legacy paper is to review leadership preparation over time in the United States and addresses challenges ahead. It is hoped that the US developments will be instructive to an international audience interested in strengthening the preparation of school leaders. Design/methodology/approach – The paper synthesizes research and commentary on leadership preparation programs in the US as a basis for identifying five challenges ahead. Findings – Meaningful change should be informed by the past but not bound by tradition. It is imperative to be open to different viewpoints, to take reasonable – and at times bold – risks, and to question deeply held values and assumptions. Broad recognition of the significant role school leaders play in facilitating student learning suggests that the political climate is right to effect meaningful reforms in leadership preparation in the US. Those involved in preparing school leaders are urged to address the challenges identified in this paper. Research limitations/implications – Encouraging work is underway, but many more people need to be involved in efforts to rigorously assess and improve leadership preparation. Practical implications – We do not have all the answers but cannot be paralyzed by what we do not know. We are ethically responsible to act on what we do know, such as incorporating the compelling research on learning theory into the leadership preparation curriculum. Originality/value – The traditional complacency in the educational leadership professoriate cannot continue if university preparation programs are to meet the needs of the next generation of school leaders. The time is short, and the stakes are high for all involved especially for PK-12 students.

School-based management (SBM) creates the quality gap and narrowsthe view of regionalism. Therefore the writer develops a multicultural-based management (MBM) which can accomodate the diversity of the school community. Seven schools have implemented SBM but its functions have not been concern with the diversity of the school community.The formulation of the problems are : 1. how is SBM implemented in senior high schools in the former Pati residency? 2. how is SBM developed into a MBM model in senior high school? This research employed research and development method. Preliminary research applied a qualitative approach that yielded factual picture. The development began with the design of the model validated by experts and produced the model I, then it was brought to Focus Group Discussion and produced Model II which described MBM of senior high school. It is concluded that the development of the school management is a must in order to achieve school goals and it is suggested that 1. Multicultural-based management should be appointed as a national policy in order to achieve a diverse society in schools, 2. MBM policy needs to be followed up with the implementation of multicultural education in a multicultural school.

Feminist insights offer ways to rethink and restructure schooling to fit with realities faced by educators, students, and families. This article relies on its model of values affecting schooling policies and practices then presents the range of feminisms, It shows how feminisms would be seen as looking awry and would be assessed as inadequate and inappropriate for leaders. It then charts their implications for school leaders, who will be able to identify the values, structures, and power arrangements to be questioned and altered.

Multicultural education (MCE) is a foundation of curriculum studies with an extensive history of debate and progress that harkens back to the earliest formations of public education in the United States. MCE can be viewed as both a philosophical and a pedagogical concept. As a philosophical concept, MCE is rooted in the ideals and values of democracy, social justice, equality, equity, and the affirmation and equal recognition of human diversity. MCE critiques the monocultural curriculum and ethos of the current and prevailing Eurocentric system of education and other racist structures in the United States. As a pedagogical philosophy of democracy, MCE advocates inclusion and promotes equal educational opportunity for all. MCE considers diversity to be one of the greatest strengths of the United States and regards free association and communication as valuable to human development. As a pedagogical philosophy of democracy, MCE is not static, and, although the ideology and conceptual lenses—equality, equity, social justice—remain firmly in place, the framing of MCE has been modified to welcome concepts other than race, socioeconomic status, and gender, and to facilitate deliberate discussions of power and privilege. MCE as a pedagogical philosophy of democracy seeks a fair playing field for all students and does not advocate the superiority of one culture or one group of students over the others. Although Black scholars at the turn of the 20th century consistently discussed the need for greater curriculum diversity and the recognition of contributions by people of color, forms of MCE in K-12 and higher education primarily evolved from the Civil Rights Movement of the 1960s. During the Civil Rights Era, advocates challenged the primacy of whiteness in textbooks and argued for accuracy in reporting the history and culture of African Americans, Native Americans, Asian Americans, and Hispanics. In addition, ethnic studies courses became a part of the curriculum at numerous high schools and colleges, and ethnic studies departments and programs were established at several universities. It was during this period of social reform that the K-12 MCE movement began to emerge. Multiculturalists argue for a curriculum that takes the child’s experience into account: a culturally relevant curriculum that is fluent and authentic in the design to meet the needs and interests of students and to prepare them for citizenship and the workforce. A multicultural curriculum should include content, multiple perspectives, visuals, critical questioning, and the practice of democracy. The field of education research and practice has evolved to a focus on social justice as curriculum. Social justice education reframes the curriculum to concentrate on past and present political events and societal perspectives that highlight issues of oppression and marginalization from institutional and structural positions, moving away from a focus on the interrelated nature of individuals and groups embedded in the foundations of MCE. Similarly, the revival of K-12 Ethnic Studies is a notable outgrowth of critical multicultural spaces. Ethnic studies courses attempt to bridge students’ lived experiences and the historic and current experiences of Americans to deconstruct and reconstruct school content, teachers’ pedagogical practices, and the hidden curriculum of whiteness and white privilege. As MCE continues to evolve, the related philosophy, concepts, and outcomes remain a vital component of the American curriculum.

