With the advancement of social and economic development and educational reform, some problems faced by higher vocational education have gradually emerged. At the same time, as an important part of urbanization construction, higher vocational education also faces many challenges. Education researchers have examined whether innovative education and training initiatives might assist in promoting a nation's economic growth. A focus upon Chinese higher vocational education (CHVE) offers an opportunity to study these factors, as CHVE plays an important role in China's educational, economic, and social development. The role of CHVE is to contribute a skilled workforce to the knowledge economy; however, it faces challenges from cultural traditions, teaching/curriculum, and funding issues. The question of how CHVE might better serve social and economic development is of concern to both the nation and government because it is associated with the nation's future economic reform. Through analysis of government policy, the author discusses the development of CHVE as having four major stages with different policy emphases. The new policy reform addresses movement towards optimization of teaching/curriculum, development of decentralization/localization, improvement of industry cooperation, and enhancement of internationalization.

In order to cultivate more excellent talents in art and design majors following the requirements of the "13th Five-Year Plan" national education development, this paper analyzes in-depth on the current status of higher vocational education in art design profession under the background of the "Double High" plan and the challenges faced, and proposes the building of school-enterprise "Double Subject" education system and the establishment of a "diversified" evaluation system. Deepening the integration of industry and education, schools and enterprises jointly explore modern apprenticeship talent training models for innovative art and design majors, and provide a strong guarantee for the implementation of the "Double High" plan modern apprenticeship talent training model.

This study analyzed role of technical & vocational education and training in women empowerment process specifically in local level. In fact, technical & vocational education and training programs not only provide self-employment opportunity to the women but also trigger capability to exercise control over their personal and family life, make choices to improve well beings and take active role in decision making. For justifying central argument; what are the changing role of technical & vocational education and training that has been fostering women empowerment as well as social and economic development process in this VDC (Village Development Committee), the researchers employed quantitative case study research design and applied key informant interview, observation and household survey as data collection techniques. Researchers purposively selected 63 sample populations (10 respondents who completed technical & vocational education and 53 respondents who participated in vocational skill development trainings). The study found significant role of technical & vocational education and training that have been transforming women empowerment and social and economic development process in local level. More so, for promoting social and economic development process, capable and skilled women are equally playing; decision making, leadership, educational and change agent role in the VDC. The study concluded that technical & vocational education and training program conducting in local level help to nourish knowledge, ability and develop vocational skills of women and empowering them. Similarly, empowered women are also playing transformative role in social and economic development process of the VDC. Finally the ideas in which vocational education and training found to be means and ends for women empowerment in this VDC can be replicate in other similar settings.

Purpose —Forty years ago, China made a critical decision to reform and open up, achieving sustained economic growth. Simultaneously, China continued to center efforts on achieving its education modernization goals. It succeeded in the unconventional development of education, consolidating a population of nearly 1.4 billion into a powerful human-resource-centered nation and creating favorable interactive relationships with social and economic development. This paper aims to explore how these achievements were gained and how these relationships were made. Design/Approach/Methods —This paper is conceptual in nature. Findings —Based on the policy documents and development practice, this paper proposes a model of Dual Priority Agenda (DPA), whereby the government prioritized education development, and this development focused predominantly on promoting national development. Originality/Value —By elaborating the background, characteristics, rationales, and mechanisms of the DPA, this paper contributes to a new conceptualization of reciprocal relationship between the state and educational modernization.

Modern Russian society has experienced constant and signifi cant changes in recent years creating the need to reform the system of general and secondary vocational education and highlighting the problem of continuous vocational training. The article substantiates the idea of developing the theoretical and methodological foundations for advanced vocational training. It also shows the importance of this training for ensuring a sustainable innovative social and economic development of Russian regions. The article presents the goals and objectives of the study, describes the mechanisms of their implementation through The Centers for advanced training and the creation of appropriate conditions ensuring the integrity of the educational and production process. It also specifi es the development and testing of multi-level textbooks and teaching materials, the use of innovative technologies and various forms of interaction, including the creation of educational and industrial clusters on the basis of vocational education institutions. The authors of this study employ diff erent approaches and general scientifi c research, empirical, dialectical, experimental and specifi c sociological methods such as conversation, questioning, testing and pedagogical observation.
