From reliable sources, we can report that the State Council has allocated 9 million to the Ministry of Internal Affairs for the construction of new District Hospitals for the mentally ill. This amount will go to the order of the Ministry for 1 million annually, starting from this year. As we have heard, the first hospitals will be built near Moscow, Yekaterinoslavl, Astrakhan, Tomsk and Riga.

- The Ministry of Internal Affairs for the Medical Department is included in the State Council with a presentation on borrowing from the capital of public funds the amounts necessary for the construction of District Hospitals for the mentally ill. These sums will also be used to build the District Hospital in Vilnius, designed for the provinces of the north-western region.

The main events related to the assignment of the «Imperial» Medical and Surgical Academy status are considered. In the days of the celebration of the Academy’s 100th anniversary, publications dedicated to this event asserted that grateful offspring would always honor the memory of the Academy high Founders and Patrons. Our great predecessors, who celebrated the jubilee ideologically and organizationally, had recognized and honored Emperor Paul I as its founder. But the name and status the «Imperia Academy» was received from the hands» of Emperor Alexander I. On August 27, 1808, the Medical Surgical Academy, which had received Permission to be called Imperial, that was, a new quality (education) and other rights, the advantages granted to it, opened its first solemn meeting. That day, in our opinion, can claim to be considered the Birthday of the Imperial Medical and Surgical Academy. We emphasize that it is only about of the «Imperial» status. At that meeting the president of the academy James Wylie announced that the emperor «deigned to take on the title of Honorary Member of the Academy». On September 18, 1809, another great celebration took place in the Assembly Hall of the Academy devoted Alexander I and other High Men receiving the title of Honorary Members of the Academy. At the same time, the Emperor «showed his special favor to the Academy and bestowed upon it the Highest Charter, which «protects the rights and advantages of the Academy for all time». The most important provision of the Highest Charter was that, as a pledge of special imperial favor, the Medical and Surgical Academy was given the title of the Imperial Medical and Surgical Academy. That great celebration, its ritual procedure were reflected in the academic records: a thanksgiving service in the name of the Smolensk Mother of God in the academic church; the arrival of guests to a large academic audience (Assembly Hall, Conference Hall), members of the State Council, members of the Holy Synod, government ministers, foreign ministers; the arrival of Emperor Alexander I in «the Academy house»; the announcement of the Highest Diploma; the presentation of the diploma by the Minister of Internal Affairs Prince A. Kurakin to Emperor Alexander I; the highest order to present the diploma of the Academy; the receipt of the diploma by the President of the academy James Wylie and his thank-you speech; receiving diplomas Honorary Members of the Academy; election of new Honorary Members of the Academy; final speech of the President of the Academy; a visit to the Emperor of the academic church; breakfast of the Emperor in the dining room and his departure from the academy; further celebrations in the academy.

Colonization is generally defined as a process by which states settle and dominate foreign lands or peoples. Thus, modern colonies are assumed to be outside Europe and the colonized non-European. This volume contends such definitions of the colony, the colonized, and colonization need to be fundamentally rethought in light of hundreds of ‘domestic colonies’ proposed and/or created by governments and civil society organizations initially within Europe in the nineteenth and first half of the twentieth centuries and then beyond. The three categories of domestic colonies in this book are labour colonies for the idle poor, farm colonies for the mentally ill, and disabled and utopian colonies for racial, religious, and political minorities. All of these domestic colonies were justified by an ideology of domestic colonialism characterized by three principles: segregation, agrarian labour, improvement, through which, in the case of labour and farm colonies, the ‘idle’, ‘irrational’, and/or custom-bound would be transformed into ‘industrious and rational’ citizens while creating revenues for the state to maintain such populations. Utopian colonies needed segregation from society so their members could find freedom, work the land, and challenge the prevailing norms of the society around them. Defended by some of the leading progressive thinkers of the period, including Alexis de Tocqueville, Abraham Lincoln, Peter Kropotkin, Robert Owen, Tommy Douglas, and Booker T. Washington, the turn inward to colony not only provides a new lens with which to understand the scope of colonization and colonialism in modern history but a critically important way to distinguish ‘the colonial’ from ‘the imperial’ in Western political theory and practice.

The article is devoted to the relevance of the development and adoption of the Concept for the development of the Contract System of the Ministry of Internal Affairs of Russia in order to increase the efficiency of using budget funds and eliminate corruption risks in the implementation of public procurement. The regulatory framework of federal and departmental level was considered, attention was paid to practical aspects of procurement of goods, works and services for the needs of internal affairs bodies, issues of regulation and control are reflected. Structural elements of the Concept, ways to improve the Contract System of the Ministry of Internal Affairs of Russia are proposed.
