Despite increasing demands for the reform of oil subsidies, the United States government fails to enact substantial reform policies on the issue. The paper visits the biggest unresolved cleavage in the environmental policy literature where there have been no attempts to quantitatively assess the influence of lobbying and mass participation on the policy-making process. It thus attempts to quantify and examine various factors behind legislators’ votes, and the results are hard to square with a pure lobbying model. While the role of lobbying is certainly not ruled out of the explanatory model per se, this paper observed that congressional preferences may instead also be driven by the voter perception towards environmental regulation in each state. The thrust of the argument is that lobbying, while being a decisive factor, may not be the only one influencing legislators’ decisions for the oil subsidy reform bills. This study hypothesizes that the exchange model theory might not fully provide an explanation of why oil subsidies continuously fall through. It suggests that oil politics may instead follow the neo-pluralist model: While lobbying is an important factor in voting results, legislators are mindful of voters’ perspectives in spite of the fact that they are unorganized—and that they might in fact be even more powerful determinants than the lobby variable.

Recent scholarship on inequality and political representation argues that economic elites are dominating democratic policy-making, yet it struggles to explain the underlying mechanisms. This article proposes that unequal responsiveness reflects asymmetries in information about fiscal policy across income classes, as opposed to being a structural bias inherent in capitalist democracy. I test the argument in a pathway case study of economic policy-making in Denmark, using a new data set that combines preference and spending data spanning 18 spending domains between 1985 and 2017. I find that governments that pursue standard macroeconomic policies coincidentally respond more strongly to the preferences of the affluent, owing to a closer adjustment of preferences to the state of the economy among citizens in upper income groups. These findings have important democratic and theoretical implications, as they suggest that unequal responsiveness may not reflect substantive misrepresentation of majority interests, but rather differences in information levels across groups.

This paper explores the role of identity-based, or discriminatory, policy in facilitating the outbreak of ethnopolitical violence in India. A discriminatory policy is the merging of communal group identity with the state apparatus. It is argued that as the Indian government enacts policies beneficial or discriminatory to particular identity groups within the country, other groups feel threatened. Groups who feel disadvantaged by the policy may begin to fear for their own security and political interests motivating them to rebel. When focusing on Indian policy and ethnopolitical violence during the period 1945 to 2000, the authors find that, although there are many cases of seemingly spontaneous episodes of violence, when identitybased policies do occur, they are often followed by violence and/or protest.

The advent of MMP may make a considerable difference to the way law is practised in New Zealand. It will change both the policy making environment and will ultimately change aspects of the legal environment. In essence, MMP is going to alter the distribution of public power in New Zealand. The changes in the way our system of government operates will have significant implications for the legislative process, decision making within the executive government and it is suggested, the role of judiciary and the legal profession. The focus of this paper is the possible impact of MMP on the alignment of our parliamentary and judicial functions. On the issue of policy making I will discuss the extent to which these roles may overlap and the desirability of such an occurrence. As a case study I will discuss the impact of judicial activism in the context of New Zealand's employment contracts legislation. Finally, I will examine the role of lawyers as advisors in the new regime.

This article examines how we can best understand the role of media activity in the policy-making process. The idea of policy-making as a rational, logical and objectively informed procedure is challenged, and attention is given to the mythic-narrative techniques used in the media to constitute social problems. This is done by way of a case study of Melbourne press reports on the ‘supervised chroming of children’ in early 2002. Based on the assumption that journalism functions first and foremost as a form of storytelling, I focus on two specific rhetorical techniques employed by media workers. I first draw on Cerulo's (1998) classifications of victim/perpetrator sequences before turning to the mythic elements of storytelling.