Social justice school leadership as a concept, while familiar in the United Kingdom, Australia, New Zealand, Canada, and the United States school leadership literature, is not widely recognized in other parts of the world. Social justice school leadership appropriately differs from one culture to another and is always context-specific to a particular school setting, great organization structure or country. However, social justice is a necessary and fundamental assumption for all educators committed to combating ignorance and the promotion of student global citizenship as a central theme of school practices. The purpose of this study was to provide understandings of ways that selected social justice school leaders from three countries; Lithuania, Latvia, and Estonia conceive of and practice social justice in leading their schools. The manuscript describes how six Baltic directors, identified by local educators on the basis of research conducted by the International School Leaders Development Network (ISLDN) as social justice school leaders, responded to interview questions related to their practice. Four directors were Latvian and one each from Lithuania and Estonia. Limitations to the study include basing conclusions upon a single (or in one case, several) interview(s) per subject and limitations on generalizability of qualitative exploratory case study. By definition, every case study is unique, limiting generalizability. Interviews were thematically analyzed using the following definition: A social justice school leader is one who sees injustice in ways that others do not, and has the moral purpose, skills, and necessary relationships to combat injustice for the benefit of all students. Findings reveal strong application of values to identify problems based on well-being of all students and their families and to work collaboratively with other educators to find solution processes to complex issues related to social justice inequities. As social justice pioneers in their countries, these principals personify social justice school leadership in countries where the term social justice is not part of scholarly discourse.

Purpose The purposes of this study were to examine the self-efficacy of school-based speech-language pathologists (SLPs) in conducting multidimensional treatment with children who stutter (CWS) and to identify correlates of self-efficacy in treating speech-related, social, emotional, and cognitive domains of stuttering. Method Three hundred twenty randomly selected school-based SLPs across the United States responded to an online survey that contained self-efficacy scales related to speech, social, emotional, and cognitive components of stuttering. These ratings were analyzed in relation to participants' beliefs about stuttering treatment and their comfort level in treating CWS, perceived success in therapy, and empathy levels, in addition to their academic and clinical training in fluency disorders as well as demographic information. Results Overall, SLPs reported moderate levels of self-efficacy on each self-efficacy scale and on a measure of total self-efficacy. Significant positive associations were observed between SLPs' self-efficacy perceptions and their comfort level in treating CWS, self-reported success in treatment, beliefs about the importance of multidimensional treatment, and self-reported empathy. There were some discrepancies between what SLPs believed was important to address in stuttering therapy and how they measured success in therapy. Conclusions Among school-based SLPs, self-efficacy for treating school-age CWS with a multidimensional approach appears stronger than previously reported; however, more progress in training and experience is needed for SLPs to feel highly self-efficacious in these areas. Continuing to improve clinician self-efficacy for stuttering treatment through improved academic training and increased clinical experiences should remain a high priority in order to enhance outcomes for CWS.
