In the 1990s several countries in Africa adopted decentralisation policy reforms that coincided with a renewed interest in traditional institutions. This development has since sparked an intense debate on the compatibility of traditional systems of governance with decentralisation. The present article documents a case study conducted in Uganda’s Karamoja sub-region, a stronghold of traditionalism despite local government reforms. It concludes that although the traditional system of governance could help to link local communities with the modern local government system, the two structures have not been harmonised. Instead, they run on parallel and contradictory paths, which has had negative consequences for local governance and service delivery. The paper advocates blending the two to form a hybrid system in which they complement each other rather than being a source of conflict.

Background. Patient Perceived Value (PPV) provides a valuable perspective to explain why the government reforms on health system in terms of functional medical treatment performance improvement did not decrease the crowded waiting line or increased patient satisfaction in China. Methods. Questionnaires comprising seven constructs were sent to patients from seven highly recognized hospitals in Zhejiang Province of China. It was collected via face-by-face in a twelve-month period (2019), and 2586 valid data were collected for SPSS statistic accordingly. Results. Besides the significance of the functional medical treatment values (such as the treatment effectiveness, accurate price, standardization, and normalization), the emotional values (reasonable waiting time, convenient accessibility, communication with doctors/nurses) were significant in patients’ consciousness. Patient medical treatment seeking preferences were affected by patients’ background characteristics and perceived value, which consequently produced differentiated patients’ satisfaction. Patients’ characteristics, which related to the age, gender, illness conditions, educational, and income level, would have different demanding in medical treatment seeking. These young female patients in outpatient or in mild illness conditions with higher educational and income levels tend to be relatively high in timing and convenience demanding. Conclusion. This result would change the policy maker and hospitals to considerate the patients’ emotional value as well as functional value in providing medical treatment. Classified patients’ time arrangement tactics consistent with distinguished characteristics, equipped up with convenient accessibility and interconnected medical treatment environment design, can create valuable patients’ satisfaction in China.

This paper examines the issue of student choice across subject streams in recent government reforms to China’s National College Entrance Exam (NCEE). Utilizing data from a case study of an urban high school in Beijing, it argues that student choice of subjects across previous streams of science or fine arts runs counter to existing institutional structures at the secondary and higher education level, consideration of pedagogical techniques that differ by streams, and a “bias” for science grounded in sociohistorical concerns of national development.

<p>The role of local government and specifically the concept of community governance have been the focus of much attention in recent years. For much of its history, local government was typically viewed by governments and citizens as a conservative sector, valued for its dependability rather than for innovation and its services rather than for its role in promoting community well-being. Public sector reform, globalisation and increasing demands by citizens have increased awareness of, and appreciation for, the potential for local governments to work with other organisations to address complex policy and management issues. These pressures have compelled the sector to innovate, and venture into areas that were previously considered to be outside its remit. Local governments the world over have therefore undergone extensive programmes of reform, often aiming to reorient councils from service delivery roles to broader roles concerned with community well-being, strengthening community leadership, and steering local and regional service providers towards local goals and strategic objectives. This trend has been characterised as a shift from local government to ‘community governance’ (Rhodes 1997, Stoker 2000). Local government in New Zealand is no exception. The Local Government Act 2002 (LGA 2002) broadened local government’s powers and purposes, introducing a collaborative, citizen-centred style of working within a framework oriented to securing community well-being and sustainable development. This research examines the concept and practice of local and community governance, internationally and in New Zealand. Its focus is the local government reforms introduced in New Zealand over the last two decades, and specifically the role of community governance. It uses several research methods to assess options for strengthening community governance in practice. The primary method is the development of a model which examines 10 dimensions of the New Zealand system to assess the degree to which they are able to achieve community governance. In addition, the approach to community planning undertaken by a sample of local authorities is examined to assess the degree to which councils are using this mechanism as an instrument for strengthening community governance. Further, a number of local government participants were invited to answer a range of questions about three alternative governance scenarios designed to test whether or not there is an ‘ideal’ local government structure for achieving community governance.</p>

Research on Latinx athletes and their communities is a significant contribution to sports studies. Recent studies on sports in Latinx communities have highlighted regional teams, transnational relationships, race and ethnicity, and sociopolitical structures. Still, the need continues for more attention on Latinx sport identity and community. Although basketball originated in the United States, the sport played a significant political role in regions throughout Latin America and the Caribbean. For example, in Mexico, President Lázaro Cárdenas (r. 1934–1940) introduced government reforms that included promoting sports; thus, in Oaxaca, Catholic missionaries used basketball as a socialization tool to strengthen relationships in rural communities (see Rios 2008 [cited under Society and Culture]). Rios 2019 (cited under Society and Culture) and Garcia 2014 (cited under History and Geography) are the primary texts dedicated to the history of basketball in Latin America and the importance of basketball to Latinx communities in the United States.
