Basis Guidelines for Conducting Groundwater Modeling Efforts to Meet Environmental Requirements

Purpose. The article is aimed at analyzing the general theoretical principles and the essential characteristics of legal restrictions in environmental law; defining category of “environmental legal restrictions”, their content, system and the status of the respective legislation. Methodology. The methodology consists in carrying out a comprehensive analysis of the provisions of environmental legislation and formulating relevant conclusions on this basis. During the research, the following methods of scientific research were used: terminological, systemic and structural, comparative legal, structural and functional. Results. The objectively determined necessity of unconditional adherence to the legally established environmental requirements, prohibitions and restrictions as well as their potential scientifically substantiated enhancement in order to achieve environmentally significant goals oriented towards the priorities of sustainable development is substantiated. Restrictive mechanisms are scattered across statutory and regulatory acts of different legal force and even different branches of law, therefore, the need for their systematization and unification as well as generalization of the experience of their practical implementation in order to establish a comprehensive system of environmental restrictions is discussed. In our opinion, the conceptual basis and general essential characteristics of public environmental requirements and restrictions should be reflected in the future Environmental Code of Ukraine. Scientific novelty. In the course of the research, the author defines restrictions in environmental law as a specific sectoral imperative mechanism for regulating relations in the field of environmental safety, which consists in systematically introducing legislation on imperative provisions of environmental law as well as establishing specific legal regimes and mechanisms for their application and implementation. Practical significance. The main conclusions can be used in law-making and law-enforcing activities, as well as in further theoretical and legal research and in the educational process.

Environmental protection, climate change, and the protection of the planet’s biodiversity are becoming top priorities in modern society. Environmental agreements, while important and necessary, including for achieving sustainable development goals, impose additional restrictions on products and producers of these products. These restrictions can be used by countries to create barriers to the import of construction materials. Countries that have ratified environmental agreements may restrict the import of products that do not meet environmental requirements or criteria in one way or another. International environmental management tools are described, in particular environmental and climate declarations, which can serve as tools for solving the problem of possible restrictions and barriers in the export of construction materials produced in the Russian Federation.

This paper analyses all of the activities carried out by CETREL to establish its Environmental Management System - EMS. This system encompasses all of CETREL's environmental protection efforts: treatment of industrial effluents and residues; environmental monitoring (soil, air, groundwater, rivers and the sea); wildlife preservation programme, environmental education programme, among other activities. CETREL's EMS is a mid-sized system consisting of nearly 425 Instruments (244 Procedures and 181 Work Instructions). The size of the system was selected based on British Standard BS-7750, which provides the principal tools that will allow the organisation to continually maximise beneficial environmental effects while minimising adverse environmental effects. Since the EMS in question is a voluntary one, the result of initiatives taken by CETREL itself, the system's design and architecture were chosen so that the Company's environmental standards would be more stringent than those in the environmental legislation, that is, stricter than the government-mandated environmental requirements.

The article deals with the task of simplifying the reverse design process by implementing three-point 3D scanning, which allows you to speed up the technological stages of reverse design to the moment of product manufacture, as well as simplify the procedure for defecating finished products and create favorable conditions for the implementation of the principles of unification. The model of the control system in this article refers to the structuring of elements of the technological organization of the process of creating 3D prototyping of existing copies created by the use of reverse engineering. For this purpose, the problems of traditional technologies that do not allow timely coping with changes in the technical system under the influence of in accordance with the requirements of regulatory documents and environmental requirements were considered. We also analyzed not only the principles of operation of traditional technologies, but also the zone of reverse engineering, which allows you to achieve an increased level of production capacity by identifying a group of key defects based on the process of flaw detection and statistical analysis.
