Successful public transit systems increase the value of locations they serve. Capturing this location value to help fund transit is often sensible, but challenging. This article defines location value capture and synthesizes lessons learned from six European and North American transit agencies that have experience with location value capture funding. The opportunities for and barriers to implementing location value capture fall into three categories: agency institutional authority, agency organizational mission, and public support for transit. When any of these factors is incompatible with a location value capture strategy, implementation becomes difficult. In four of the cases studied, dramatic institutional change was critical for success. In five cases, acute crisis was a catalyst for institutional change, value capture implementation, or both. Using value capture strategies to fund transit requires practitioners to both understand agency organizational constraints and view transit agencies as institutions that can transform in response to changing situations.

Emerging cities of the 21st century are attempting to build rail transit as a key driver to maintain their city’s competitiveness and help catalyze livable and sustainable development opportunities around station areas. Indian cities are doing this in a big way with about 50 cities embracing urban metro rail transit systems. The rail projects are approved politically but need financing to build such highly capital-intensive rail transit systems. The use of value capture (VC) mechanisms is gaining momentum across cities worldwide as a solution to transit funding and financing. The first cities in India are now deploying various VC based financing mechanisms. This paper therefore aims to review the experiences of VC based innovative financing practices in selected Indian cities. The research summarizes the key issues and lessons learned from these experiences to help define the way forward. The paper finally concludes that VC prac-tices in India are still at an embryonic stage but the results are encouraging with huge untapped potential to co-create rail transit centered sustainable growth. Moreover, the review findings and lessons learned will help enhance the understanding of the challenges in emerging transit cities of developing countries.

In December 2019, clinicians and academics from the disciplines of public health and psychiatry met in Dublin at the Royal College of Surgeons in Ireland (RCSI), to restate their shared commitment to population health. The purpose of this review is to bring our discussion to a wider audience. The meeting could not have been more timely. Six weeks later, the COVID-19 emergency emerged in China and within 12 months it had swept the world. This paper, the contents of which were presented at that meeting in December recommended that future healthcare would be guided more by public health perspectives and informed by an understanding of health economics, population health and the lessons learned by psychiatry in the 20th century. Ultimately two issues are at stake in 21st century healthcare: the sustainability of our healthcare systems and the maintenance of public support for population health. We must plan for the next generation of healthcare. We need to do this now since it is clear that COVID-19 marks the beginning of 21st century medicine.

Managing energy use by municipalities should be an important part of local energy and climate policy. The ISO 50001 standard constitutes an internationally recognized catalogue of requirements for systematic energy management. Currently, this standard is mostly implemented by companies. Our study presents an approach where consultants supported 28 European municipalities in establishing energy management systems. A majority (71%) of these municipalities had achieved ISO 50001 certification by the end of our study. We also conducted two surveys to learn more about motivations and challenges when it comes to establishing municipal energy management systems. We found that organizational challenges and resource constraints were the most important topics in this regard. Based on the experiences in our study we present lessons learned regarding supporting municipalities in establishing energy management systems.

Background/Research ObjectivesParamedic services have experienced a steadily increasing demand from palliative patients accessing 911 during times of acute crisis, and not wishing subsequent conveyance to ED. Early data indicates that many of these patients are NOT already connected to palliative care teams.To address this demand and to connect patients to care, BCEHS introduced the Assess, See, Treat and Refer (ASTAR)-Palliative Clinical Pathway. Objectives are to reduce patient conveyance to ED, reduce hospitalizations and improve patient care through referral after non-conveyance.InterventionParamedic activation of the ASTaR Palliative Clinical Pathway results in referral of non-conveyed palliative patients to local Home and Community Care teams and BCEHS paramedics. The referral occurs within 1-6 hours of paramedic contact and follow up occurs over the next 24-48 hours by telephone. This referral action provides safe, effective, patient-centred care for non-conveyed patients, and also fills a gap for connecting patients to local palliative care teams.ImpactA retrospective case review of 183 cases was conducted. Symptom improvement was achieved in 70% of cases, the ED non-conveyance rate was 19%, and the time on task when palliative patients were treated at home and not conveyed was 37% less (52 minutes) than if palliative patients were transported (82 minutes). All 183 patients were connected to either the local home and community care team or BCEHS Rural Advanced Care Community Paramedics (RACCP).Lessons LearnedPalliative patients frequently call 911 for help during acute crisis events and many of these patients do not wish conveyance to ED. The introduction of the ASTaR palliative clinical pathway provided safety netting and referral to appropriate care teams.

