The stone crayfish Austropotamobius torrentium (Schrank, 1803) is a threatened native European freshwater crayfish species for which Natura 2000 network represents the most important conservation effort at the European level. In Croatia, there are altogether 25 Natura 2000 sites defined specifically for this species. In the present study, we aimed to assess the effectiveness of Natura 2000 sites in preserving stone crayfish diversity through gap analysis, a GIS-based approach that overlays species distribution data on a map of designated Natura 2000 sites. Our results showed that the existing Natura 2000 network in Croatia encompasses most of the areas with a high diversity of A. torrentium; currently designated sites harbour 73.3% of recorded A. torrentium populations. Future conservation planning efforts, and possible expansion of Natura 2000, should be focused on newly discovered A. torrentium populations that present divergent evolutionary lineages.

Crop wild relatives (CWR) can be used to mitigate the negative effects of climate change on crops, but their genetic diversity conservation has not been properly addressed. We propose a new target unit for conservation (Asso-EcoU) based on the occurrence of phytosociological associations in different environments. This approach involves using ecogeographical information and distribution data of associations to identify an optimized set of locations for in situ genetic diversity conservation. Thirty-nine CWR species, grouped in 15 associations, generated 165 Asso-EcoUs. Using the Sites of Community Importance (SCI) of Natura 2000 in Spain, we performed three analyses: (1) gap analysis, (2) coverage of the network, and (3) complementarity analysis. Analyses were performed with both target conservation units, associations, or Asso-EcoUs. The SCI network includes 100% of the associations and 69% of the Asso-EcoUs. The coverage assessment showed that 8.8% of the network is enough to encompass all the networks’ target conservation units. Complementarity analysis showed that seven and 52 SCI areas are needed to contain at least one site of the 15 associations and the 114 Asso-EcoUs, respectively. These results highlight the value of Asso-EcoUs to potentially incorporate the genetic diversity component into conservation plans, while increasing the number of species covered.

Biodiversity loss has multiple causes, but habitat degradation through land-use change is the predominant driver. We investigated the effectiveness of the Natura 2000 network in preserving the main wetlands of the two largest islands of the Mediterranean region, whose conservation is critical for many avian species at European and global level, in a 23-year period (1990–2012). In Sardinia, the surroundings of 22 wetlands were affected by an increase in artificial areas (+64 ha/year) and decrease in agricultural (−54 ha/year) and natural (−17 ha/year) ones. In Sicily, the surroundings of 16 wetlands were impacted by an increase in agricultural areas (+50 ha/year) and decrease in natural and semi-natural ones (−62 ha/year). Results show that the Natura 2000 policies were effective in preserving wetlands (no shrinkages detected in both regions), but their surroundings experienced intense processes of degradation and artificialization in all the sub-periods considered (1990–2000, 2000–2006, 2006–2012), whose effects are now threatening waterbirds and wetland integrity. The enlargement of the existing Natura 2000 sites, the creation of new ones and the speedup of the application of the rules of the Habitats and Birds Directives seem necessary to counteract the rapid land-use changes around these important stopover sites.

AbstractThe distribution of invasive plants depends on several environmental factors, e.g. on the distance from the vector of spreading, invaded community composition, land-use, etc. The species distribution models, a research tool for invasive plants spread prediction, involve the combination of environmental factors, occurrence data, and statistical approach. For the construction of the presented distribution model, the occurrence data on invasive plants (Solidagosp.,Fallopiasp.,Robinia pseudoaccacia,andHeracleum mantegazzianum) and Natura 2000 habitat types from the Protected Landscape Area Kokořínsko have been intersected in ArcGIS and statistically analyzed. The data analysis was focused on (1) verification of the accuracy of the Natura 2000 habitat map layer, and the accordance with the habitats occupied by invasive species and (2) identification of a suitable scale of intersection between the habitat and species distribution. Data suitability was evaluated for the construction of the model on local scale. Based on the data, the invaded habitat types were described and the optimal scale grid was evaluated. The results show the suitability of Natura 2000 habitat types for modelling, however more input data (e.g. on soil types, elevation) are needed.

Lan honetan, ez zaio heltzen eremu horietan eragina izan dezaketen planen eta proiektuen ebaluazioa egiteko betebeharra aztertzeari, oso espezifikoa baita. Los Estados miembros tienen que acometer unas tareas contempladas en el artículo 6 de la Directiva, precepto fundamental en cuanto a la gestión de los lugares Natura 2000 concierne. En este trabajo, sin abordar, por su especifidad, la obligación de evaluar planes y proyectos que puedan afectar a estos lugares, y analizando documentación de referencia de la Comisión y la jurisprudencia del TJUE, se intenta explicar en qué consisten esas medidas de conservación necesarias que respondan a las exigencias ecológicas de los hábitats y especies a proteger, así como las medidas apropiadas para evitar, en esos hábitats y especies, deterioros y alteraciones con efectos apreciables en los objetivos de la Directiva. ABSTRACT: The Habitats Directive established the Natura 2000 network, a coherent European ecological network of special areas of conservation that exists in the European Union for the conservation of species of wild fauna and flora and natural habitats of Community interest. Member states have to undertake some tasks contemplated in article 6 of the Directive, an essential provision as far as the management of Natura 2000 sites is concerned. This work, without tackling the duty to assess plans and projects that might affect these sites because of their specifity, and analyzing the documentation of reference of Commission and the caselaw of the European Court of Justice, tries to explain those necessary measures of conservation that meet the ecological requirements of habitats and species to protect together with the appropriate measures to avoid in those habitats and species, deteriorations and alterations in so far as such disturbance could be significant in relation to the objectives of the Directive.
