Abstract In the coalition agreement from February 7, 2018, the new German federal government drafts its public pension policy, which has to be evaluated against the background of demographic dynamics in Germany. In this paper, the consequences of public pensions related policy measures for the German public pension insurance are illustrated using a simulation model. In the long run, the intended extensions of benefits would lead to an increase in the contribution rate to the German public pension insurance of about two and a half percentage points. Referring to pension systems of other countries, we discuss measures in order to limit this increase in the contribution rate.

Zusammenfassung Der Beitrag untersucht die Entwicklung der RfA, dem Versicherungsträger der Angestellten, als Teil des NS-Herrschaftssystems und im Kontext der nationalsozialistischen Rentenpolitik. Dabei geht es zum einen um die RfA als Behörde und den Prozess ihrer Transformation zu einem Teil des NS-Verwaltungsstaates, zum anderen um die Probleme der Umsetzung von Rentengesetzen aus der Perspektive der RfA am Beispiel des Handwerker-Versorgungsgesetz, und drittens schließlich wird die Diskriminierung und Exklusion von jüdischen Versicherten und Rentnern aus der Angestelltenversicherung thematisiert. Sustainability is an urgent issue in the basic endowment insurance system in China. The advancement of the national pooling and the transfer of collection responsibility from the social security department to the taxation department are the policy measures taken to ensure the sustainable development of the endowment insurance system. In this circumstance, this paper discusses the solvency of the national pooling account fund of basic endowment insurance when the enterprise contribution rate drops to 16% by constructing an improved theoretical actuarial model. The conclusion shows that under the national pooling mode of peeling off historical debt and personal account, even if the contribution rate drops to 16%, the basic endowment insurance fund in China will still have strong solvency in the long run. In addition, due to the transfer of the collection responsibility of the basic endowment insurance, the proportion of the actual number of payers to the number of in-service insured will gradually increase to 100%, and the calculation results in this paper show that the bankruptcy scope of China’s basic pension insurance funds will be postponed to the year of 2113. This study enriches the relevant literature and solves a policy concern in the reform of China’s basic endowment insurance system: Does reduction of contribution rate affect the sustainability of the basic endowment insurance system?

AbstractThis article maintains that the recent wave of pension privatization has been spurred largely by rising pension expenditures and chronic capital shortages. Many policymakers in Latin America and around the world believed that privatizing their public pension systems would boost their domestic savings rate and resolve the systems' financial problems, thereby reducing their dependence on unstable foreign capital and freeing resources for other, more productive uses. There is no clear evidence that pension privatization will bring these economic benefits, however. To understand why policymakers held these beliefs, we must examine how ideas about pension privatization have formed. Two particularly important factors are the Chilean model and the World Bank's growing influence on pension policy. A probit analysis of the determinants of pension privatization provides support for these arguments.

Problem setting. The pension system is an area in which economic and social relations are intertwined. Its functioning depends on external and internal factors, at the same time the pension system itself has a very diverse impact on various processes of society, including the processes of reproduction of labor. We must state that the process of reforming the pension system in Ukraine has always been too politicized, which has led to inconsistent actions and unsatisfactory results in the long run. None of the Ukrainian governments has been able to achieve a decent standard of living for the elderly at an affordable price. The large deficit of the Pension Fund - the gap between pension obligations to retirees and income, continues to threaten economic stability and push to the background the necessary investments in health care, education, infrastructure and defense. Target of research is to reveal current issues related to the introduction of the funded pension system. Analysis of resent researches and publications. Researchers such as V. Zhernakov, V. Kostyuk, O. Protsevsky, A. Slyusar, M. Shumylo, V. Shcherbyna, and others were engaged in research in the field of pension provision. Article’s main body. The article covers the issues of levels that exist in the pension system of Ukraine. The essence of the functioning of the solidary pension system is revealed. These problems that currently exist regarding the pension provision of citizens are mentioned. The system of voluntary non-state pension provision is described, it is indicated that it is based on non-state pension funds. It is determined that the accumulative pension system is based on mandatory pension insurance, which is based on the principles of the distributive and accumulative pension system. Emphasis is placed on the fact that the funds that will accumulate in the pension accounts of citizens will be the property of these citizens. It is concluded that the process of reforming the pension system in Ukraine has always been too politicized, which has led to inconsistent actions and unsatisfactory results in the long run. The author outlines a number of fundamental issues regarding the construction and implementation of the funded pension system in Ukraine. It is noted that funded pension systems of the second level with defined contributions can demonstrate different construction options, active or passive investment strategies, investment choice options and investment managers and payment options. It is concluded that mandatory pension systems, both state solidarity and fully or partially accumulative, are only tools that determine the method of distribution of future consumption between economically active and inactive members of society. There are a number of prerequisites that are necessary for the effective implementation of the mandatory funded pension system. Conclusions. Our state must still introduce a funded pension system, because the solidarity system has experienced a crisis, and the pension provision of our citizens must be decent. There must be a reasonable approach to its effective implementation, and, of course, citizens' awareness and confidence in their retirement future.

The article shows that depending on the goals pursued by the federal government and the available interbudgetary tools a different design of infrastructure mortgage is preferable. Three variants of such mortgage in Russia are proposed, each of which is better suited for certain types of projects and uses different forms of subsidies. According to our expert assessment the active use of infrastructure mortgage in Russia can increase the average annual GDP growth rate by 0.5 p. p. on the horizon of 5—7 years. In the long run the growth of infrastructure financing through the use of infrastructure mortgage could increase long-term economic growth by 0.9 p. p., which in 20—30 years can add 20—30% of GDP to the economy. However, the change in the structure of budget expenditures in the absence of an increase in the budget deficit and public debt will cause no direct impact on monetary policy. The increase in the deficit and the build-up of public debt will have a negative effect on inflation expectations, which will require monetary tightening for a longer time to stabilize them.

Progressives who opposed the Trump administration’s policies found themselves repeatedly relying on constitutional principles grounded in federalism, separation of powers, and free speech to resist the federal government. Although many progressives had either criticized or underemphasized those principles before Trump, the principles became vital to progressive causes after Trump was elected. Using dozens of examples from the ways in which Trump abused presidential powers, this book explains how the three sets of principles can help mitigate the harms that autocratic leaders in the Trump mold can inflict on both democratic institutions and vulnerable minorities. In doing so, the book urges progressives to follow this rule of thumb in the post-Trump era: if a constitutional principle was worth deploying to resist Trump’s harmful policies and autocratic governance, then it is likely worth defending in the post-Trump era even if it makes the short-term attainment of progressive objectives more difficult. This type of principled constitutionalism is essential not only because being principled is good in and of itself, but also because being principled in matters related to federalism, separation of powers, and free speech will help both advance progressive causes over the long run and reduce the threats posed by future autocratic leaders in the Trump mold to our system of self-governance, to our democratic values, and to traditionally subordinated minorities. Going forward, progressives should promote and defend constitutional principles grounded in federalism, separation of powers, and free speech regardless of whether they have an ally or an opponent in the White House.
