Abstract DEA (data envelopment analysis) models can be divided into two groups: Radial DEA and non-radial DEA, and the latter has higher discriminatory power than the former. The range adjusted measure (RAM) is an effective and widely used non-radial DEA approach. However, to the best of our knowledge, there is no literature on the integer-valued super-efficiency RAM-DEA model, especially when undesirable outputs are included. We first propose an integer-valued RAM-DEA model with undesirable outputs and then extend this model to an integer-valued super-efficiency RAM-DEA model with undesirable outputs. Compared with other DEA models, the two novel models have many advantages: 1) They are non-oriented and non-radial DEA models, which enable decision makers to simultaneously and non-proportionally improve inputs and outputs; 2) They can handle integer-valued variables and undesirable outputs, so the results obtained are more reliable; 3) The results can be easily obtained as it is based on linear programming; 4) The integer-valued super-efficiency RAM-DEA model with undesirable outputs can be used to accurately rank efficient DMUs. The proposed models are applied to evaluate the efficiency of China’s regional transportation systems (RTSs) considering the number of transport accidents (an undesirable output). The results help decision makers improve the performance of inefficient RTSs and analyze the strengths of efficient RTSs.

Data Envelopment Analysis (DEA) is a non-parametric approach based on linear programming for evaluating the performance of decision making units (DMUs) with multiple inputs and multiple outputs. The lack of the ability to generate the actual weights, not considering the impact of undesirable outputs in the evaluation process and the measuring of efficiencies of DMUs based upon precise observations are three main drawbacks of the conventional DEA models. This paper proposes a novel approach for finding the common set of weights (CSW) to compute efficiencies in DEA model with undesirable outputs when the data are represented by fuzzy numbers. The proposed approach is based on fuzzy arithmetic which formulates the fuzzy additive DEA model as a linear programing problem and gives fuzzy efficiencies of all DMUs based on resulting CSW. We demonstrate the applicability of the proposed model with a simple numerical example. Finally, in the context of performance management, an application of banking industry in Iran is presented for analyzing the influence of fuzzy data and depicting the impact of undesirable outputs over the efficiency results.

Performance evaluation of supply chain (SC) is a vital topic in SC management and inherently complex problems with multilayered internal linkages and activities of multiple entities. Recently, various Network Data Envelopment Analysis (NDEA) models, which opened the “black box” of conventional DEA, were developed and applied to evaluate the complex SC with a multilayer network structure. However, most of them are input or output oriented models which cannot take into consideration the nonproportional changes of inputs and outputs simultaneously. This paper extends the Slack-based measure (SBM) model to a nonradial, nonoriented network model named as U-NSBM with the presence of undesirable outputs in the SC. A numerical example is presented to demonstrate the applicability of the model in quantifying the efficiency and ranking the supply chain performance. By comparing with the CCR and U-SBM models, it is shown that the proposed model has higher distinguishing ability and gives feasible solution in the presence of undesirable outputs. Meanwhile, it provides more insights for decision makers about the source of inefficiency as well as the guidance to improve the SC performance.

Data Envelopment Analysis is one of the paramount mathematical methods to compute the general performance of organizations, which utilizes similar sources to produce similar outputs. Original DEA schemes involve crisp information of inputs and outputs that may not always be accessible in real-world applications. Nevertheless, in some cases, the values of the data are information with indeterminacy, impreciseness, vagueness, inconsistent, and incompleteness. Furthermore, the conventional DEA models have been originally formulated solely for desirable outputs. However, undesirable outputs may additionally be present in the manufacturing system, which wishes to be minimized. To tackle the mentioned issues and in order to obtain a reliable measurement that keeps original advantage of DEA and considers the influence of undesirable factors under the indeterminate environments, this paper presents a neutrosophic DEA model with undesirable outputs. The recommended technique is based on the aggregation operator and has a simple construction. Finally, an example is given to illustrate the new model and ranking approach in details.

Data envelopment analysis (DEA), as a useful management and decision tool, has been widely used since it was first invented by Charnes et al. in 1978. On the one hand, the DEA models need accurate inputs and outputs data. On the other hand, in many situations, inputs and outputs are volatile and complex so that they are difficult to measure in an accurate way. The conflict leads to the researches of uncertain DEA models. This paper will consider DEA in uncertain environment, thus producing a new model based on uncertain measure. Due to the complexity of the new uncertain DEA model, an equivalent deterministic model is presented. Finally, a numerical example is presented to illustrate the effectiveness of the uncertain DEA model.

Data envelopment analysis (DEA) has recently gained great popularity in modeling environmental performance because it provides condensed information to decision makers when the production process includes undesirable outputs. In this paper, we develop a new slacks-based efficiency measurement for modeling environmental performance using the environmental DEA technology. The proposed index has more theoretical justification, and distinguishes among different decision making units (DMUs) better in practice. Then we further extend it to the nonoriented index with double aim of increasing desirable outputs and reducing undesirable outputs. Finally, we calculate the index for each of 25 OECD European countries in a model of CO2 emission performance from 2007 to 2009 and the results obtained are presented.

Data Envelopment Analysis (DEA) is a widely used technique for measuring the relative efficiencies of Decision Making Units (DMUs) with multiple deterministic inputs and multiple outputs. However, in real-world problems, the observed values of the input and output data are often vague or random. Indeed, Decision Makers (DMs) may encounter a hybrid uncertain environment where fuzziness and randomness coexist in a problem. Hence, we formulate a new DEA model to deal with fuzzy stochastic DEA models. The contributions of the present study are fivefold: (1) We formulate a deterministic linear model according to the probability–possibility approach for solving input-oriented fuzzy stochastic DEA model, (2) In contrast to the existing approach, which is infeasible for some threshold values; the proposed approach is feasible for all threshold values, (3) We apply the cross-efficiency technique to increase the discrimination power of the proposed fuzzy stochastic DEA model and to rank the efficient DMUs, (4) We solve two numerical examples to illustrate the proposed approach and to describe the effects of threshold values on the efficiency results, and (5) We present a pilot study for the NATO enlargement problem to demonstrate the applicability of the proposed model.

This paper develops a range directional distance data envelopment analysis (DEA) model to simultaneously deal with the problems of negative data and undesirable outputs in the study of performance measurement with two-stage DEA. We report on the development of this model to handle both positive and negative data in a DEA framework and accommodate the problem of undesirable intermediate outputs in the first stage of operational processes. Unlike previous two-stage DEA models we allow for a nonuniform abatement factor imposing on stage 1’ production technology. Such a model is then applied to evaluate Taiwanese bank efficiencies both at the operational stage and profitability stage in banking activities based on a data set consisting of 35 domestic banks in Taiwan in the period 2007. The results indicate that, by the range directional two-stage data envelopment analysis model, the operational efficiency was smaller than the profitability efficiency. Many banks generated too many performing loans in which independent banks should reduce more performing loans than financial holding company subsidiary banks. Both the ratio of investments to loans and the ratio of nonperforming loans to performing loans did not have significant contributions to the efficiency. This paper is able to provide information for bank operators and researchers on the managerial and strategic implications of how negative data and undesirable outputs affect efficiency and how to measure efficiency appropriately.
