Forgotten or neglected experiences with community action on alcohol

The aim of this article is to trace the historical trade-offs between the State and local communities in shaping alcohol policies in Poland against the changes in more general political and economic backdrop. The article reviews relevant legislation and literature in the field since the 1920s and then discusses current legislation and policy documents, which apparently empower local alcohol action. It is argued that a shift from the State alcohol policies towards community-based initiatives is reinforced by the growing position of the market at the expense of the State powers. Public health approaches of proven efficacy are beyond the influence of local communities. They have no impact whatsoever on taxation. Availability control is rarely applied either as local preventive funds grow in proportion to the number of alcohol outlets. In this context, local alcohol policies tend to focus on school education on the one hand and on individual interventions in the field of family violence and severe addiction, on the other.

Abstract Magic bullets refer to single interventions, vertically delivered (i.e. from the centre), expected to have a dramatic effect, and often in practice circumventing or displacing more locally appropriate and sustainable activities. Once policies have defined intended outcomes – here childhood malnutrition is considered – decisions on programme specifics should take full account of trade-offs (including opportunity costs), and these decisions at present are often unduly influenced by vested interests. Magic bullets have times-and-places where they may be effective. These may get superseded, for example with changing disease patterns or other conditions, or because of new technologies. Regular transparent assessments of current applicability, with some estimate of benefits and costs, are essential, but uncommon. Six examples of single purpose interventions are summarized considering times-and-places: protein supplements, infant formula, high dose vitamin A capsules (HDVAC), the vitamin supplement industry, ready-to-use therapeutic foods (RUTFs), and oral rehydration therapy (ORT). HDVAC and RUTFs are compared to community-based nutrition programmes. Protein is rarely the binding constraint in preventing or treating infant and child malnutrition. Infant formula is hardly ever to be preferred to breastfeeding; and in poor countries with inadequate hygiene its use carries much increased mortality risk. HDVACs were shown to have a mortality impact in the 1980’s and early 90’s, leading to global programs now covering a reported 200 million children; however recent studies have shown that this effect is no longer seen, but policies and programmes have yet to change in most countries. The vitamin supplement industry is included as it contributes to misguided views of nutrition and health, which should be mitigated. RUTFs are very useful for the narrowly defined group of children with severe acute malnutrition still with an appetite (most severely malnourished children have a poor or zero appetite, and require liquid diets first). However, the off-label use of these sweetened peanut butter pastes for moderately (or less) malnourished children is becoming widespread: it has many immediate and long-term disadvantages, including on children’s food preferences; local foods, maybe enhanced with micronutrient mixes, are far preferable, including for rehabilitation of severely malnourished children. Oral rehydration provides a further example of where local solutions are preferable – but still seldom applied. Community-based programmes have known effectiveness, are more sustainable than magic bullet approaches, and in all the examples above can contribute to local problem solving. The implications for resource allocations are that shifting resources from magic bullet programmes to local, community- (and facility-) based activities will have many advantages. While cost estimates are hard to find, it seems that some such as HDVAC cost around $1 per child per year, and RUTFs for SAM around $5 per child per year (in the overall population; per SAM case treated the estimated cost is more than $100). Effective community-based programmes cost about $10 per child per year, but address not one but most of the nutrition problems faced by children in those communities. Major donors have allocated 50% or so of their budgets to such supplies, and these funds go to the manufacturers in the rich countries, not to the countries in need. Allocation of resources to the countries themselves, and to local activities, could amount to billions of dollars, leading to improved nutrition, if single purpose interventions like HDVAC and RUTFs were no longer soaking up time, efforts of frontline workers, and funds.

<p>The study has been devoted to showing the relationship between legal security and financial security at the local government level. To this end, firstly some consideration has been given to determining the meaning of the terms “security” and “financial security” from the point of view of the state and local government. In addition, it has been shown that financial security is inextricably linked to the financial power enjoyed by the state, specifically by the bodies acting in its name and on its behalf. The power resulting from this is the financial power of local government units, which is enjoyed by such units although to a limited extent. However, it has been found that even this scope of legal regulations limiting the possibilities of authoritative financial activities of local government bodies is of key importance from the security viewpoint of local communities.</p>

