The paper presents the challenge of establishing a substantial governance framework of local government provision of tasks and services. The assumption that this end is highly dependent on the implementation of total quality management paradigm has led us to base our work on the Common Assessment Framework model. The research discusses the case of pre-school education. The main research question is how the representatives of the municipality, responsible for pre-school education, understand their role and accountability in the process of the provision of local government genuine services and tasks. As the main methodological result of the research is approved that the questionnaire based on the CAF model can help to discover the main opportunities for improvement of governance of genuine local government tasks. The results of the survey on pre-school education show that local governments are in control of financial matters and that their strategic focus is limited to the investment aspect. The accountability for quality management was approved as a key opportunity for improvement of local government governance.

The article discusses the issue of centralization tendencies in Poland. It constitutes an attempt to present this process in the context of the functioning of public administration in our country. The main research question is whether centralization was constantly present during the 30 years of creating a new model of public administration in Poland, or whether it was strengthened after 2015. The financial independence of local government units is also a crucial aspect of the analysis. The article correspondingly focuses on the resistance of the government administration during the implementation of local government reforms. Importantly, what is factored in as well is the change in the perception of the position and the role of local governments in the political system after the 2015 parliamentary elections by the new government camp. Analysis of the past provided the precedent premises for strong centralization tendencies, in particular, the traditions of the strong state administration of the Second Polish Republic after the May coup in 1926 and during the People's Republic of Poland.

Total Quality Management (TQM) launched to be used at local government structure by the 1990s onwards in Turkey. Local governments, especially the municipalities, have been facing with numerous problems at service provision in Turkey. TQM is generally mentioned as an approach that is generating positive results for municipal administrations such as strengthening the municipalities in respect of effectiveness and efficiency, improving the quality of the local services, and facilitating municipalities in maintaining their power. The first objective of the study is to search the emergence of TQM for municipalities in Turkey with the examination of key projects and five-year development plans. In the second step, the TQM significance for local governments has been searched and the key benefits of TQM on municipal administrations in Turkey have been defined. Thirdly, strategic plans of Aegean Region provinces’ municipal administrations in Turkey have been evaluated in terms of TQM reflection to their strategic planning processes.
