This special report summarizes the regional workshop held 24–26 April 2018 at the US Fish and Wildlife Service (USFWS) Ecological Services Office in Carlsbad, California on the importance of collaboration among federal, state, and nongovernmental agencies to facilitate the recovery of threatened and endangered species (TES). This workshop focused primarily on one species, the least Bell’s vireo (LBVI), and how to achieve full recovery and eventual delisting through agency partnerships. A major theme of the workshop was applying the Endangered Species Act (ESA) Section 7(a)(1) conservation planning process as a building block towards recovery of LBVI—as well as other threatened, endangered, and at-risk riparian species within the Southwest. The main objective of this workshop was to assemble an interagency and interdisciplinary group of wildlife biologists and managers to detail how the Section 7(a)(1) conservation planning approach, in consultation with the USFWS, can assist in the recovery of LBVI primarily on federal lands but also other public and private lands. Goals of this workshop were to (1) review Section 7(a)(1); (2) outline LBVI ecosystem processes, life history, threats, and conservation solutions; and (3) develop and organize agency commitments to collaborative conservation practices.

Using a unique land transaction from the 1860s in the Western U.S., this paper examines whether the presence of biological and cultural resources on private and federal land increase drilling costs to the U.S. natural gas industry. Our results suggest that the presence of these resources can increase costs, but the effect depends on the land type and which resources are being protected. The presence of threatened and endangered species increase drilling costs significantly on both federal and private lands; whereas the existence of migratory wildlife like elk and pronghorn does not. Cultural resources have a differentiated impact-they raise drilling costs significantly on federal lands, but not on private lands. JEL classification numbers: C23, Q58. AbstractTo stem the ongoing loss of biodiversity, there is an urgent need to distinguish between effective and ineffective approaches for protecting species habitats. Using Google Earth Engine and 30 years of Landsat images, we quantify habitat change for 24 vertebrates on the U.S. Endangered Species List (ESA) and IUCN Red List across different categories of land ownership (e.g., federal, state, and private) that are subject to different conservation-focused legal restrictions. These estimates exclude changes due to agricultural conversion and burned areas. Imperiled species evaluated lost the least habitat (3.6%) on federal lands, while losses on private lands without conservation easements were more than twice as great (8.1%). Differences in annual percent loss before and after species were placed on the Endangered Species List, and between ESA and Red List species suggest that the ESA limited habitat loss and was most effective on federal lands. These results emphasize the importance of federal lands for protecting habitat for imperiled species and highlight the need to improve habitat protection on private lands for long-term conservation.

Recovery planning is an essential part of implementing the U.S. Endangered Species Act (ESA), but conservationists and government agencies recognize challenges with the current planning process. Using data from all U.S. domestic and transboundary ESA-listed species, we quantify the completeness, timeliness, age, and other variation among ESA recovery plans over the past 40 years. We show that nearly 1/4 of eligible listed taxa (n = 1,548) lack final recovery plans; half of plans have taken >5 years to finalize after listing; half of recovery plans are more than 20 years old; and there is significant variation between agencies and among regions and taxonomic groups in planning. These results are not unexpected given dwindling budgets and an increasing number of species requiring protection, but underscore the need for systematic improvements to recovery planning. We discuss solutions—some already underway—that may address some of the shortcomings and help improve recovery action implementation for threatened and endangered species.

Habitat suitability modeling in some form is required for virtually every regulatory action and conservation planning process that involves rare and/or endangered species or habitat types. Conservation Studio is a spatial information system that automates the entire process of conservation modeling, simulation, and planning. Conservation Studio consists of four software modules: Data Acquisition Interface, Habitat Suitability Analyst, Conservation Criteria Developer, and Implementation Modeler, the latter of which has been developed as a working prototype. The Implementation Modeler models the outcome of using tradable conservation credits to conserve habitat resources in a specified geographical plan area. Future design and development activities for this spatial information system are discussed.
