<p>Rural economies across North America continue to see the positive impacts of the rise of the local food movement and the evolution of the local food system. Local food is a fluid definition impacted by several factors. Government policy, geography and the personal relationships that develop between producer and consumer all play a part in shaping what is local. This has altered how consumers interact with the local food economy and has given rise to direct-farm marketing and agri-tourism as ways to participate in the local food system. Using examples from northern Durham Region, this paper examines how rural economies are impacted by the growing demand for access to local food and how that translates into direct impacts for the local economy. </p><p><strong>Keywords: </strong>local food, local food movement, rural economies, direct-farm marketing, food economy</p>

The local food movement provides sustainable food, but often suffers from a lack of economic viability. We examine the need for concerned consumers, qualified growers, and responsible retailers. Concerned consumers are individuals who desire food from somewhere, but must shop at food retailers. Qualified growers sell sustainable food from somewhere, and must be able to set their own prices. Responsible retailers provide consumers with food from somewhere. Taken together, currently there is no good system in place to allow for large scale purchases and long term sales of food from somewhere for a retailer. To solve this, we propose a benevolent wholesaler model, in which stock keeping unit (SKU) numbers are given to each type of product from each farm. This enables tracking of the origin of the produce by retail customers and individual consumers, while retaining the attributes of a food system that allow for large scale purchases and long term sales. Such systems are no less sustainable, but potentially provide enhanced economic viability for producers.

It emphasizes the need for shorter supply chains and champions local food systems by focusing on the structural forces that currently control the food system.

Scholars remain divided on the possibilities (and limitations) of conceptualizing social change through a consumer-focused, “shopping for change,” lens. Drawing from framing theory and the concept of the democratic imagination, we use a case study of “eat-local” food activism to contribute to this debate. We ask two questions: first, how do activists in the local food movement come to diagnose and critique the conventional industrial food system? and second, what roles do they envision for participants in the sustainable food movement? We address these questions by drawing from activist interview data (n = 57) and participant observation of the eat-local movement in three Canadian cities. Our findings illuminate a mixed picture of possibilities and limitations for consumer-based projects to foster social change. On the one hand, the diagnostic frames presented by food activists suggest skills in critical thinking, attention to structural injustice, and widespread recognition of the importance of collective mobilization. This framing suggests a politically thick democratic imagination among eat-local activists. In contrast, when it comes to thinking about prescriptions for change, activist understandings draw from individualistic and market-oriented conceptualizations of civic engagement, which indicates a relatively thin democratic imagination. These findings demonstrate that despite the sophisticated understandings and civic commitment of movement activists, the eat-local movement is limited by a reliance on individual consumption as the dominant pathway for achieving eco-social change.

Despite Costa Rica’s efforts to promote international tourism, the economy continues to struggle with unprecedented unemployment rates due to the COVID-19 pandemic. This is especially concerning for tourism-dependent regions, such as the Monteverde Zone, where most residents have abandoned land-based livelihoods in favor of tourism. This study uses photovoice to illustrate the ways that small-scale food producers have adapted to the unique challenges of the COVID-19 global pandemic in a region that was already experiencing a loss of agrarian identity. Overall, local food producers have been affected by the diminished tourism economy through the closing of restaurants and the decrease in tourists, causing them to experience crop loss. Food producers have adapted to the economic impacts of the pandemic by re-investing their efforts into a local economy. As part of this shifting strategy, some food producers have begun to expand, diversify, and embrace an approach to growing food that is in line with building more resilient models of food production and engaging with their clients in different ways. Using community-based participatory methods, this study illustrates how food producers have adapted to changes brought on by the pandemic, re-positioning some of these rural agrarian actors as prominent figures in the local food movement.

In recent years, the whiteness of the local food movement has been an increasingly popular topic in both academic and popular discourse. In what ways have those within this movement responded to critiques of exclusionary whiteness and privilege? Drawing on interviews with local food advocates in Kansas City (KC), this article explores the discourses and practices used within the movement in response to questions of equity and racial justice. It argues that in KC, one way that local food movement advocates react to these critiques is by discursively celebrating “diversity”—a response that actually works to further conceal racialized inequality and to maintain systemic white privilege. Within this case study, this “diversity work” took the form of counting and celebrating phenotypic diversity in local food spaces. In KC, this manifests as a celebration of new U.S. immigrants—a form of diversity work that is easier to engage in than calls for deeper, structural changes in the food system. This diversity work, whether intentionally or not, depoliticizes discussions of food systems reform and distances local food advocates from the responsibility to address deeper inequities. Such findings illustrate some of the narratives and practices that help sustain structural racial inequality in local food systems amidst a shifting broader discourse that calls for the dismantling of white privilege within many social movements.

AbstractSince 2009 the US Department of Agriculture (USDA) has funded over 2600 local food initiatives. However, the economic impacts of these policies remain unclear largely due to data deficiencies that preclude the understanding of differential expenditure patterns of farms participating in these local market channels (both in terms of what inputs they require, and where the inputs are purchased—local or not). This paper utilizes two unique data sets from samples of producers in New York State (NYS) to build expenditure profiles for local food system participants. We employ USDA Agricultural Resource Management Survey data as a robustness check on our results. The primary contribution of this paper is to provide preliminary evidence that local food system participants in NYS have different expenditure patterns than farmers who do not sell through local food markets. We show that farmers with local food sales have higher reliance on local labor and other variable expenses as primary inputs than farms without local food sales, and that local food producers spend a higher percentage of total expenditure in the local economy. Based on our results, we recommend that future economic impact assessments utilize revised expenditure profiles that more accurately reflect inter-industry linkages of the local food sector.
