Assessment represents a foundational component of rehabilitation counseling services. The revised Council on Rehabilitation Education (CORE) standards implemented in 2004 resulted in the redesign of the knowledge and outcomes under the Assessment standard. The author reviews the current CORE standard for training in assessment within the context of rehabilitation counselors’ roles as informed consumers of assessment. Further, the author reviews current educational practices and evaluation methods intended to develop competency in assessment. An alternative framework for providing training in assessment is provided.

Fibromyalgia syndrome (FMS) is a poorly understood physical syndrome that affects a significant number of Americans of working age. FMS is related to a variety of psychosocial and vocational problems. Rehabilitation counselors need additional information to work effectively with people with FMS. This paper examines common symptoms, functional limitations and vocational impediments of people with FMS. It then discusses rehabilitation counseling issues, including vocational assessment and planning issues, and offers suggestions about appropriate rehabilitation techniques and services.

The purpose of the study was to identify the core knowledge and skill based competencies which State Vocational Rehabilitation counselors, supervisors, and administrators thought would best prepare professional VR counselors for practice in State Divisions of Vocational Rehabilitation Agencies in HEW Region VIII. A non-random sample of 243 VR counselors, 44 VR supervisors, and 68 administrators responded to a forced choice survey of questionnaire which contained 11 major competency categories and 128 subject items. The respondents generally agreed that all of the major competency categories were important. Also, the results of the study indicated that Vocational Rehabilitation counseling is based upon an interdisciplinary core of knowledge and skill based competencies. A continuum model of education including undergraduate, graduate, and in-service training is required to be competent at the professional level. Furthermore, the findings indicated that government rehabilitation agencies and vocational rehabilitation counselor education programs can best prepare manpower through joint training efforts.

The purpose of this study was to explore perceptions of mental illness (MI) and rehabilitation services among Chinese and Vietnamese Americans. A qualitative study design (face-to-face interview) was used and 40 Chinese and Vietnamese Americans/immigrants participated in the study. Results indicated that the participants' views of MI were multifaceted. The major themes included: (a) MI was a treatable disease that consisted of different types and varied from mild to severe; (b) the major cause of MI was stressful circumstances such as the Vietnam War and immigration; (c) MI was not positively perceived in the participants' communities; and (d) rehabilitation counseling services were almost unknown to the participants although some of them were aware of mental health services. Implications of the results for rehabilitation counselors and researchers are discussed in light of the impact of Chinese and Vietnamese cultures on the perceptions of various aspects or MI.

In the process of providing to their clients the highest quality of rehabilitation counseling services available within their profession, rehabilitation counselors are ethically obligated to remain cognizant of, and within, the law. Utilizing references from theoretical and research literature as well as examples from judicial caselaw, three areas of law critically applicable to the practice of rehabilitation counseling are presented and discussed: (a) confidentiality and privilege; (b) malpractice; and (c) forensics. Conclusions and relevant recommendations are offered to practicing rehabilitation counselors, professional rehabilitation counseling associations and rehabilitation counselor education.

The primary goal of rehabilitation counseling services is to holistically enhance quality of life (QOL) of persons with disabilities. However, the spiritual dimension of QOL may be the area least attended to by both rehabilitation counselors and counselor educators. It is imperative to raise attention to and understanding of this dimension and specifically its main indicator—spiritual well-being (SWB). In response, the authors of this study reviewed and examined 15 SWB scales regarding scale domains, item generation, selected sample, scaling approaches, as well as psychometric properties (i.e., reliability and validity). The results raised various issues that should be considered by professionals in rehabilitation counseling when studying SWB and its measurement. Implications were provided with regard to research, practice, and teaching on the topic of SWB in rehabilitation counseling.

The CORE/CACREP merger has occurred. Rehabilitation counselors and rehabilitation counseling educators now have a choice of how they proceed. In this essay I promote embracing the change and following a path that requires leadership, stewardship, and vision. In my opinion the merger presents rehabilitation counseling educators and practitioners with an opportunity to participate and craft the evolution of our profession.

The Internet is a rapidly growing communication resource that is becoming mainstream in the American society. To better serve our clients, rehabilitation counselors need to understand the many aspects of the Internet and begin to explore its uses in rehabilitation counseling. The purpose of this article was to initiate a discussion regarding the impact of the Internet on rehabilitation counseling services. The current use of the Internet in counseling practices was reviewed. The relationship between the Internet usage and the empowerment of people with disabilities was explored, the roles of rehabilitation counselors in regard to the computer-mediated communication (CMC) via the Internet were outlined, and ethical and professional development-related issues concerning possible applications of CMC via the Internet for rehabilitation counseling services were discussed. CMC via the Internet may be offered as an adjunct to traditional face to face rehabilitation services. Professional organizations such as the National Rehabilitation Counseling Association (NRCA) and the Commission on Rehabilitation Counselor Certification (CRCC) should develop professional standards and ethical codes to guide such services before we fully embrace the technique.

This article focuses on the unique rehabilitation needs of Asian Americans and Pacific Islanders (AAPIs) with disabilities. The prevalence of disabilities among AAPIs is reviewed based on the available data in the literature. Cultures of AAPIs and barriers preventing AAPIs with disabilities from seeking or receiving vocational rehabilitation services are discussed. Recommendations are presented on how to improve vocational rehabilitation counseling services in the 21st century for this underserved population.

To gain professional stature, rehabilitation counselors (RCs) have promoted the viewpoint that rehabilitation counseling is unique and different from generic counseling. The research literature reflects a concomitant trend in the continuous erosion over the past 15 years of the counseling function. The necessity of a re-emphasis on counseling is presented along with a review of the literature on basic considerations in counseling, career counseling, and psychosocial counseling. Finally, a call is made for renewed emphasis on the core of the rehabilitation process-counseling.

Knowledge of group dynamics and leadership activities is a component of the CORE Standards for the Master's degree curriculum in Rehabilitation Counseling. A group experience is often included as a learning activity in rehabilitation counselor education curricula as an instructional method of imparting knowledge of group dynamics. Group experience pedagogy may include process-observer methods, T-groups, demonstration groups, role-play groups, and activity groups. The choice of group experience method must balance the needs of the counselor-in-training with protection of the public and fellow trainees from harm. Harm can be reduced through the choice of a method congruent with the type of groups rehabilitation counselors are expected to lead.
