The transition from mass higher education to universal access globally marked by the creation of a series of higher education institutions (HEIs) has pushed countries to undergo reforms, rearrangement of higher education system. The wave of merger, consolidation, or alliance between HEIs may stem from the need of the schools themselves who gave proposal or from the administrative orders of the administrative authorities to fulfill the policy objectives. Countries in the world have continued the process of reforming and reorganizing the higher education system and have achieved certain successes and inevitably some mistakes. These are valuable lessons for the following countries. This paper is aimed at showing the experience of nations and some lessons learned. It is composed of four parts. The first part gives an overview of the current global higher eduction reform, the definition of concepts used herein and distinguishes some types of mergers, consolidations and alliances in terms of the number and the status of founding institutions. The second part analyzes the results of the process such as changes in system size, student size, performance, impacts on stakeholders after the merger. The third part summarizes the current status of Vietnamese higher education with outstanding issues which required the reorganization and the reform of the system for the purpose of enhancing efficiency and regional and global competitiveness. In the final section, the paper provides some recommendations for Vietnamese higher education, which were drawn from the successes and failures of the process of reforming higher education systems around the world.

Higher education institutions are the strategic assets that enable a country to a hold strong competitive advantage in the modern technological era. Higher education system has dramatically changed due to the paradigm shifts brought by the twenty first century trends. Moreover, the COVID-19 pandemic has also changed the higher education system around the world. Due to such shifts, new performance standards have been created, and the higher education institutions across the globe including Southeast Asian region are facing different challenges. To explore these challenges a non-systematic narrative review of existing literature was carried out, which helped in examining the role of higher education in the modern era. Moreover, it also helped in presenting an overview of higher education system in the Southeast Asian countries by discussing the challenges experienced by it. Finally, this chapter has explored the options available for supporting the continual development of the higher education in the Southeastern Asia.

The article unveils the teaching penalty against the background of the transformation of the higher education system of Ukraine at the end of the twentieth century - at the beginning of the twenty-first century, an attempt is made to present a holistic view of it from the point of view of the emotional and psychological state, motivation, and assessment of its consciousness. Information is also provided on external factors that have a direct impact on the effectiveness of the teaching environment. Its general quantitative and qualitative characteristics are also provided. It is concluded that the image of the Ukrainian teacher in the indicated period was determined by the state characteristic of a transitional society with the inertia of the manifestations of post-Soviet consciousness. This, in turn, determined their value series and motivation, which still often gravitated to the paradigm of the past. It turned out to be a permanent support group for the transformation of the higher education system - young teachers as natural carriers of innovation.
