Based on the results of the analysis and assessment of the problem of meeting the growing needs of resource forest management in relatively densely populated areas with developed transport infrastructure, within the framework of the developed concept of ensuring the intensification of forest reproduction and use by creating forest plantations with silvicultural methods, one of the ways to solve the problem is to develop for the practical application of the target forest management systems for the creation of forest plantations of many special purpose resources, distinguished by relatively high ecological properties, potential for efficient integrated use of forest resources, which creates the possibility (due to their use) of preserving and reducing the intensity of exploitation of valuable forest ecosystems of natural and natural economic origin. To achieve this goal, based on the use of two types of technological organization of territories of different types of forests and potential productivity of cultivated plantation stands, the interrelated implementation of all activities of the forest regeneration cycle is provided. They are organically combined with a relatively intensive multi-purpose resource forest use throughout the forest reproduction cycle. In turn, effective measures for the protection and preservation of forests are ensured by integrating them into phased measures of thinning throughout all stages of forest growth, as well as by rational organization of the creation and use of forest plantations by silvicultural methods. At the same time, measures are provided for forest users to motivate the use of forest-established forest use - the creation and operation of forest plantations, taking into account the introduction of reasonable changes to the Forest Code to expand the possibilities of planted forest growing while preserving environmentally valuable forests.

The article considers modern transformations of forestry in Ukraine, including the specifics of its integration into the market environment. It is shown that the currently formed model of forest use has led to a continuous reduction of forest resources and deterioration of the quality of their structure. It is essential to revise the current model, including the forest management system. Currently, more than two thirds of the country's forest resources are available to the State Forest Resources Agency. However, due to the gradual transfer of the entire forest resource sector to market mechanisms of work, it is necessary to provide in advance to ensure its restoration, as well as the implementation of the most acceptable format of private forest use. The main result of the study is a conceptual vision of the new management structure. Due to the fact that in the future forestry will become more and more dependent on the private sector, the new management model should include exactly those tools that will be appropriate in market conditions. Currently, the State Agency for Forest Resources of Ukraine has very limited tools for such influence. The agency, when transferring the site for use, can only control the final result. However, the actual effectiveness of such control remains extremely low. In conditions when the bulk of wood will belong to private companies, it will be problematic to establish systematic monitoring in the country. That is why an effective economic and environmental mechanism of this type of control should be created in advance. Also, the transfer of forest use in the country requires early regulation of all production stages. That is, without such regulation it will be impossible to ensure proper compliance with the law. The introduction of market mechanisms for forest use should take place simultaneously with the introduction of comprehensive rules for the use of forest resources and the restoration of forest plantations. The main purpose of the article is to formulate the basis of a promising model of forest resources management in Ukraine. The problem is that now this area needs to be reformed and is in transition. The previous model of natural resource use in the country has led to a rapid reduction in the number of forest plantations.

Background and Objectives: Significant progress in developing European national forest inventory (NFI) systems could ensure accurate evaluations of gross annual increment (GAI) and its components by employing direct measurements. However, the use of NFI data is insufficient for increasing the efficiency of forest management and the use of wood, as well as for meeting sustainable forestry needs. Specification of forest characteristics, such as GAI and its components, identification of the main factors that impact forest growth, accumulation of wood, and natural losses are among the key elements promoting the productivity of forest stands and possibilities of rational use of wood in large forest areas. The aims of this research were (a) to validate the quality of forest statistics provided by a standwise forest inventory (SFI) and (b) to reveal the potential benefits of rational wood use at the country level through the analysis of forest management results, which are based on GAI, including its components derived from the NFI. Materials and Methods: SFI and NFI data from 1998–2017 were collected from 5600 permanent sample plots and used to evaluate the main forest characteristics. Potential wood use was estimated based on the assumption that 50–70% of the total GAI is accumulated for final forest use. Results: Mean growing stock volume (GSV) is underestimated by 7–14% on average in the course of SFI. Therefore, continuous monitoring of the yield changes in forest stands, detection of factors negatively affecting yield and its accumulation, and regulation of these processes by silviculture measures could increase potential forest use in Lithuania. Conclusions: Implementation of sample-based NFI resulted in an improvement of forest characteristics and led to an increase in GSV and GAI. Continuously gathered data on GAI and its components are a prerequisite for efficient forest management and control of the use of wood.

Forest landscape restoration is a widely accepted approach to sustainable forest management. In addition to revitalizing degraded sites, forest landscape restoration can increase the supply of sustainable timber and thereby reduce logging in natural forests. The current study presents a spatial land use optimization model and utilizes a linear programming algorithm that integrates timber production and timber processing chains to meet timber demand trade-offs and timber supply. The objective is to maximize yield and profit from forest plantations under volatile timber demands. The model was parameterized for a case study in Thai Nguyen Province, Vietnam, where most forest plantations grow Acacia mangium (A. mangium). Data were obtained from field surveys on tree growth, as well as from questionnaires to collect social-economic information and determine the timber demand of local wood processing mills. The integration of land use and wood utilization approaches reduces the amount of land needed to maintain a sustainable timber supply and simultaneously leads to higher yields and profits from forest plantations. This forest management solution combines economic and timber yield aspects and promotes measures focused on economic sustainability and land resource efficiency.