SUMMARYDifferences are emerging in decentralization of forest and community management in Zimbabwe, Mozambique and South Africa. This paper draws on case studies in each country to examine five aspects of their decentralization experience, namely forest tenure, new organizational structures, accountability and livelihood outcomes. Tenure arrangements developed as a result of decentralization are important for communities, as these determine the nature of access sanctioned by the state and security of the arrangements. The transfer of power to new organizations is proving to be a challenge. Experiences across the three case studies show that new committees were formed for these forestry initiatives by outside agencies and attempts were made to make them relevant to the way local communities managed forests. One of the main tenets of decentralization revolves around accountability of community representatives to their constituents rather than to the state. Although moves have been made to promote the accountability of community representatives, these have produced mixed results in Zimbabwe, Mozambique and South Africa. Only after changes in the approach taken by the state in Zimbabwe did community representatives become more accountable. In Mozambique, because of the special arrangements around the specific case, greater authority was given to community representatives, whereas, in South Africa, the state retained authority over representatives. Decentralization may bring benefits and improve communities' livelihoods from forestry activities, however much more still needs to be done by states in order for forests to take communities out of poverty.

Dichotomous view of state and local communities remains a dominant theme in the theorization of state. State often gets depicted to be mainly working on the basis of a rational principle as opposed to the irrationalities of the local communities. This chapter makes an attempt to understand how such claims about state takes an actual course while making available some of the basic needs like health services. It argues that gender and class bias remain inherent at the very structuring level of the health programmes. Further, the bureaucratic hierarchy of the state and the hierarchies of the local communities seem to converge on many occasions.

This article explores the political economy of Closed-Circuit Television (CCTV) in Australia, providing new insights into the relationship between government policy and its economic implications. I have rationalised state-sponsored street cameras as a component in the cultivation of consent between the state and local communities; a mechanism for government to facilitate the flow of public funds to business through arrangements that are virtually unchecked and non-evidence based; a mechanism for government to facilitate profitable opportunities in and beyond the security technologies industry; and, a mechanism to normalise hegemonic social and political relations at the level of discourse. This article explores how government has assisted growth in the security industry in Australia. I draw on a case study about Kiama Municipal Council’s decision in 2014 to accept funding from the Abbott Government to install CCTV cameras through the Safer Streets Programme. This is despite historically low crime rates in Kiama and an inability to demonstrate broad support for the programme in the local community. This study reveals how politicians have cultivated support for CCTV at the local level and pressured councils to install these systems despite a lack of evidence they reduce, deter or prevent crime. Examined is how the footage captured on local council CCTV has been distributed and its meanings mediated by political and commercial groups. I argue that the politics of CCTV dissemination in Australia is entwined with the imperatives of electoral success and commercial opportunity—a coalescent relationship evident in the Safer Streets Programme. Furthermore, the efficacy of CCTV as an electoral tool in Australia is explained via the proposition that street cameras perform a central role in the discourses and political economy of the state.

In South Asia, local communities most often live near or amidst archaeological places. Their lives are in many ways framed and structured by these places. At the same time, these places too are impacted by the communities that live nearby. Archaeological sites in India are being destroyed at a rapid pace, due to increasing population and development pressures. This story gets further complicated by legislative practices of preservation related to monuments and archaeological sites, which are solely in the hands of the state through its institutions. It is this very act of protection that sometimes leads to conflict between the institutions of the state and local communities. At the same time, several archaeological sites have also survived due to local interests because they have been transformed into ritual spaces or are considered as ancestral places. Additionally, monuments have been converted into heritage hotels and have become an important means of livelihood for the families that own them. Thus, for protection to succeed, the critical intervention and involvement of local communities living in close proximity to monuments and archaeological sites is fundamental. Is it then education that can enable the survival of archaeological places? School education has the scope of involving and alerting children to their environs, whether it is the natural environment or a built one, and this could be a long-term solution.

The study was undertaken to examine the joint contributions of the state and Community Based Organisations (CBOs) in poverty alleviation and the impact thereof in Akwa Ibom State, Nigeria. The study adopted survey research methodology. The hypothesis of the study was set up to test the relationship between joint participation of the state and community based organizations (CBOs) in social infrastructural development and poverty alleviation. Simple random sampling and multi stage cluster sampling techniques were used to select the sample size for the study. The instrument for data collection was a 20 item, well validated questionnaire. The data analysis revealed that joint participation strategy of the state and CBOs has significant and positive relationship with poverty alleviation through the provision of social infrastructure such as water and electricity supply, skill acquisition, educational and health facilities in local communities of Akwa Ibom State. The study also revealed that the provision of such social infrastructure in the local communities through joint participation of state and CBOs enhanced establishment and spread of small scale business enterprises which in turn increased job opportunities and income earnings of the members of the communities under study. Based on the finding, the study recommends that the state should develop policies that would involve and integrate the people and their CBOs in the development of rural communities in Akwa Ibom State and Nigeria at large particularly in social infrastructural development for purposes of poverty alleviation in the state and the country as well.
