Citation analysis of Ph.D. theses with data from Scopus and Google Books

This study investigates the potential of citation analysis of Ph.D. theses to obtain valid and useful early career performance indicators at the level of university departments. For German theses from 1996 to 2018 the suitability of citation data from Scopus and Google Books is studied and found to be sufficient to obtain quantitative estimates of early career researchers’ performance at departmental level in terms of scientific recognition and use of their dissertations as reflected in citations. Scopus and Google Books citations complement each other and have little overlap. Individual theses’ citation counts are much higher for those awarded a dissertation award than others. Departmental level estimates of citation impact agree reasonably well with panel committee peer review ratings of early career researcher support.

PROSPECTIVE STRUCTURE AND FUNCTIONING OF THE CENTER FOR UNMANNED AIRCRAFT SYSTEMS OF EMERCOM OF RUSSIA

Развитие системы беспилотной авиации, независимо от ее предназначения и структурной принадлежности, предполагает согласованные усилия заинтересованных лиц (руководства, ученых и конструкторов, специалистов испытательных комплексов, преподавателей, инструкторов теоретического и практического обучения операторов управления летательными аппаратами и их полезными нагрузками) по совершенствованию технических характеристик и функционала беспилотных воздушных судов, а также по формированию соответствующих компетенций у персонала эксплуатирующих подразделений. Очевидным является тот факт, что все перечисленные мероприятия наиболее полно могут быть реализованы в рамках функционирования специальных центров развития беспилотных авиационных систем государственного или ведомственного уровня. The development of unmanned aircraft system, regardless of its purpose and structural affiliation, involves the concerted efforts of stakeholders (management, scientists and designers, specialists of test complexes, tutors, as well as theoretical and practical instructors for operators of aircraft and their payloads control) to improve the technical characteristics and functionality of unmanned aircraft, as well as to create appropriate competencies among the personnel of operating units. It is obvious that all these measures can be fully implemented within the framework of special centers for unmanned aircraft systems of state or departmental level.

The concept of development of the Contract System of the Ministry of Internal Affairs of Russia as a tool for effective use of budget funds and ensuring competition in the state procurement market

The article is devoted to the relevance of the development and adoption of the Concept for the development of the Contract System of the Ministry of Internal Affairs of Russia in order to increase the efficiency of using budget funds and eliminate corruption risks in the implementation of public procurement. The regulatory framework of federal and departmental level was considered, attention was paid to practical aspects of procurement of goods, works and services for the needs of internal affairs bodies, issues of regulation and control are reflected. Structural elements of the Concept, ways to improve the Contract System of the Ministry of Internal Affairs of Russia are proposed.

PREVENTION OF NEGATIVE INFLUENCE OF LEADERS AND ACTIVE PARTICIPANTS OF GROUPINGS OF A NEGATIVE ORIENTATION ON THE POSITIVELY CHARACTERIZED CONVICTEDIN PRISONS

В статье рассматривается влияние лидеров и активных участников группировок отрицательной направленности на положительно характеризующихся осужденных, предлагаются поэтапные меры профилактики такого влияния. Проблемы повышенной общественной опасности криминальных лидеров и их негативного влияния на положительно характеризующихся осужденных поднимаются на государственном и ведомственном уровне достаточно давно. Характеризуя современное состояние деятельности криминальных лидеров в уголовно-исполнительной системе России, следует отметить не только все возрастающую их активность, но и стремление к созданию в исправительных учреждениях организованных структур неформальной власти. Складывающаяся криминогенная обстановка в исправительных учреждениях такова, что многие преступления носят организованный характер. Искаженные представления об общечеловеческих ценностях реализуются криминальными лидерами и активными участниками группировок отрицательной направленности в повседневной жизни путем совершения особо жестоких, изощренных преступлений, направленных против осужденных и других лиц в исправительных учреждениях, а также в отношении пенитенциарной системы в целом. The article examines the influence of leaders and active members of negative groupings on positively characterized convicts, and proposes step-by-step measures to prevent such influence. Problems of increased public danger of criminal leaders and their negative impact positively characterized convicts rise at the state and departmental level for a long time. Describing the current state of the activities of criminal leaders in the penitentiary system of Russia, it should be noted not only their ever-increasing activity, but also the desire to create in correctional institutions of organized structures of informal power. The emerging crime situation in places of deprivation of liberty is such that many crimes are of an organized nature. Distorted ideas about universal human values are realized by them in everyday life by committing especially cruel, sophisticated crimes directed against convicts and other persons in correctional colonies, as well as in relation to the penitentiary system in general.

Holding Off the National Front

This chapter examines how the moderate right has held power in Toulon ever since the far-right experiment of 1995–2001. Eleven towns in France elected the National Front to power in the 2014 municipal elections and three of those towns are in the Var. Still, the moderate right enjoys a strong hold over Toulon, whose mayor has built up a power base that rivals that of the moderate right before it fell in the mid-1990s. While avoiding scandal, he and his allies have attracted significant state funding. They have mounted public works projects and buttress their power at the departmental level with influence over the regional conurbation. The moderate right is also disciplined. The city is not a loser of globalization. Still, it faces other economic challenges. Further, local results from national (presidential and parliamentary) elections suggest the city’s far-right potential remains significant.
