The article analyzes the individual components of the mechanism of administrative and legal regulation of relations in the domestic pharmaceutical industry at the present stage. Some problematic aspects of such activity are outlined. The legal bases of regulation of relations in the domestic pharmaceutical industry and the preconditions for reforming both the industry as a whole and its institutional component are determined. It is noted that the state policy in the pharmaceutical sector is implemented by public authorities, however, which, based on the constant change of the central executive system and decentralization reform, undergo quite frequent transformations, which directly affects the quality of their direct functions. In the pharmaceutical industry of Ukraine, there are a number of problematic issues, including corruption. One of the most painful problems facing the country is the problem of providing the population with quality and affordable medicines. The directions of activity of the domestic pharmaceutical branch are analyzed. It is noted that the administrative and legal regulation of relations in the pharmaceutical industry is an integral part of national management. The mechanism of administrative and legal regulation of relations in the pharmaceutical industry is considered as a system of tools (legal, organizational and institutional), which are components of the impact of this branch of law on public relations in the pharmaceutical industry and aimed at ensuring its proper functioning. The analysis of elements of administrative and legal regulation of relations in the pharmaceutical industry is carried out. The scheme of analysis and modelling inter-industry relations used by the Government of Japan in the planning and maintenance of economic proportions is considered. A scheme of the circulation of the Japanese economy has been prepared, coming out of the Input-Output table for 2015. On the basis of the input-output table of Japan (2015) it was prepared aggregated input-output tables of Japanese economy dimensions of 13 types of economic activity and 3 consolidated activities (primary, secondary, tertiary sectors). The Input-Output tables are prepared in a competitive-import version, which is the most common in Japan. On the basis of aggregated Input-Output Tables, the analysis of the development of sectors of Japan's economy during 1990-2015 was conducted. The classification of industries on the core ones, with direct influence as well as with inverse influence, etc. was carried out. Structural changes in GDP at final costs, production method and income categories are analyzed. A visual assessment of the volatility of the GDP structure was carried out. The factors of added value, import, impact are analyzed. The necessity of using aggregated input-output models to assess reproduction proportions, the state of the production system and its efficiency is substantiated. A promising direction of research and practical use is the use of the research schemes for studying and modelling the economy of Ukraine, for scientific and educational purposes, preparation of a competitive-import version of the input-output tables of Ukraine of different degrees of aggregation, conducting comparative researches of the development of economic systems, etc.

The paper is devoted to industrialization, which was the turning point of Russia's economic history, and to the resulting formation of the modern type national community of companies. From the perspective of the economic theory, the role of banks in the formation of a community of firms in the Russian Empire is considered in the article. The synthesis of two classical concepts is proposed: the decisive role of banks in public approval of innovation (Joseph Alois Schumpeter) and «the mission of banks» in the industrialization of backward states (Alexander Gerschenkron). It is concluded that not only German (as Gerschenkron believed), but also Russian banks fulfilled the historical mission of creating the large industry. On the other hand, under the direct influence of banks in Tsarist Russia a disharmonious community of firms was formed. It was characterized by hypertrophied large industry, underdeveloped small and medium-sized businesses as well as by the lack of an innovative sector. The responsibility of the banks is also enormous for syndicating Russian industry, which prevented the transformation of large Russian enterprises into efficient mass producers. In general, it is obvious that there is a strong and, at the same time, ambivalent (both positive and negative) influence of banks on the formation of the national community of firms. It seems that the past experience points to the need for state regulation of institutional bank-industry relations in our time.

The article deals with the problems associated with the differentiation of the limitation period and the time limit for applying to the court. The conclusion is made that it is impossible to attribute the limitation period to the preclusive period. The possibility of applying the limitation period to legal relations of different industry affiliation is analyzed. Based on the analysis of inter-industry relations of private law branches of law, the conclusion is made that it is impossible to use inter-industry analogy in the application of civil law norms on the limitation period to labor relations.

The existing domains of warfare are land, sea, air, space, and now cyberspace. Once President Obama addressed the public on the cybersecurity threat and Executive Order 13636 was issued, the government gained traction in creating policy and collaborating with industry to gain a better presence in the U.S. Industry owns, operates, and controls most of the critical infrastructure in the U.S. and is perceived to have better knowledge, skills, and abilities in cybersecurity operations and capabilities. This study seeks to fill a gap that currently exists in scholarly research in the areas of partnerships in cybersecurity. Using the innovative e-Delphi electronic method to collect qualitative and quantitative data from experts, this study explores the competency, expertise, and partnership aspects of the U.S. Government and industry relationship in cybersecurity organizations.

Government cybersecurity organizations have faced unique challenges in the last decade. With the release of Executive Order 13636 in 2013, an otherwise amorphous domain of warfare matured quickly and began to take shape in the areas of information sharing, industry relations, and various areas of management. This study seeks to fill a gap that currently exists in scholarly research in the areas of acquisition and program management in cybersecurity. Using the innovative e-Delphi electronic method to collect qualitative and quantitative data from experts, this study explores the contractual complexity, intellectual property, and risk management aspects of the U.S. Government and industry relationship in cybersecurity organizations.

The authors consider the option of improving the quality of training graduates of economic specialties. Analyzing the model of ensuring the equivalence of inter-industry relations in the agro-industrial complex on the basis of cooperation, it is concluded that consumer cooperation is the basis for the formation of harmonious industrial and economic relations in the agro-industrial complex, which will allow future specialists of economic orientation to master not only market principles, the legal basis for the functioning of an organization, but also to form they have a qualification of social responsibility for the team, local community, country. The generalized characteristics of the socio-psychological characteristics of the types of rural settlement based on the economic nature of agricultural production are supplemented by the authors in terms of the essence of cooperative relations that characterize the main areas of work. The article proposes a conceptual practice-oriented model of economic education based on the economic and psychological characteristics of consumer cooperation.
