Abstract This research aims to explain the efforts by local government to increase tourist attraction in Sumenep Regency, through the realization of smart city as a government innovation in providing tourist information to public. This research use descriptive explanatory method by looking at the obstacles in tourism development in Sumenep, which were then followed by decision-making actions carried out by the local government, so the smart city masterplan was born as a government program. The masterplan program then gave birth to innovations in the use of technology to make it easier for tourists to find out tourism information in Sumenep Regency. Keyword : Tourism, Decision making, Smart city Abstrak Penelitian ini bertujuan untuk menjelaskan upaya peningkatan daya tarik wisata di Kabupaten Sumenep melalui realisasi smart city sebagai inovasi pemerintah dalam memberikan informasi wisata kepada masyarakat. Metode dalam penelitian ini menggunakan deskriptif eksplanatif dengan melihat terlebih dahulu kendala-kendala dalam pengembangan wisata di Sumenep yang kemudian disusul dengan tindakan pengambilan keputusan yang dilakukan oleh pemerintah daerah, sehingga kemudian lahirlah masterplan smart city sebagai program pemerintah. Program masterplan ini kemudian melahirkan inovasi-inovasi penggunaan teknologi guna memudahkan wisatawan untuk mengetahui informasi wisata yang ada di Kabupaten Sumenep. Social networking sites (SNSs) are known to have a role in promoting tourism and influencing how it is marketed to consumers, but there seems to be few deep analyses of SNS’s efficacy in tourists’ decision making and destination promotion. To address this, we present Tourism Information Diffusion Ecosystem (TIDE), a novel theoretical framework to help understand this system of tourism SNS information diffusion. TIDE defines who participates in the system, what roles participants play in distributing tourist information contained within user-generated content, how content within a network is distributed, and if this user-generated information, once diffused, has been transferred into tourists’ visiting actions, and the reasons why these actions have been generated. We discovered user typologies and the powerful characteristics of this network structure to be important factors affecting visiting actions in choosing particular tourist destinations.

Subject. The research investigates key processes of urban life and its maintenance, including food supply, infrastructure, fire security, quality and accessibility of medical services, etc. The article also discusses the creation of a system supporting the Smart City decision-making process. Objectives. The research develops methods and tools to manage the Smart City system through system dynamics and agent-based modeling. Methods. Using simulation modeling, namely system dynamics and agent-based modeling (supported via Powersim and AnyLogic), we evaluate how multiple guiding parameters influence crucial characteristics of the Smart City system. Results. We devised an approach to designing the Smart City system through methods of system dynamics and agent-based modeling (supported via Powersim and AnyLogic) intended to streamline the decision making process for reasonable urban planning. Conclusions and Relevance. We propose the consolidated architecture of the Smart City decision-making system integrating the simulation models, data storage and city monitoring subsystem. The article describes the cases of simulation models implemented via Powersim and AnyLogic to support rational urban planning. The simulation models will significantly improve the quality of urban environment, satisfy the demand for food products, provide access to healthcare services and ensure effective rescue actions in case of emergency.

Goal. The purpose of the study was to search for alternative sources of information on popu-lation’s preferences and response to problems and changes in the urban environment for use in the operational decision-making at situational centers. Materials and methods. The authors used data from search queries with keywords, data on communities in social networks, data from subject forums, and official statistics. Methods of statistical data analysis were applied. Results. The analysis of thematic online activity of the population was performed. The re-sults reflected the interest in the state of the environment, the possibility of distance learning and work, are presented. It was reasoned that measurements of population’s thematic online activity let identify needs and analyze the real-time response to changes in the urban envi-ronment. Such an approach to identifying the needs of the population can be used in addition to the platforms “Active Citizen” of the Smart City project. Conclusions. An analysis of data on online activity of the population for decision-making at situational centers is more operational, flexible and representative, as compared with the use of tools of those platforms. Such an analysis can be used as an alternative to sociological surveys, as it saves time and money. When making management decisions using intelligent information services, it is necessary to take into account the needs of the population, reflect-ed in its socio-economic activity in cyberspace.

The American approach to environmental regulation is characterized by fragmentation of responsibilities, primary reliance on command and control regulations, extraordinary complexity, a preference for identifiable standards, and heavy resort to litigation. This system has provided important benefits, including significant reduction of environmental contamination, substantial use of science in decision-making, broad participatory rights, and the stimulation of new treatment technologies. However, these gains have been achieved at excessive cost. Too much reliance is placed on command and control methods and especially on technology-based standards. There is too much resort to litigation, and inadequate input from science. Participatory rights are being undermined, and there is a poor allocation of decision-making among the federal agencies and the states. Over-regulation sometimes leads to under-regulation, and insufficient attention is given to the impact on small entities. The responsibility for these difficulties rests with everyone, including the federal agencies, the Congress, the general public and the courts. Changes in the regulatory system are needed. We should abandon the use of technology-based standards to control toxic substances under the Clean Water Act in favor of strong health- and environmentally based standards, coupled with taxes on toxic substances in wastewater.