Climate change affects various aspects of the economy, agriculture, economics, and politics, including forestry. There is more and more talk about the real impact of the effects of climate change. This paper presents the results of a survey on the perceptions of two groups, foresters and recreational forest users, about climate change and its impacts on forested areas; 130 foresters and 146 recreational forest users participated in the survey (total n = 276). The survey was conducted from April to November 2019 and consisted of three parts. The first part included questions about the demographic characteristics of the respondents (gender, age, education, place of residence), the second part focused on the respondents’ views on climate change and its implications for forest ecosystems, and the third part focused on informal forest education and its relationship to climate change. The results of our study indicated that progressive climate change affecting forest ecosystems is clearly felt by the professional group related to forests such as foresters, and to a lesser extent by people using forests for tourism and recreation. According to foresters, the effects of climate change on forest areas include rapid changes in weather patterns and more frequent insect infestations. On the other hand, people resting in forests mainly observe the lack of snow cover and occurrence of drought. Informal forest education insufficiently covers the topic of climate change. Thus, our study can help guide informal education towards topics related to climate change and the need for sustainable forest use.

In early 2005, 10,045 ha Community Forests (CFs) were certified in Bajhang and Dolakha districts of Nepal by using the Forest Stewardship Council (FSC) certification scheme. After two years of forest certification, subsequent questions are being asked such as: What benefits have certification brought for the Forest Users Groups (FUGs)? What tangible differences are there in forest management system because of forest certification? and What lessons have been learnt from the certified forests? In an attempt to answer these questions, a study was carried out in April 2007 in Dolakha district where 11 (2,182 ha) community managed forests were certified in 2005. On the basis of field study from two certified forests (Vitteripakha and Suspa) of the district, this paper analyzes the effects of forest certification and its implications for enhancing Sustainable Community Forestry (SCF) in Nepal. The objective of this work was to analyze the legal arrangements on a very complex theme in the forest sector: the use of a species threatened with extinction, araucaria. After years of intense deforestation, linked to the country's economic growth, after 1960 decade, it was edited an array of regulations aimed to control the forest use through strict laws and expansion of the environmental bureaucracy. In 2014, MMA Decree 443, araucaria was included in the danger category, restricting any timber use, including the ones gathered under forest management. The justification for this inclusion comes from the population reduction, deforestation and logging. Regarding the justification of its inclusion, it is important to note the non-disclosure of official data, an obligation of the State, on the remaining area and number of individuals. Decree 443 collides with the Brazilian forest low removing rights, as forest management, not established by Law number 12.651 of 2012. It also defies the Complementary Law 140 which establishes reports and technical-scientific studies for framing the listed species. Nor does it comply with the steps required in article 5º MMA Decree 43, which precedes Decree 443. By analyzing the regulations regarding the araucaria and its commercial use: there is no law prohibiting the use, through management and planting; what exists are Decrees and resolutions. Whoever is in the messianic right to forbid the cutting of the species, subsidizes itself in Decrees and resolutions. Moreover, who believes they have the right to cut it, is not aware of the legislation.

This is due to the forestry sector and the potential to bring a source of income. Conflicts of authority or claims that occur in the field of forestry for at least related to the legal instruments governing on division of authority. To prevent possible conflicts of authority in the field of forestry, need to be investigated and disclosed on the basic principles of authority. Resolving conflicts of authority and determine who has the most right to manage forests, not enough to simply rely on the creation of new rules, but must begin with the affirmation of principles law and "enforcement" law.</p>

Abstract Customary forest utilization to improve the indigenous (adat) community welfare must be in line with local wisdom and preserving ecological function, even though they are no longer part of the state forest. In term of sustainable customary forest management, knowledge related to customary forest utilization and community welfare is getting significant to be study object. The paper aims to identify and analyse the determinants of indigenous community’s income. It was conducted in indigenous community of Kasepuhan Karang, Banten in 2018. Data collection was taken by purposive sampling, processed by ordinal logistic correlation and descriptive analysis. The results show the indigenous community has high level of dependence on the forest through on and off farm. From the respondents, the average income from forest use is below the regional minimum wage. While from the partial test results, it is concluded the land owned area and the livelihood type have a significant positive effect on the income level. Therefore, land distribution should be well managed due to conservation issue and livelihoods diversification to increase income level. Nonetheless, formal education level undetermined on income level. Informal education, capacity building of the community regarding to sustainable customary forest management needs to be organized.
