Chapter three explores the British paid labour market and more specifically economic migration to the UK and its impact with the message that migrants contribute through taxation and alleviating labour and skills shortages. I discuss existing statistical data on UK’s labour force and its characteristics. This quantitative data is complemented with rich qualitative accounts from recent Polish women migrants to the UK. Different sectors of the economy are explored, in particular agriculture, hospitality, customer services and healthcare. These are said to be most reliant on workforce from the EU. Data on population characteristics is analysed taking into account the fact that it is ageing rapidly as is the rest of Europe. This increases the need for foreign-born labour to take on jobs unpopular with British workers, particularly when the EU labour force is younger and fitter in comparison to UK-born workers. This also suggests that after Brexit the UK is likely to experience issues with staff recruitment and labour shortages in certain areas of the economy. The chapter is supported by extracts from qualitative interviews with women migrants from Poland with the aim to bring in real-life stories from those who took advantage of the right to free movement.

In June 2016, after 43 years as part of the European community, the UK people decided to leave. In March 2017, the UK Prime Minister officially started the process of Brexit – the UK’s withdrawal from the EU. While Brexit was decided by a relatively small margin of people, one issue was key in the debates preceding the EU referendum. This was migration. People have been migrating since the beginning of time but today the issue of migration has been elevated to a key national concern. It is now one of the most contentious and divisive matters in the UK. This book investigates EU women migrants’ perspectives on the Brexit vote in the UK. It presents accounts from EU nationals and considers the wider implications in relation to precarity and the British paid labour market. This book offers important insights into the world of the UK paid labour but from the point of view of EU migrants and more specifically Polish women whose livelihoods have been disrupted by the Brexit vote and the decision that the UK should leave the EU whilst any solid guarantees with regards to migrants’ rights are yet to come from the UK government. Through analysis of new data generated in qualitative interviews, this book makes an original and grounded contribution to understanding the significance and impacts of the result of the Brexit referendum on migrant workers from the EU resident in the UK.

The independent Migration Advisory Committee (MAC) was created in 2007 after a decade in which the share of foreign-born workers in the British labour force doubled to 13 per cent. The initial core mandate of the MAC was to provide “independent, evidence-based advice to government on specific skilled occupations in the labour market where shortages exist which can sensibly be filled by migration.” The MAC's answers to these 3-S questions, viz, is the occupation for which employers are requesting foreign workers skilled, are there labour shortages, and is admitting foreign workers a sensible response, have improved the quality of the debate over the “need” for foreign workers in the UK by highlighting some of the important trade-offs inherent in migration policy making. The MAC can clarify migration trade-offs in labour immigration policy, but cannot decide the ultimately political questions about whose interests should be prioritised and how competing policy objectives should be balanced.

The UK Immigration Act 2016 is central to the Conservative Government’s drive to create a more hostile environment for potential migrants and current ‘illegal’ migrants residing in the UK. The Right to Rent provisions of the Act, which require private landlords in England to conduct mandatory immigration document checks on prospective tenants, or face sizeable fines and criminal prosecution, have been highlighted as a key facet of the legislation. Drawing on qualitative interviews with key experts and analysis of Home Office guidance documents, we argue the Right to Rent has turned the private rental market into a border-check, with landlords responsibilised to perform ‘everyday bordering’ on behalf of the State. This creates a potentially discriminatory environment for all migrants, as well as for British citizens who lack documentation and/or may be subject to racial profiling. It may also be forcing vulnerable, undocumented migrants into even more precarious housing situations.