This chapter examines the implementation of two learning management systems (LMS) in a university environment. Within the context of a case study and from the perspective of academic users, there is a review of the technological and organizational challenges that arise. There is an in-depth analysis of the implementation in terms of what went well and what should be done differently (i.e., lessons learned). Along with the macro-environmental factors that influence the global e-learning space, the related pedagogical issues, learning models, and technological toolsets are also explored. The authors hope that the experiences chronicled in the case study may act as a lesson to others contemplating such a project of the many technical and organizational issues that need to be addressed, with an emphasis on understanding the importance of the viewpoint of academic users.

Many Southeast Asian developing cities are facing traffic and pollution issues. In order to produce a more sustainable city, local governments often opt for developing modern public transit systems. Because of a lack of finance, developing cities are supported by international donors while also looking for self-sufficient financing approaches like land value capture mechanisms. The Hong Kong “Rail plus Property” (R+P) model is seen as a reference. This chapter stresses the advantages of such a model, points out the particularities that make this model very unique and argues that adjustments that have recently been made are distorting the original model. Hence, the R+P model appears not as evident and straightforward as its advocates would like it to be.

Transit agencies in multiple countries have started piloting the integration of new mobility technologies (NMTs) into their transit services. This article reviews the emerging evidence from NMT-based transit pilots to identify the social equity impacts of NMT–transit integration. We focus on ride-hailing, on-demand transit, microtransit, and active travel NMTs like dockless bike share. We find evidence that three of these technologies have the potential to improve the social equity of transit systems, but we note that most agency pilots do not explicitly measure equity impacts. We offer recommendations on how future pilots should frame equity measurement to yield policy-relevant insights.

Infrastructure management is an important aspect of transportation engineering. Contrasting views have emerged on feasible best practice in asset management for various transportation modes. The differences in current practice can provide insight into best practices and lessons learned. This paper focuses on heavy rail maintenance state of practice in the United States and compares the maintenance practices, strategies, and procedures implemented by four transit agencies across the country. The objective of the paper is to provide guidance and examples for other transit agencies in the United States to meet the short-term challenges they face and provide recommendations to improve services nationwide. This paper examines rail maintenance practices at the Metropolitan Atlanta Rapid Transit Authority (MARTA), Bay Area Rapid Transit (BART), Washington Metropolitan Area Transit Authority (WMATA), and the New York Metropolitan Transit Authority (MTA). The paper found that out of the four agencies studied, MARTA has the highest maintenance to operations budget ratio, and most of the maintenance expenditure is on labor. WMATA found that automation of inspection improved maintenance efficiency, and BART is working toward adopting more automated processes. New York City’s MTA shows an example of the importance of clear governance in effective budgeting.

Bus rapid transit (BRT) systems combine vehicles, stations, running ways, and intelligent transportation system elements into a fully integrated system with a unique identity. It has great flexibility in incremental deployment of these BRT elements. Proposed is a deployment planning framework that provides, in a sequence of steps, a general structure for optimal deployment of BRT systems. This framework and its formulation, once operationalized, would provide transit agencies a practical tool for determining the optimal deployment strategy or strategies given budgetary, institutional, and other types of constraints associated with the corridor for which they have decided to deploy BRT. A case study example is provided to illustrate how the proposed framework would be used.
