Abstract The work “Comparative analysis of consulting services in five European countries” intends to offer a general picture of consulting services from five European countries (Germany, United Kingdom, Italy, Finland and Romania), through comparative analysis of the indicators presented in FEACO studies: increasing rate of turnover of the consulting market, export level, the evolution of the number of consultant, the evolution of the fees of the consultant, types of consulting services, main field where the clients that request consulting services come from. The main motivation of this research consisted of understanding the reasons for which the transformations that occurred on the consulting market are perceived differently by each of the countries that were analysed. A first step in the process of understanding the management consultancy is represented by defining it, first according to the vision of well-known authors, experienced consultants and secondly, according to the vision of profession organism on international and local level. In order to understand the way consultancy evolved in time it is necessary to present a short history with focus on the moments that led to the transformations which we have nowadays in this industry. The last part of the work was dedicated to the comparative analysis of the consultancy markets in the five countries. The novelty degree of the work is represented by the fact that all the strong points identified in the case of the four countries (Germany, United Kingdom, Italy, Finland) will constitute possible development directions for the Romanian consulting market.

The theory of organizational culture by G. Hofstede, the section of individualismcollectivism is defined as interdisciplinary foundations. The autonomy and independence of local self-government, contained in Russian and European legal provisions, is not the norm, it has been proven to increase the level and is an element of the social capital of developed countries. In this model, elements of public administration at the local level, their interaction and influence on the final result of the activities of local authorities are proposed. The category elements included in the model were obtained by the method of comparative analysis with the identification of differences in local government systems in the process of their strategic development.

Implementation of local-level spatial plans is of paramount importance to the development of the local community. This paper aims to demonstrate the importance of and offer further directions for research into the implementation of spatial plans by presenting the results of a study on models of implementation. The paper describes the basic theoretical postulates of a model for implementing spatial plans. A comparative analysis of the application of elements and models of implementation of plans in practice was conducted based on the spatial plans for the local municipalities of Arilje, Lazarevac and Sremska Mitrovica. The analysis includes four models of implementation: the strategy and policy of spatial development; spatial protection; the implementation of planning solutions of a technical nature; and the implementation of rules of use, arrangement and construction of spaces. The main results of the analysis are presented and used to give recommendations for improving the elements and models of implementation. Final deliberations show that models of implementation are generally used in practice and combined in spatial plans. Based on the analysis of how models of implementation are applied in practice, a general conclusion concerning the complex character of the local level of planning is presented and elaborated.

The increasing interest in the protection of the agricultural landscape as a category of heritage can be observed both in the growing number of globally recognized agricultural landscapes and in the development of new legal and institutional tools for their protection. The multifunctionality of agriculture, involving the multiplicity of interests and actors, engenders the questions of how and who manages the heritage agricultural landscapes at the local level? The research aims to provide an empirical model for the identification and evaluation of the local governance models used in the management of multifunctional agricultural landscapes. It focuses on two heritage agricultural landscapes in Italy and bases on field observations, semi-structured in-depth interviews with the local stakeholders and comparative analysis of the case studies. The research draws the map of interaction between the local stakeholders. It outlines the crucial role played by the local governing bodies in the management of heritage agricultural landscapes, involving several administrative and sociocultural units.