The extent to which international high-skilled mobility channels are forming is a question of great importance in an increasingly global knowledge-based economy. One factor facilitating the growth of high-skilled labour markets is the standardization of certifiable degrees meriting international recognition. Within this context, we analysed an extensive high-skilled mobility database comprising roughly 382 000 individuals from five broad profession groups (Medical, Education, Technical, Science & Engineering and Business & Legal) over the period 1997–2014, using the 13-country expansion of the European Union (EU) to provide insight into labour market integration. We compare the periods before and after the 2004 enlargement, showing the emergence of a new east–west migration channel between the 13 mostly eastern EU entrants (E) and the rest of the western European countries (W). Indeed, we observe a net directional loss of human capital from E → W, representing 29% of the total mobility after 2004. Nevertheless, the counter-migration from W → E is 7% of the total mobility over the same period, signalling the emergence of brain circulation within the EU. Our analysis of the country–country mobility networks and the country–profession bipartite networks provides timely quantitative evidence for the convergent integration of the EU, and highlights the central role of the UK and Germany as high-skilled labour hubs. We conclude with two data-driven models to explore the structural dynamics of the mobility networks. First, we develop a reconfiguration model to explore the potential ramifications of Brexit and the degree to which redirection of high-skilled labourers away from the UK may impact the integration of the rest of the European mobility network. Second, we use a panel regression model to explain empirical high-skilled mobility rates in terms of various economic ‘push–pull’ factors, the results of which show that government expenditure on education, per capita wealth, geographical proximity and labour force size are significant attractive features of destination countries.

As data becomes established as part of everyday life, the ability for the average citizen to have some level of data literacy is increasingly important.  This paper describes an approach to teaching data skills in schools using real life, complex, urban data sets collected as part of a smart city project. The approach is founded on the premise that young learners have the ability to work with complex data sets if they are supported in the right way and if the tasks are grounded in a real life context. Narrative principles are used to frame the task, to assist interpretation and tell stories from data and to structure queries of datasets. An inquiry-based methodology organises the activities.  This paper describes the initial trial in a UK primary school in which twelve students aged 9-10 years learnt about home energy consumption and the generation of solar energy from home solar PV, by interpreting existing visualisations of smart meter data and data obtained from aerial survey. Additional trials are scheduled with older learners which will evaluate learners on more challenging data handling tasks. The trials are informing the development of the Urban Data School, a web-based platform designed to support teaching data skills in schools in order to improve data literacy among school leavers.

In a post-9/11 climate, Islamophobia has increased significantly in the UK and elsewhere in the West. ISIS-inspired terrorist attacks in the UK as well as in France, Belgium, Germany and, more recently, in Sri Lanka have triggered an increase in verbal and physical attacks on Muslims. Drawing on intersectionality (as a nexus of identities that work together to render certain individuals as ‘ideal’ targets to attack), veiled Muslim women are likely to experience gendered Islamophobia in the cyber world but also in ‘real’ life due to the intersections between their ‘visible’ Muslim identity and gender performance. In the British context, although Islamophobia is recorded as a hate crime nationally, and misogyny as a hate crime locally in some police forces, veiled Muslim women are unlikely to report their experiences to the police. Drawing on qualitative interviews with Muslim women who wear the niqab (face veil), the purpose of this article is to examine the ways in which they respond to experiences of gendered Islamophobia as well as their reasons for not reporting their experiences to the police.

Cases involving patients such as Mrs Yvonne Watts, who travelled from the UK to France for a hip replacement to avoid a ‘waiting list’ in the UK, relying on rights in European Union (EU) law, attract high levels of media attention. While the vast majority of patients are either unwilling or unable to travel across borders to receive health care, it is clear that some patients are seeking health care abroad. Although data on patient mobility within the EU are significantly limited, nevertheless, a relatively steady, small but not insignificant number of patients are moving across borders within the EU to receive health care. This paper considers the current legal framework on the rights in EU law of those patients who seek health care in another Member State. As the right to seek private health care abroad is (largely) non-contentious, and has been a well-established feature of EU law since at least the mid 1980s, the focus of this paper is on publicly or quasi-publicly funded health care.

On the eve of 60th anniversary of the Treaty of Rome, the UK voted to withdraw from the EU (so-called Brexit). The implications for European integration and EU policies are far from clear and require further investigation. This paper aims to answer: what does Brexit imply for European integration? What messages were sent to the EU from the UK referendum? Did EU leaders interpret these messages and implications correctly and did they respond with the right policy? After examining the competing interpretations, this paper argues that the sharp divisions between different socio-economic classes shown in voting behaviour highlight the imperative of addressing economic inequality and distributive injustice, which are rooted in the structural flaws of EU governance and have been aggravated by the mismanagement of the Euro crisis. To move European integration forward and to keep a ‘political Europe’ sustainable, a ‘social Europe’ making an ‘economic Europe’ more inclusive and fair is required.
