South Asian Migration, Settlement, and Sociopolitical Incorporation on the North American West Coast

There are large South Asian settlements in the larger Vancouver region of British Columbia in Canada and in Northern and Central California (from Yuba City to Fresno) in the United States. While the early migration patterns of Sikhs and Hindus to these two areas were similar, they subsequently diverged and the South Asian settlements in the two regions now exhibit very different profiles. This resource paper summarizes and analyzes the literature on factors shaping the migration, settlement, and incorporation patterns of Asian immigrants in these two regions. I argue that the parallels in early South Asian migration patterns to the North American West Coast were due to similarities in the economic and social profile of these regions, Canadian and U.S. policies toward Asian immigrants, and easy movement between Canada and the United States. The divergence between the two regions took place over time largely as an outcome of changes in regional characteristics (e.g., the development of Silicon Valley), differences in the group characteristics and networks of Sikhs and Hindus, and an increasing divergence in Canadian and U.S. immigration regulations (e.g., differences in family reunification, refugee, and H1-B visa policies). The final section discusses how these settlement patterns have led to differences in the identity formation and sociopolitical incorporation of Sikhs and Hindus in the two regions.

The mid-nineteenth century territorial growth of the United States was complex and contradictory. Not only did Mexico, Britain, and Native Americans contest U.S. territorial objectives; so, too, did many within the United States and in some cases American western settlers themselves. The notion of manifest destiny reflects few of these complexities. The authors argue that manifest destiny was a partisan idea that emerged in a context of division and uncertainty intended to overawe opponents of expansion. Only in the early twentieth century, as the United States had consolidated its hold on the North American West and was extending its power into the Caribbean and Pacific, did historians begin to describe manifest destiny as something that it never was in the nineteenth century: a consensus. To a significant extent, historians continue to rely on the idea to explain U.S. expansion. The authors argue for returning a sense of context and contingency to the understanding of mid-nineteenth-century U.S. expansion.

Abstract Most extreme precipitation events that occur along the North American west coast are associated with winter atmospheric river (AR) events. Global climate models have sufficient resolution to simulate synoptic features associated with AR events, such as high values of vertically integrated water vapor transport (IVT) approaching the coast. From phase 5 of the Coupled Model Intercomparison Project (CMIP5), 10 simulations are used to identify changes in ARs impacting the west coast of North America between historical (1970–99) and end-of-century (2070–99) runs, using representative concentration pathway (RCP) 8.5. The most extreme ARs are identified in both time periods by the 99th percentile of IVT days along a north–south transect offshore of the coast. Integrated water vapor (IWV) and IVT are predicted to increase, while lower-tropospheric winds change little. Winter mean precipitation along the west coast increases by 11%–18% [from 4% to 6% (°C)−1], while precipitation on extreme IVT days increases by 15%–39% [from 5% to 19% (°C)−1]. The frequency of IVT days above the historical 99th percentile threshold increases as much as 290% by the end of this century.

Phytophthora ramorum (oomycetes) is the causal agent of sudden oak death and ramorum blight on trees, shrubs, and woody ornamentals in the forests of coastal California and southwestern Oregon and in nurseries of California, Oregon, and Washington. In this study, we investigated the genetic structure of P. ramorum on the West Coast of the United States, focusing particularly on population differentiation potentially indicative of gene flow. In total, 576 isolates recovered from 2001 to 2005 were genotyped at 10 microsatellite loci. Our analyses of genetic diversity and inferences of reproductive mode confirm previous results for the Oregon and California populations, with the strong majority of the genotypes belonging to the NA1 clonal lineage and showing no evidence for sexual reproduction. The high incidence of genotypes shared among populations and the lack of genetic structure among populations show that important large-scale, interpopulation genetic exchanges have occurred. This emphasizes the importance of human activity in shaping the current structure of the P. ramorum population on the West Coast of the United States.
