Abstract This research aims to explain the efforts by local government to increase tourist attraction in Sumenep Regency, through the realization of smart city as a government innovation in providing tourist information to public. This research use descriptive explanatory method by looking at the obstacles in tourism development in Sumenep, which were then followed by decision-making actions carried out by the local government, so the smart city masterplan was born as a government program. The masterplan program then gave birth to innovations in the use of technology to make it easier for tourists to find out tourism information in Sumenep Regency. Keyword : Tourism, Decision making, Smart city Abstrak Penelitian ini bertujuan untuk menjelaskan upaya peningkatan daya tarik wisata di Kabupaten Sumenep melalui realisasi smart city sebagai inovasi pemerintah dalam memberikan informasi wisata kepada masyarakat. Metode dalam penelitian ini menggunakan deskriptif eksplanatif dengan melihat terlebih dahulu kendala-kendala dalam pengembangan wisata di Sumenep yang kemudian disusul dengan tindakan pengambilan keputusan yang dilakukan oleh pemerintah daerah, sehingga kemudian lahirlah masterplan smart city sebagai program pemerintah. Program masterplan ini kemudian melahirkan inovasi-inovasi penggunaan teknologi guna memudahkan wisatawan untuk mengetahui informasi wisata yang ada di Kabupaten Sumenep. This study explore ICT infrastructure in the towns of Paraná State, reflecting on the potential and limits of ICT in the local government and the possibilities of these cities developing into smart cities. A quantitative study was conducted using multivariate data analysis techniques. The data are secondary and were obtained through a Municipal Basic Information Study in Brazil in 2012. The main result was the identification of five distinct municipal clusters in terms of ICT use and infrastructure. The size of a town is not a determining factor for towns to use and make web based services available to its citizens. Many towns remain lacking in basic infrastructure, with every profile showing different needs. There are a few strong patterns of eGov development and local conditions that could be treated as the foundation for some different policy packages that would be appropriate in these five situations. There are aspects that characterize the challenges and potential of towns than the emphasis placed on eGov. These aspects should be considered in studies of eGov and smart city.

The smart city notion provides an integrated and systematic answer to challenges facing cities today. Smart city policy makers and technology vendors are increasingly stating their interest in human-centered smart cities. On the other hand, in many studies smart city policies bring forward a one-size-fits-all type of recommendation for all areas in question instead of location-specific ones. Based on the above considerations, this paper illustrates that smart citizen characteristics, alongside local urban challenges, are paving the way towards more effective efforts in smart city policy decision making. Our main presumption is that the development level of human-centered indicators of smart cities varies locally. The scientific objective of this paper is to find a simple, understandable link between human smart characteristics and local determinants in Limassol city, Cyprus. The data set consists of seven indicators defined as human smart characteristics and seven which determine local urban challenges consisting of demographic dynamics and built infrastructure attributes based on housing. Correlations of the 14 above indicators are examined in entirety and separately, as the study area was divided into three spatial sub-groups (high, moderate, and low coverage areas) depending on dispersed urbanization, as the main challenge of the study area. The data were obtained mainly from the most recent population census in 2011 and categorized in sub-groups by triggering CLC 2012. Analyzing the statistics using principal component analysis (PCA), we identify significant relationships between human smart city characteristics, demographic dynamics and built infrastructure attributes which can be used in local policy decision making. Spatial variations based on the dispersed urbanization are also observed regarding the above-mentioned relationships.
