The article explores the rise, regulation and risks of genetically modified (GM) insect technology in global agriculture. It contributes to the debate on the nexus of science, technology and food security in Science and Technology Studies from an International Relations perspective. The study locates GM insect technology within the context of conceptual debates about global agriculture, transnational entrepreneurship and the pooling of different sources of political authority. It introduces the pooling of political authority as a potential causal mechanism that transmits biotechnical innovations and entrepreneurship to the spread of GM insect technology in the global agri-food regime. The study focusses, especially on Oxitec Limited, the most important business entrepreneur in the field. The empirical findings reveal that Oxitec has pooled moral and technical political authority and has influenced the global rise and regulation of GM insect technology. The contribution discusses the implications of Oxitec’s entrepreneurial involvement and identifies the three key challenges concerning the global regulation of GM insect technology: the transboundary scope, the provision of transparency, and the assessment of risks. Finally, the study outlines future areas of research.

Traditionally, international relations (IR) conceptualized technology primarily as a static, neutral, and passive tool, which emanates from impenetrable black boxes outside the international system. According to this predominant instrumental understanding of technology, IR “added” technology as a residual variable to existing explanatory frameworks. Consequently, qualitative systemic change—as well as continuity—could only be addressed within existing models and their respective core variables. Subsequently, traditional approaches increasingly experienced difficulties to adequately capture and explain empirically observable systemic changes in the form of growing interdependence, globalization, or trans-nationalization, as well as a plethora of technology-induced new policy challenges. Contrary to traditional conceptualizations, a growing number of scholars have instead embarked on a project to open the “black box” by redefining technology as a highly political and integral core component of global affairs that shapes and itself is shaped by global economics, politics, and culture. A rapidly growing body of theoretically diverse interdisciplinary literature systematically incorporates insights from science and technology studies (STS) to provide a more nuanced understanding of how technology, the global system, and its myriad actors mutually constitute and impact one another.

In this chapter, authority is developed as key concept for analyzing the global governance system. Max Weber’s foundational treatment is used to capture the paradox involved in the notion of “voluntary subordination.” Building on this foundation, the concept of reflexive authority is elaborated in contrast to two other concepts that have prevailed in international relations so far. The argument is laid out against the background of the global governance context, one in which the authority holders are in many respects weaker than most state actors. Two types of reflexive authority are identified: epistemic and political authority. Finally, the interplay between different authorities in global governance is analyzed to identify the major features of the global governance system. It is—to put it in the shortest possible form—a system of only loosely coupled spheres of authorities that is not coordinated by a meta-authority and lacks a proper separation of powers.

After the collapse of the Meroitic Empire, three independent kingdoms arose within its former territory. Because of a lack of centralized political authority and artistic production, their early development, although based on the Meroitic inheritance, was determined by different sources of influence. From the 8th century two united northern kingdoms became a powerful state, which is also reflected in its art. Rising creativity from the 9th century onwards reflected local needs and ambitions. In the course of time, surrounded by Islamic neighbors, Nubian art on one hand remained independent in its forms of art, but on the other hand absorbed a new style and iconographic details, which is most visible in 12th-century wall painting. Most probably it reflected a changing lifestyle, inspired by the wider Middle Eastern world at that time. The late period, although characterized by much less activity and financial possibilities of individuals or communities, still shows flourishing activities of Nubian artists. Christian Nubian culture ended almost simultaneously with the Byzantine empire, leaving almost one thousand years of its unique heritage.

Talking STS is a collection of interviews and accompanying reflections on the origins, the present and the future of the field referred to as Science and Technology Studies or Science, Technology and Society (STS). The volume assembles the thoughts and recollections of some of the leading figures in the making of this field. The occasion for producing the collection has been the fiftieth anniversary of the founding of the University of Edinburgh’s Science Studies Unit (SSU). The Unit’s place in the history of STS is consequently a recurring theme of the volume. However, the interviews assembled here have a broader purpose – to present interviewees’ situated and idiosyncratic experiences and perspectives on STS, going beyond the contributions made to it by any one individual, department or institution. Both individually and collectively, these conversations provide autobiographically informed insights on STS. Together with the reflections, they prompt further discussion, reflection and questioning about this constantly evolving field.

The grand challenges of our time—climate change, biodiversity losses, and global non-communicable disease rates—underscore that humanity and the planet are in crisis. Planetary health provides a unifying concept wherein efforts toward remediation and survival can be concentrated. Evidence derived from the animal kingdom and from human demography suggest that there is cause for optimism in planetary health. With proper navigation, a transition toward a new epoch—one of symbiotic flourishing—is possible. Responses to the current challenges can usher in a new reality, one in which the core value is the well-being of all. This paper presents the philosophies and perspectives of renown biophilosopher, Jonas Salk, who—after developing the first effective vaccine to prevent polio, one of the great achievements in public health—expanded his vision beyond the prevention of individual diseases to that of addressing the basic problems of humankind. This vision is very much in line with our current understanding of and approach to planetary health. In response to changing conditions, planetary limits, and evolutionary pressure, new values, new communities, and new modes of interacting will likely emerge and be integrated with developments in science, technology, economics, the arts, and international relations, resulting in our survival and enhanced health and well-being.

This chapter presents science and technology studies (STS) as a new island in a preexisting disciplinary archipelago. As a field, STS combines two strands of work dealing, respectively, with the nature and practices of science and technology (S&T) and the relationships between science, technology, and society. As such, STS research focuses on distinctive objects of inquiry and employs novel discourses and methods. The field confronts three significant barriers to achieving greater intellectual coherence, and institutional recognition. First, it must persuade skeptical scientists and university administrators of the need for a critical perspective on S&T. Second, it must demonstrate that traditional disciplines do not adequately analyze S&T. Third, it has to overcome STS scholars’ reluctance to create intellectual boundaries and membership criteria that appear to exclude innovative work. A generation of scholars with graduate degrees in STS are helping to meet these challenges.

AbstractThis article offers an overview of science and technology studies (STS) in Southeast Asia, focusing particularly on historical formations of science, technology, and medicine in the region, loosely defined, though research using social science approaches comes within its scope. I ask whether we are fashioning an “autonomous” history of science in Southeast Asia—and whether this would be enough. Perhaps we need to explore further “Southeast Asia as method,” a thought style heralded here though remaining, I hope, productively ambiguous. This review contributes primarily to the development of postcolonial intellectual history in Southeast Asia and secondarily to our understanding of the globalization and embedding of science, technology, and medicine.
