Di Indonesia, pengarusutamaan gender dalam pembangunan nasional telah diatur dalam Instruksi Presiden No. 9 Tahun 2000. Melalui instruksi tersebut, setiap lembaga pemerintah dan pemerintah daerah dapat mengintegrasikan program pemberdayaan perempuan ke berbagai sektor pembangunan sesuai dengan kewenangan dan fungsinya masing-masing. Persoalannya adalah implementasi atas instruksi presiden belum sepenuhnya berjalan dengan baik. Kajian mengenai “Pengembangan Talenta Nasional bidang Riset dan Inovasi TIK: Perencanaan dan Penganggaran berbasis Gender untuk ASN dan Masyarakat” adalah salah satu upaya dalam merespon peraturan tersebut. Untuk mendapatkan peta strategi dan prioritas keputusan tentang Pengembangan Talenta Nasional bidang Riset dan Inovasi TIK ini menggunakan metode Meta-SWOT. Variable input terdiri dari sumber daya dan kompetisi/tantangan, yang dianalisis menggunakan analisis internal berdasarkan rarely, imitability, dan organization V(RIO). Adapun analisis eksternal didasarkan pada aspek Politik, Ekonomi, Sosio-Kultur, Teknologi, Ekologi, dan Legal/Hukum (PESTEL). Hasil analisis internal dan eksternal selanjutnya digunakan untuk melakukan evaluasi strategi. Pada Variable output, terdiri dari Peta kompetitif, peta strategi, dan prioritas strategi. Hasil penentuan strategi pengembangan Talenta Nasional bidang Riset dan Inovasi TIK ini meliputi dua program yakni (1) Assessment Centre Program (ACP); (2) Woman in Technology Development Program (WiTDev) yang dikaji dari tiga aspek, yakni aktivitas, produktivitas, dan sustainability. Kesimpulan kajian ini adalah bahwa sektor pendidikan bagi perempuan sangat penting dalam mendorong terjadinya transformasi digital nasional berbasis gender. Pendidikan talenta digital perempuan adalah salah satu kunci pembangunan ekonomi digital berbasis gender. Strategi pembangunan sumber daya talenta bagi perempuan harus tetap dikoordinasikan dengan bidang prioritas dan tujuan pembangunan nasional yang ditetapkan oleh negara, agar ketika terjadi perubahan arah kebijakan, pembangunan sumber daya talenta bagi perempuan dapat segera menyesuaikan.

In Japan, from the point of view of energy saving and environmental protection, a 300kW Ceramic Gas Turbine (CGT) Research and Development program started in 1988 and is still continuing as a part of “the New Sunshine Project” promoted by the Ministry of International Trade and Industry (MITT). The final target of the program is to achieve 42% thermal efficiency at 1350°C of turbine inlet temperature (TIT) and to keep NOx emissions below present national regulations. Under contract to the New Energy and Industrial Technology Development Organization (NEDO), Kawasaki Heavy Industries, Ltd. (KHI) has been developing the CGT302 with Kyocera Corporation and Sumitomo Precision Products Co., Ltd. By the end of the fiscal year 1996, the CGT302 achieved 37.0% thermal efficiency at 1280°C of TIT. In 1997, TIT reached 1350°C and a durability operation for 20 hours at 1350°C was conducted successfully. Also fairly low NOx was proved at 1300°C of TIT. In January 1998, the CGT302 has achieved 37.4% thermal efficiency at 1250°C TIT. In this paper, we will describe our approaches to the target performance of the CGT302 and current status.

The Advanced Research and Technology Development (AR&TD) Fossil Energy Materials Program is a multifaceted materials research and development program sponsored by the Office of Fossil Energy of the U.S. Department of Energy. The program is administered by the Office of Technical Coordination. In 1979, the Office of Fossil Energy assigned responsibilities for this program to the DOE Oak Ridge Operations Office (ORO) as the lead field office and Oak Ridge National Laboratory (ORNL) as the lead national laboratory. Technical activities on the program are divided into three research thrust areas: structural ceramic composites, alloy development and mechanical properties, and corrosion and erosion of alloys. In addition, assessments and technology transfer are included in a fourth thrust area. This paper provides information on the structure of the program and summarizes some of the major research activities.

The NAVSEA Mid-Term Sealift Ship Technology Development Program (MTSSTDP) has been tasked by the Office of the Chief of Naval Operations in charge of Strategic Sealift (N-42) to investigate technologies and design concepts that would improve performance and reduce the cost of future ships useful to the Navy for military sealift. A major area of concentration has been design-for-production or ship producibility. This area of the program required the Navy to obtain extensive industrial involvement from both domestic and international sources. A thorough description Is presented of the plans, objectives and accomplishments of the five producibility-related tasks. Topics covered are: generic build strategy, product work breakdown structure, production-oriented cost estimating, engine room arrangement modeling, and global standards development. In addition, other aspects of the program to be covered are the use of industry-led teams, the implementation of integrated product approaches, and the application of risk-based technologies.
