AbstractQuadruple and Quintuple Helix innovation systems are based on democracy and ecology. Two propositions are here key: (1) without a democracy or knowledge democracy, the further advancement of knowledge and innovation are seriously constrained, so in that sense, knowledge and innovation evolution depend on democracy and knowledge democracy; (2) ecology and environmental protection represent a necessity and challenge for humanity, but they also act as drivers for further knowledge and innovation (this should lead to a win–win situation for ecology and innovation). Therefore, for an innovation system to be a Quadruple/Quintuple Helix innovation system, the political regime hosting these helixes needs to be democratic in essence, not just in form. The next stage in evolution of innovation systems may be that this also will require a “democracy of climate” (promoting a social, cultural, economic, and political “climate for democracy”), where democracies as innovation enablers are creating innovation that regard the ecology as a crucial driver for further innovation and for responsible innovation.

Key words: Financial innovation, legal risk, self-regulationAbstract. In this paper we discuss about the legal effects that a financial innovation can produce. By its novelty, the innovation can imply a change in regulation, although the financial activity goes towards its self-regulation. Our aim is to present a taxonomy in six categories of legal risks that we find associated to a financial innovation. These categories depend on thestate and evolution of regulation (a posteriori reaction and guide for self-regulation) and on the types of innovation (system, process and product).Palabras clave: Innovación financiera, riesgo legal, autorregulaciónResumen. En este artículo discutimos sobre los efectos legales que puede llegar a tener el fenómeno de la innovación financiera, que por la novedad que implica puede derivar en un cambio legislativo, aun cuando lo cierto es que la dinámica del sector tiende cada vez más a un fenómeno autorregulador que el Derecho no puede seguir. Plateamos una división en seis categorías de los riesgos legales asociados a una innovación financiera teniendo en cuenta (i) el estado y evolución de la normativa (reacción a posteriori y guía por la autorregulación),y (ii) los tipos de innovación existentes (de sistema, de proceso y de producto).

Tradeoffs between economy, safety and environmental protection have become a great concern for China’s coal enterprises since long time ago. One promising solution is the green technology innovation in the coal enterprises. The problems existing in China’s coal enterprises are briefly introduced at first, and then the following steps are proposed to fully develop the green technology innovation system. Firstly, the concept of green technology innovation is introduced. Secondly, education of sustainable development should be promoted. Thirdly, organization systems that are compatible with the green technology innovation should be built. Last but not least, green technology innovation should be a target for development strategies of the enterprise.
