Abstract Taking account of the fact that the present national accounting system was set up thirty years ago (and the last revision dates back to fifteen years ago), one can judge national accounting as a blocked field. In spite of this situation, economists and statisticians still differ sharply on various aspects of national accounting. These subjects can be gathered in three categories: Conceptual aspects (production, final consumption, investment, transfers); Architecture of accounting (institutional sectors, input-output table, minor flows); Evaluation and measures (inflation accounting, deflationary techniques, underground economy). This survey suggests that national accounting will certainly continue to arouse the attention of both scientists and users for the years to come.

In this paper, we employed a new inter-country input-output table where China’s productions are differentiated into domestic use, processing exports and non-processing exports (WIOD-DPN table), to compare the CO2 emissions responsibilities of 13 major regions under producer, consumer and shared accounting systems. The results show that the CO2 emissions responsibility of advanced countries would become less when the accounting system is changed from a consumer system to a shared system, while that of emerging countries are on the contrary. The degree of these changes depends on the value-added received by the production countries from the global value chain.

The macro-econometric model of Pakistan's economy by Naqvi et al. (3) is the first completed work in a renewed effort to model significant economic and social activities and issues in Pakistan. One of the current modelling efforts in which the authors are participating aims at combining elements from the macro-econometric model, inter-industry relations, factor market relations, and social accounting frameworks. This effort is now made possible by the compilation of the relevant statistics relating to an input-output table and the social accounting matrix ....................................................................................................
