Since the 1990s, sanctions senders like the European Union, the United States, and the United Nations have been imposing visa bans and asset freezes on individuals as a key element of their sanctions packages. Notwithstanding the growing centrality that individual sanctions have acquired in international sanctions practice, little is known about the impact of sanctions listings on designees. Some researchers have scrutinised targeting choices, while others have explored the effects of sanctions on designees. However, no study has yet examined the fit between targeting choices and impacts on designees. First, we interrogate the theory of targeted sanctions to identify the expectations that it generates. Second, we examine the effects on designees and contrast them with the targeting logic of the sender, in a bid to ascertain their fit. Our analysis of the cases of Côte d’Ivoire (2010–2011) and Zimbabwe (2002–2017) benefits from original interview material.

This chapter examines the intervention in Côte d’Ivoire by French and UN Forces following the disputed elections in Côte d’Ivoire. It begins by setting out the facts that led to the 2011 post-election violence and the sets out the facts surrounding the intervention by French and UN Forces. It then sets out the positions of the main protagonists (mainly France, ECOWAS, the United States and the UN Secretariat) and the positions of other member States of the United Nations (in particular Russia, Brazil and South Africa). The chapter then assesses the intervention, in particular by the French forces, against the content of the authorising resolution (UNSC Res 1975). It also assesses whether the responsibility to protect doctrine could provide authority for the intervention.

Abstract While the current practice of the United Nations Security Council, the European Union, and the United States leans towards imposing only targeted sanctions in most of the cases, private actors often complain about inability to process financial transactions, ship goods, or deliver services in countries where sanctions targets are located. The impact of sanctions often ends up being widespread and indiscriminate because sanctions are implemented by for-profit actors. This article investigates how for-profit actors relate to the imposition of sanctions, how they reflect them in their decisions, and how they interact with the public authorities. The findings of our research show that for-profit actors, with the possible exception of the largest multinationals, do not engage with public authorities before the imposition of sanctions. The behaviour of for-profit actors in the implementation phase is in line with the assumption of firms and business as profit-maximisers. Weighting the profits from business against the costs of (non-)compliance and make the decisions that in their view maximise their profit. Indeed, de-risking seems to be the most common approach by the companies due to the uncertainties produced by the multiple and overlapping sanctions regimes imposed by the United Nations, the European Union, and the United States.

This chapter examines the international response to Côte d’Ivoire’s post-election crisis in 2010/11. In particular, it analyses the elements that relate to the responsibility to protect (R2P), including how R2P informed the political and practical responses to the crisis. It identifies the major contentions/issues that the case highlights about the nature and future of R2P. It argues that despite the relative inattention paid to this case in the academic literature to date, the experience of Côte d’Ivoire offers important insights into the opportunities and challenges associated with all three pillars of R2P and recalls debates around the responsibility to rebuild as well as the emergent relationship between the R2P framework and protection of civilians in United Nations peace operations.

Background: The quest for an appropriate monitoring and evaluation (M&E) design that delivers accountability, supports management and facilitates learning is one that many organisations grapple with. Over the years, experiences in project and/or programme development and delivery led the International Programme for the Elimination of Child Labour of the International Labour Organization (ILO-IPEC) to consolidate M&E efforts towards the development of a comprehensive monitoring and evaluation strategy.Objectives: The aim of this article is to present lessons from the design and implementation of a theory of change-driven comprehensive monitoring and evaluation strategy in a child labour project rolled out in Ghana and Côte d’Ivoire. The 5-year project was implemented during 2011–2015 by ILO-IPEC with support from the United States Department of Labour (USDOL).Methods: This article critically analyses project documents (including evaluations) and captures the reflections and experiences of key project staff involved in the project.Results: Timeless lessons are distilled, along with key phases of the project cycle. Critical markers include the importance of stakeholders’ involvement in the design and development of a M&E strategy as a pre-requisite for buy-in and uptake. We find capacity building not just as a box to be ticked but an iterative process to improve knowledge, transfer skills and support learning. In addition to paying attention to technical elements, the soft issues of patience, flexibility and simplicity are discussed as invaluable ingredients for realising M&E goals.Conclusion: While not exhaustive, it is hoped that these lessons would contribute to a minimum set of guidelines for improving M&E practice within projects and programmes.

Abstract Writing about Zophopetes cerymica (which they considered more common) and P. laufella combined, Mariau and Morin (1974) state that attacks can be on palms of all ages, including young palms recently planted out. At this age, defoliation of the plants delays their subsequent development. Outbreaks on older trees are rarer, and the damage often less important; these attacks are generally localized at the edge of plantations. Mariau et al. (1981) add that the highest fronds are the most often damaged. Herder et al. (1994) refer to regular outbreaks of P. laufella on oil palm in southern Côte d'Ivoire. There are no more substantive reports on the impact of the feeding damage by these hesperiids.

Chapter 7 studies the implementation of the international women’s justice norm at the national level. It shows how pressure from the United Nations shaped the creation of the specialized units in Liberia and Côte d’Ivoire and thus the implementation of the international women’s justice norm. It draws on a range of interviews, including with personnel of the United Nations peacekeeping missions in Liberia and Côte d’Ivoire and the with women’s rights advocates, to demonstrate how this international pressure interacted with domestic pressure and conditions to produce varied implementation outcomes. While high international pressure was sufficient for the creation of the speicalized units, high domestic pressure and favorable political and institutional conditions were needed for rapid institutioanlization.
