APPROACHES TO THE STUDY OF ORGANIZATIONAL AND METHODOLOGICAL ASPECTS OF MANAGEMENT PERSONNEL CERTIFICATION

In this article, approaches to the study of the organizational and methodical aspects of certification of management personnel, the need for its use are considered. The importance for each enterprise and organization of the application of each of their methods and approaches is considered. The tasks of certification of management personnel are presented in detail, a number of difficulties are shown, which arise when using different methods of personnel assessment. The Technical Committee, which deals with the standardization of quality management systems, found that when using the standards from the 9000 series, there are already obvious shortcomings in them. The reasons that do not allow full use of the standards are considered. The advantages that an enterprise or organization receives are obtained by showing qualified personnel who have passed the certification provided that the certification is carried out by competent employees. Brief conclusions and ways of solving the problems described in this article are given.

Introduction. Quality assurance plays a pivotal role in the health industry. The countries of Western Europe demonstrate good outcomes of cancer care. The purpose of the study. This paper focuses on various backbones of quality assurance systems in oncology in Belgium, Germany, and the Netherlands. Material and methods. Authors retrieved information from PubMed (Medline), Google, and public websites. The key phrases related to the organization of quality management systems for cancer care were used. About 40 informational sources were selected, including scientific articles and media. Discussion. All reviewed countries equipped with the quality management structures affecting such cancer care aspects as: •Creating regulatory acts and policy for next-generation healthcare in oncology; •Employing the top-qualified personnel; •Updating the clinical guidelines and improving medical processes; •Organizing the cyclical processes for monitoring the quality of cancer care and patient needs; •Implementing the innovations; •Implementing the principles of «transparency» in assessing the quality of cancer care. Conclusion. It seems logical to further study Western Europe’s experience in developing quality management systems for cancer care.

SummaryDuring the 20th century understanding for quality has changed and international and national requirements for quality have been published. Therefore also medical branches started to establish quality management systems. Quality assurance has always been important for medical laboratories. Certification according to the standard ISO 9001 and accreditation according to the standard ISO 17025 have been the proof of fulfilling quality requirements. The relatively new standard ISO 15189 is the first standard for medical laboratories. This standard includes technical and management requirements for the medical laboratory. The main focus is the proof of competence within the personnel. As this standard is accepted throughout the European Union an increase in accreditations of medical laboratories is predictable.

The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.