<p><em>This research was conducted using descriptive method to analyze and interpret the condition or condition of shadow embroidery industry barung barung balantai so that policy can be taken. The result of this research is shadow embroidery artisans must maximize social media for promotion, improve good relationship with local government in the form of continuous cooperation in order to maximize the existing potential in the shadow embroidery, utilize existing skilled manpower to do the coaching on the craftsmen so that the amount increases to increase production capacity and there is cutting time in the work, cooperating with other industries that support shadow embroidery such as bags, shoes, etc. through local government, making a joint container or a kind of shadow embroidery union can be a cooperative institution, marketing institutions or other institutions, increasing skill of craftsmen in processing materials embroidery and skill from the owner in managing his group facing competition with other products, as well as increasing the use of technology in the design and development of motives.</em></p><p><em><br /></em></p><p>Penelitian ini dilakukan menggunakan metode deskriptif untuk menganalisis dan menginterprestasikan keadaan atau kondisi industri sulam bayangan barung barung balantai sehingga dapat diambil kebijakan. Hasil penelitian ini pengrajin sulam bayangan harus memaksimalkan media sosial untuk promosi, meningkatkan hubungan baik dengan pemerintah daerah berupa kerjasama yang kontinue guna memaksimalkan potensi yang ada pada sulam bayangan, memanfaatkan tenaga terampil yang ada untuk melakukan pembinaan pada pengrajin sehingga jumlahnya bertambah agar kapasitas produksi meningkat dan ada pemangkasan waktu dalam pengerjaan, menjalin kerjasama dengan industri lain yang mendukung sulam bayangan seperti tas, sepatu, dll melalui pemerintah daerah, membuat wadah bersama atau semacam persatuan sulam bayangan bisa berupa lembaga koperasi, lembaga pemasaran ataupun lembaga lainnya, meningkatkan skill pengrajin dalam mengolah bahan sulam dan skill dari pemilik dalam mengelola kelompoknya menghadapi persaingan dengan produk lain, serta meningkatkan penggunaan teknologi dalam desain dan pengembangan motif.</p><p><em><br /></em></p>

Abstract Background Despite the increased emphasis placed on the use of evidence for policy development, relatively few initiatives have been developed to support evidence-informed decision-making, especially in West Africa. Moreover, studies examining the conditions under which policy-makers use research-based evidence are still scarce, but they show that their attitudes and opinions about research are one of the main determinants of such use. In February 2017, Burkina Faso’s Minister of Health planned to create a unit to promote evidence-informed decision-making within the ministry. Before the unit was set up, documenting the attitudes towards research at the highest levels of his Ministry appeared profitable to the unit’s planning. Method Individual interviews were conducted by the author with 14 actors positioned to consider evidence during decision-making from the Burkina Faso’s Minister of health cabinet. An interview grid was used to explore several themes such as attitudes towards research, obstacles and facilitators to research use, example of research use in decision-making and finally, ways to increase decision-makers’ participation in knowledge transfer activities. Interviews were partially transcribed and analysed by the author. Results The results show a mixed attitude towards research and relatively little indication of research use reported by respondents. Important obstacles were identified: evidence inaccessibility, lack of implementation guidelines, absence of clear communication strategy and studies’ lack of relevance for decision-making. Many suggestions were proposed such as raising awareness, improving access and research communication and prioritizing interactions with researchers. Respondents agree with the low participation of decision-makers in knowledge transfer activities: more leadership from the senior officials was suggested and greater awareness of the importance of their presence. Conclusions The conclusion presents avenues for reflection and action to increase the potential impact of the knowledge transfer unit planned within the Ministry of Health of Burkina Faso. This innovative initiative will be impactful if the obstacles identified in this study and policy-makers’ preferences and needs are taken into account during its development and implementation.

The aim of this research is to determine the tourist perceptions and motivation that visit to Jembong tourist destination. This research was conducted at the Jembong tourist destination, Jembong District, Ambengan Village, Sukasada District, Buleleng Regency. The research method used is descriptive quantitative by distributed questionnaires to two hundred and twenty fivetourist that visiting Jembong tourist destination in Jembong district, Ambengan Village. A questionnaire consisted of twenty threestatements that refer to the theory of tourism development, which are tourist attraction, amenities, access and ancillary services and eighteen statements of tourist motivation that refer to the push and pull theory motivation. The potential tourist attraction in Jembong tourist destination are waterfall, trekking, and nature. The facilities are bathroom and change room, trash bin, restaurant, parking area, and gazebo. Local community who has an authority to make signboard and provided stairs and trail to facilitate tourists toward waterfall and trekking. Tourist information center made simultaneously with entrance ticket counter Jembong tourist destination. Promotion media at Jembong tourist destination are brochure, email and instagram. Maps of Jembong tourist destination is available in google maps therefore tourist easier toward Jembong tourist destination. The results of this research finding the higher of push motivation and pull motivation is related with beauty nature that suitable with the higher tourist perception to attraction are freshness air and beauty nature in Jembong tourist destination.

Local governments are increasingly developing electronic participation initiatives, expecting citizen involvement in local community affairs. Our objective was to assess e-participation and the extent of its change in local government in Greece. Using content analysis for 325 Greek municipal websites, we assessed e-participation status in 2017 and 2018 and examined the impact of change between these years. The assessment regards two consecutive years since the adoption of digital technologies by municipalities has been rapid. The main findings show that Greek local governments have made significant small- to medium-scale changes, in order to engage citizens and local societies electronically. We conclude that the integration of advanced digital technologies in municipalities remains underdeveloped. We propose that Greek municipalities need to consider incorporating new technologies, such as mobile apps, social media and big data, as well as e-decision making processes, in order to eliminate those obstacles that hinder citizen engagement in local government. Moreover, the COVID-19 outbreak has highlighted the need for enhancing e-participation and policymakers’ coordination through advanced digital technologies.

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.
