This paper explores the problem of harmonization of educational thesaurus which requires urgent attention in the process of creating European Higher Education Area and developing of common educational standards. All policy documents, the reports of the European Council and guidliances contain key educational terms that require proper understanding and interpretation in both the member states and in countries that are at the stage of European integration. The paper also reviews the issue of the coordination of international educational thesaurus with the national one, what raises the question if it is possible to unify educational terminology in Europe and beyond? Besides, the authors make an overview of the genesis of the competence movement in the EU, the USA, Australia and Ukraine to evaluate this question. It has become evident that there is still considerable misunderstanding of the integrated approach to concepts of competence and competency. These definitions are found to be too broad, abstract and general and not unified for higher education both on international and national levels.

The article examines the concept of “pedagogical interaction” in the context of changes caused by European integration and globalization processes in education. The content and structure of this concept are specified. The attention is focused on the personality of a university lecturer as a subject of pedagogical interaction and an agent of changes in the system of national higher education. We have developed the diagnostic tools for studying changes in the nature of pedagogical interaction caused by European integration influences. The opinion of scientific and pedagogical staff of the National University of Life and Environmental Sciences of Ukraine on current priorities of pedagogical communication is investigated.

The rating positions of most Ukrainian higher educational establishments in the global international environment have not received any positive changes over a long period of time. Progressive regulatory changes are necessary to stimulate internal university reforms within the context of European integration. The purpose of the present work is to develop organizational-methodological measures in order to increase the efficiency of scientific-pedagogical activity in higher educational establishments of Ukraine. The following methods were used for the research: Monographic, historical, comparative, generalization, formal-logical, analysis and synthesis, categorical approach, observation, interviewing, graphic, benchmarking and forecasting. The concept and methodology of managing efficiency in the post-Soviet transformation of higher education has been grounded. The mechanism of utilizing re-engineering and motivational management in the process of implementing European integration objectives for university education in Ukraine has been suggested. The system of normative indices has been formed to stimulate the effectiveness of the scientific-pedagogical activities of universities, with the complex focus on the marketing of educational services, innovations and quality. The authors’ mechanism of the accumulating system to stimulate scientific-creative activity of workers has been developed and put into practice. Procedures for scoring theproductivity level of scientific staff in universities have been described based on grading.
