A Behavioral Design to Reform Italy’s Evaluation Policy

Drawing on the extensive ethnographic research I conducted on Italy’s performance evaluation system, this article highlights the cognitive biases associated with evidence use in decision making and institution working. Framing effects, status quo bias, motivated reasoning, and tacit conflicts between personal and organizational interests were only some of the behavioral phenomena policy makers, managers, and evaluators showed to limit their exposure to performance information. Integrating behavioral findings with theories of governance, evaluation utilization, and critical evidence–informed policymaking, this article discusses behavioral reform strategies to overcome (i) tacit conflicts of interests among evaluators, (ii) the compliance mentality with performance assessment among managers, and (iii) adversarial relationships between courts and administrative agencies as well as polarized politics with respect to evidence use and experts’ behavior. A behavioral design is relevant to reform evaluation policies, especially in countries where performance regimes have been criticized, contested, resisted, and/or perceived as red tape and surveillance mechanisms.

With the rapid acceleration of global competition the need has arisen for a more systematic performance evaluation system. This research develops a two-stage performance evaluation system to help maximize performance evaluation success. The performance evaluation is an important approach for enterprises to give incentives and restraint to their operators. It is also an important channel for enterprise stakeholders to obtain performance information. This study analyzes the current evaluation system for the Taiwan LED industry. This research measures the performance of ten LED companies in Taiwan for the period 2003–2009. The proposed method is practical and useful. The evaluation model indicates that proposed method is more reasonable and easier to grasp than other methods. As a result, it is easier to popularize this evaluation method in enterprises. The proposed method presents a complete assessment model that helps managers identify items for improvement, while simultaneously promoting cost and time efficiencies in the LED industry.

This paper uses a multidimensional big data matrix model to optimize the analysis and conduct a systematic construction of the enterprise performance evaluation system. The adoption of new research methods and perspectives to promote the study of the use of performance information is of great significance to achieve the effectiveness, science, and sustainability of corporate performance management. To solve the problem of objectivity and scientificity of performance information use, this part attempts to analyze performance information use from the perspective of the multidimensional big data matrix, focusing on the techniques and methods in the process of promoting performance information use from the multidimensional big data matrix and tries to construct a system model of enterprise performance information use from two dimensions: the use of performance information sources and the use of performance information results. Based on multiple theoretical hypotheses, a theoretical and empirical basis is provided for the division of demand dimensions of enterprise performance evaluation system. Through social capital theory, three dimensions of network social capital, cognitive social capital, and structural social capital are hypothesized, and the logistic regression method is applied for empirical study. The results show that these three dimensions have significant effects on the knowledge demand of enterprise performance evaluation systems. It is verified that the multidimensional big data matrix can enhance the quality of performance information sources and improve the objectivity of performance information. In the performance information source use dimension, the analysis verified that the collection and preprocessing technology of big data can realize the automation, real-time, and diversification of information collection and preprocessing, and enhance the objectivity of performance information. Big data helps to improve the quality and effectiveness of performance information results use. In the dimension of using performance information results, the distributed computing and analysis processing technology of big data can assist the decision support system, and the use of information can be shifted from micromanagement to decision support, to realize the scientific use of performance information and improve the quality of enterprise management decisions.

In the College, performance evaluation system is directly related to the harmonious development of the school. Taking into account the factors in the evaluation system is fuzzy, so this paper uses fuzzy comprehensive evaluation model. But the model is too subjective, so this paper combines neural network and data envelopment analysis method, which ensures that fuzzy comprehensive evaluation model is reasonable and scientific, and good school development and teacher self-interest. The performance assessment process, not only enables the combination of qualitative and quantitative analysis, but also fair and reasonably reflect the achievements of teachers, while this method is easy to use, wide application, and can be well applied in practice.
